To launch a video-on-demand (VOD) platform, first decide what viewers can watch and how they will pay, then secure rights for those uses and territories. Prepare complete title packages, choose a hosted service or a custom delivery stack, test playback on the devices and networks your audience uses, and check the rules in every market where you plan to operate. Start with a rights-cleared pilot; there is no universal platform, budget, or subscriber target that fits every launch.

1. Define the service, audience, and business model

Write down who the first audience is, what the initial catalog contains, which countries you will serve, and how viewers will access titles. That scope affects both the rights you need and the platform capabilities to evaluate. Decide whether the service will offer subscriptions, rentals, purchases, channel subscriptions, advertising-supported viewing, or a combination.

Subscription (SVOD) Access under a recurring subscription. Which titles are included, for which territories, and for what license window? Will a channel or bundle also be sold?
Rental (TVOD) Time-limited access to a title. Which territories and rental windows are permitted, and what access period will the service offer?
Purchase (TVOD) A purchase offer for a title. Does the agreement permit purchase distribution in each territory, and what does “purchase” mean under the applicable terms?
Channel subscription A subscription to a particular channel or catalog. Are the channel, titles, territories, and subscription terms covered by the relevant grants?
Advertising-supported Viewing supported by advertising. Are advertising-supported rights granted, and who will handle ad operations and related obligations?

These are distinct distribution modes, not interchangeable labels. Amazon’s Prime Video Direct license terms, for example, distinguish subscription, channel, rental, purchase, and ad-supported distribution and require a provider to represent that it has the rights and clearances needed for the grants it makes to Amazon. That is a contractual requirement for that arrangement, not a universal statement of law.

Map rights title by title

For each work, record the granted use, territory, license start and end dates, language, and restrictions. Confirm that the grant matches the actual offer: a subscription right does not automatically establish permission for rental, purchase, or advertising-supported use. Track renewal and takedown dates so unavailable titles do not remain on sale or in a catalog after their rights expire. Have qualified counsel review the agreements and the markets you intend to serve.

2. Prepare a complete package for every title

A playable video file is only one part of a VOD catalog. Create an inventory and delivery checklist for every title before ingestion; missing artwork, captions, or metadata can hold up a release or make the title harder for viewers to understand and find.

Catalog and delivery checklist

  • Video: retain the high-resolution master and document the version and language. Keep any service-ready encodes distinct from the source master.
  • Artwork and promotion: collect title art and other promotional materials required for your storefront or distribution partner.
  • Captions and audio: organize caption files and audio-language assets, identify the language for each, and verify their timing against the correct video version.
  • Metadata: maintain accurate titles, descriptions, credits, language, and other catalog fields requested by the service or partner.
  • Ratings information: include it where applicable to the title, service, or market.
  • Rights record: connect the package to its permitted territories, access models, license window, and restrictions.

Amazon’s agreement identifies delivery materials such as high-resolution masters, artwork, captions, audio-language files, metadata, and ratings information. Prime Video’s separate global SVOD requirements also describe territory-specific delivery packages. Treat those documents as examples of partner requirements, not a universal VOD specification: the platform you select may request a different package.

3. Choose a hosted service or build a custom delivery stack

A hosted branded-video service can take on some storefront, account, subscription, payment, and delivery work. A custom stack offers more responsibility and control to your own team, which must design and operate the media workflow and surrounding service. Neither is automatically cheaper or more suitable; compare them against your planned catalog, launch markets, technical capacity, and expected viewing volume.

Questions to ask any hosted provider

  • Which access models, territories, currencies, and payment methods does it support?
  • What storefronts, branded sites, apps, and device types are available, and who owns or controls the customer relationship and data?
  • How are content ingestion, metadata, localization, captions, and rights windows handled?
  • What DRM, offline viewing, analytics, subscriber management, customer support, and data-export options are included?
  • Who is responsible for payment processing, taxes, refunds, and operational support?
  • How are fees calculated at your expected subscriber count and transaction volume? What happens to content and customer data if you leave?

Vimeo OTT is not Vimeo On Demand

Vimeo’s seller terms describe Vimeo OTT as a route for branded sites and applications and explain Vimeo’s payment-collection role. A March 9, 2026 addendum lists a service fee of $1 per subscriber per month for initial and renewal subscription sales; when Vimeo processes payment, it lists a transaction fee of 2.5% plus $0.30 per transaction. Those are terms stated in that dated addendum, not a complete cost estimate for your service. Check current terms, availability, and any additional fees directly before comparing providers.

Do not confuse that product with Vimeo On Demand. Vimeo’s help page says On Demand subscriptions stop renewing on September 21, 2026, and streaming access ends on November 20, 2026. Those dates apply to Vimeo On Demand, not the separately described Vimeo OTT branded-site and app offering.

What a custom VOD workflow involves

A custom cloud workflow generally needs an encoder to compress and package video, storage and delivery infrastructure, and playback support in the client apps or website. AWS documentation describes packaging media into segments and manifests, which can include audio, video, and caption segments, and delivery through CloudFront. It names MPEG-DASH, Apple HLS, Microsoft Smooth Streaming, and CMAF as formats. That list does not dictate one architecture for every launch: format support, encoding choices, device coverage, geography, DRM needs, and viewing volume must be evaluated together.

Before committing to a design, identify the target devices and network conditions, then test representative titles and languages on them. The AWS documentation describes capabilities; it does not size a production architecture or establish what it will cost for your audience. A custom system also means your team must plan for operational monitoring, playback issues, catalog changes, and ongoing delivery costs.

Compare the options against your actual workload

This is a decision framework, not an apples-to-apples vendor ranking. Get written answers for your use case and model costs using your own audience and viewing assumptions.

4. Match playback protection and app distribution to your rights

Use DRM when a rights agreement, distribution partner, or business requirement calls for it. Check the protection technology against the devices and playback paths you intend to support; the presence of a DRM product name alone does not prove that the entire service meets every licensing or multi-device requirement.

Apple says FairPlay Streaming encrypts content and securely exchanges keys for HLS playback on Apple platforms. Microsoft lists PlayReady support for subscription, purchase, rental, advertising, and other content models. These are vendor descriptions of their respective technologies, not a guarantee of universal interoperability or a complete protection plan. Confirm requirements with each rights holder and test on the platforms you plan to serve.

Consider app-distribution dependencies early

If Apple TV app discovery is part of your distribution plan, review Apple’s Video Partner Program requirements before building around it. Apple says the program is for eligible premium subscription video services, requires an app on iOS and tvOS, and calls for integration with Universal Search, Siri, and the Apple TV app where available. Apple reported that over 130 premium subscription video entertainment providers around the world had signed on to participate as of 2025; that is Apple’s program-page figure, not an independent market estimate or a guarantee of acceptance for a new service.

5. Check obligations in every launch market

There is no single compliance checklist that applies identically to all VOD services worldwide. Rules depend on where the service is offered, what it provides, and how it is structured. Before launch, ask qualified local advisers to assess whether the service falls within a regulated category and what must be done before it opens.

  • Regulator notification and content rules: check whether the service must notify or register with a regulator and whether local content or other programming rules apply.
  • Consumer terms: review subscription renewal, cancellation, refund, rental, purchase, and complaint processes for the markets served.
  • Privacy and data: assess what viewer data is collected, where it is processed, and what notices or controls are required.
  • Accessibility: check applicable captioning and accessibility duties for the service and its content.
  • Tax and payments: establish which party handles taxes, payment methods, failed payments, and refunds in each market.
  • Rights and localization: verify that title rights and language assets cover the territories and access modes you offer.

For specific examples, Ofcom says UK providers of on-demand programme services must notify it before service begins and report closure or significant changes. ACMA identifies Australian-content rules for Australian SVOD services. These are country-specific examples, not exhaustive guidance for the UK, Australia, or any other market. Check current regulator guidance for each target territory.

6. Run a rights-cleared pilot and validate the economics

Do not base a launch plan on a generic “cost to build” figure or a universal subscriber target; neither follows from the available vendor and regulator material. Model the actual catalog and operating plan, and make assumptions visible so you can revise them after a pilot.

Build a launch model

  • Estimate content acquisition, rights renewals, and localization costs.
  • Include hosted-platform fees or custom engineering, cloud storage and delivery, and any protection or app costs that apply.
  • Account for payment processing, taxes, refunds, customer support, marketing, and compliance work.
  • Model churn, conversion, acquisition cost, and viewing volume using assumptions grounded in your own audience and offers.

Test a small catalog before expanding

  1. Select a limited set of titles whose rights cover the intended pilot territories and access models.
  2. Prepare complete title packages and configure the actual viewer journey, including payment and playback on representative devices and network conditions.
  3. Measure playback quality, completion, conversion, refunds, and support load; keep results distinct by device, title, and market where useful.
  4. Use the results to revise the catalog, delivery setup, price and offer design, and support plan before adding more territories or titles.
