Charge your phone and power banks before an outage, save essential information for offline access, and have a battery-powered or hand-crank radio ready. During the outage, conserve phone power and use more than one source for updates: a charged phone cannot help if the cellular network is unavailable.
Before the outage: prepare power and information
Charge devices and choose a backup source
When severe weather or another outage risk is forecast, charge your phone, power bank, and other essential rechargeable devices. FEMA advises: “Keep mobile phones and other electronic equipment charged. Plan for alternative power sources that you can use to charge devices.” The guidance appears in FEMA’s Be Prepared for Any: How to Stay Safe From a Power Outage fact sheet (FEMA P-2143, 2025): FEMA power outage fact sheet.
A power bank stores energy to charge a compatible phone; it does not provide news or emergency alerts on its own. Check that its connectors work with the household’s devices, learn how its charge indicators operate, and keep it charged. The number of charges it can provide varies with the bank’s usable capacity and condition, the phone’s battery and condition, and how the phone is used. FEMA and Ready.gov recommend planning alternative charging sources, but neither establishes a universal runtime or endorses a particular model. See Ready.gov’s power outage guidance.

Save important phone numbers, meeting arrangements, local emergency contacts, and essential instructions somewhere accessible without mobile data. Keep a paper copy as well. FEMA recommends a household communication plan and paper copy in its power outage preparedness guidance.

Prepare another way to receive updates
Keep a battery-powered or hand-crank radio available and learn how to tune it before an emergency. FEMA’s emergency-kit guidance includes these radios and NOAA Weather Radio with tone alert. A radio can receive broadcasts when your phone is drained or mobile service is unavailable, but it is not a phone charger. Check local authorities’ instructions and alert channels for your area. If you plan to use a generator
Plan which essential loads you intend to power and follow the generator manufacturer’s instructions. FEMA advises operating generators outdoors and at least 20 feet from building openings, including windows, doors, and garages. During the outage: conserve phone power and check reliable channels
Reserve phone use for essential needs
Use the phone selectively for necessary communication and updates, and reduce nonessential activity. Keep an eye on its battery level so you can decide when to use the power bank. There is no universal setting or usage pattern that guarantees a particular amount of extra runtime; the result depends on the phone, battery condition, signal and local circumstances.
Do not confuse battery power with network availability
Your handset may still have power while calls, texts, or data are unavailable. FEMA advises households to find out whether their phone service is expected to work during an outage, and notes that landline phones can also fail if lines are damaged. Service depends on local conditions, so do not assume every communication method will work equally well. FEMA’s outage guidance explains this distinction.

Use the radio and follow local instructions
If the phone battery or mobile service is unreliable, use the radio as a separate way to receive broadcasts. Follow instructions from local authorities and use the alert channels available in your area. A phone app or internet connection should not be treated as guaranteed during an outage.
Send concise updates when communication is available
Use the household communication plan to share brief updates with family or designated contacts when a channel is working. If one method fails, try another available option rather than assuming that calls, texts, and data have the same availability.
