A cloud region setting alone may not cover global services, backups, logs, telemetry, support access, or processing. Encryption and customer-managed keys can limit access, but do not prove where data is located.
Define what “within the region” means
Start with the requirement, not the cloud console. A law, contract, sector rule, or internal policy may define the permitted boundary differently from a provider’s use of “region” or “data residency.” Identify the countries or explicitly defined cloud geographies allowed, the data classifications and systems covered, and the activities that must remain inside that boundary.
For each workload, clarify whether the rule covers:
- Customer content stored at rest, and data processed in memory.
- Data in transit, including transfers between services or locations.
- Replicas, snapshots, backups, disaster-recovery copies, and restored data.
- Service-generated metadata, logs, monitoring records, telemetry, and incident artifacts.
- AI prompts, prompt history, retrieval data, vector stores, and inference processing.
- Administrative and support access, including where personnel operate from and how access is approved.
Classify and tag data consistently so that the same boundary can be applied to deployments, policies, and audits. Do not assume that “sensitive” automatically means data must stay in its country of origin; the actual obligation depends on the applicable jurisdiction, classification, contract, and safeguards.

Location requirements are not universal
For example, UK Government Digital Service guidance published on 5 February 2025 says UK government data classified OFFICIAL, including SENSITIVE, may be stored and processed in overseas data centres or cloud regions when satisfactory legal, data-protection, and security practices are in place. It states there is no universal UK physical-location requirement for that classification. This is UK public-sector guidance, not a rule for other jurisdictions, classifications, or contracts.
Map services and every path data can take
Build an inventory that follows the data from collection through use, retention, recovery, and deletion. Include cloud infrastructure, SaaS applications, identity and security services, analytics, AI endpoints, integrations, and third-party processors—not just the primary database or storage account.
For each service, record its selected region or tenant geography; whether it is regional, multi-region, or global; where content, metadata, and logs are stored and processed; what replication occurs and under which settings or terms; and where backups, restores, and support operations take place. Record the provider commitment that applies to the specific product, subscription, and service data, including exclusions.

A regional deployment does not necessarily make every related service regional. Microsoft’s guidance distinguishes regional from non-regional services; some global services combine regional deployment with global replication and are not guaranteed to keep data in one region. Microsoft 365 documentation also ties storage location commitments to service availability, tenant geography, product terms, and subscriptions. Check the specific service documentation and contract rather than inferring behavior from a product family or console setting.
Include secondary copies and operations
Backups, log pipelines, monitoring workspaces, telemetry, incident-response material, and recovery environments are part of the data path. A primary store can be correctly placed while a backup vault or observability service sends a copy elsewhere. Support access is a separate question too: data may be stored in an approved location while authorized personnel or operational systems are outside it.
For AI workloads, check both the model deployment and the supporting systems: prompts and their history, retrieval sources, vector stores, training data, and inference processing. Microsoft sovereign implementation guidance recommends regional or DataZone deployments where geography-bound processing is required, and recommends pinning supporting stores and logs to approved locations while documenting the data flows and settings.

Enforce placement and replication separately
Use organization-level location policies, approved-region allowlists, infrastructure as code, and deployment guardrails where the provider and service support them. The goal is to prevent unapproved placement and to make compliant deployments repeatable. Confirm the scope of each control: a policy may cover some resource types or operations but not every service or data flow.
Check existing resources as well as new deployments. A location constraint may apply only when a resource is created, rather than moving or restricting resources already in place. Google Backup and DR documentation states that its resource-location constraint is checked for new resources and does not retroactively affect existing vaults. Inventory and remediate pre-existing resources separately.
Primary placement and replication are distinct decisions. A second region can improve recovery, but it must also be inside the permitted boundary unless an approved exception applies. AWS guidance describes multi-region designs in which both primary and recovery regions remain within an approved jurisdiction, with region opt-in and replication choices made deliberately.

Check recovery before restricting locations
Compare the recovery regions that remain permitted, service availability, latency, and cost. A geography restriction can reduce the pool of eligible services or recovery options; validate that backup, failover, restoration, and monitoring still work within the boundary. If an exception is necessary, document its approval, rationale, scope, and review date rather than letting an untracked copy become part of the design.

Encrypt data in transit and at rest, limit identities and permissions, and consider customer-managed keys where they fit the threat model. Confidential computing may help protect data during processing where the service and region support it. These are access and protection controls, not geographic-location controls: encryption does not by itself show that data stayed within an approved region.
For highly sensitive workloads, external or split-key arrangements may offer additional control over key custody. Their availability can vary; Microsoft’s cited guidance describes external key management as preview, so verify current status and regional support before relying on it. Also assess the effects on availability, recovery, and operations before introducing dependencies on external key systems.

Keep evidence and test for drift
Retain evidence that connects the requirement to the actual system configuration. A useful record includes:
- The interpreted geographic boundary, covered data classes, and applicable legal or contractual basis.
- The service inventory, data-flow map, and provider location commitments for relevant service data.
- Region, replication, backup, restore, logging, and monitoring settings.
- Policy results, access records, support controls, and approved exceptions.
- Periodic reviews, identified drift, remediation, and evidence that recovery workflows remain within scope.
Test enforcement rather than relying on policy configuration alone: attempt a prohibited deployment and confirm that it is denied; verify backup and restore destinations; and check that logs and monitoring data follow the same boundary. Review controls periodically because services, terms, regional availability, and configurations can change.
Balance geographic controls with resilience and service needs
Before locking a workload to a geography, compare options against the same criteria:
- Boundary coverage: Which countries or cloud geographies are allowed, and which service data does the commitment cover?
- Storage and processing: Does the requirement cover only data at rest, or also processing, transit, metadata, and service operations?
- Replication and recovery: Are replicas, backups, failover, and restores all within the allowed boundary?
- Operational access: How are support access, personnel permissions, and key custody controlled?
- Auditability: Can policies, logs, contractual terms, and review evidence demonstrate the control?
- Resilience and availability: Can the system recover using services and locations that remain permitted?
- Latency, service coverage, and cost: What practical consequences follow from limiting regions and service choices?
Multi-region is not automatically incompatible with residency: replication can fit the requirement when every location is within the approved boundary. Conversely, restricting a system to one location may constrain recovery choices. Choose the architecture that satisfies the actual rule while preserving tested recovery, rather than treating either a single region or encryption as proof of compliance.
