To keep a useful history of recurring website screenshots, treat each capture as a managed record—not just an image file. Define what to capture and how long to retain it under your organization’s applicable requirements, then preserve the original with its URL, timestamp and time zone, capture method, and responsible person or system. Restrict changes, test retrieval, and keep a richer web capture when a still image cannot preserve the links or interactions that matter.
There is no universal retention period for website screenshots. Requirements depend on jurisdiction, industry, record type, contract, and the organization’s approved schedule. A screenshot, checksum, or vendor certification by itself does not guarantee compliance.
What makes a recurring screenshot useful as a record?
A screenshot records a visual state, but its evidentiary value depends on context and documented controls. You should be able to identify what page was captured, when it was captured, how it was captured, and which authorized person or system created it. The National Archives and Records Administration (NARA) recommends documenting controls over the creation, transmission, receipt, and maintenance of web records and protecting them against unauthorized changes. First decide whether the page or page state is a business record at all. The U.S. General Services Administration notes that not everything displayed on a website is a web record; records can also document how a website is managed. GSA’s Web records page

How do I keep a record of website changes?
1. Define the record and retention schedule
List the pages, states, and business activities that need recurring capture. For each, record the business purpose, owner, applicable retention requirement, and approved disposition—what happens when the retention period ends. Use the schedule that applies to your organization; do not assume a federal agency schedule applies to a private organization.
2. Standardize each capture event
Choose a documented cadence and a repeatable capture method. Keep the original image and a manifest or equivalent metadata record for every capture. A practical manifest should include:
- The page URL, including relevant query parameters where they identify the captured state.
- Capture date and time, with time zone.
- The capture system or method and, where useful, its configuration or version.
- The person or system responsible for the capture and the business owner.
- Context needed to identify the page state, such as locale, device or viewport, login state, or relevant interaction.
- The file name, format, and a link or identifier for the stored original.
This is an operational schema, not a field list prescribed by the cited rules. Its purpose is to make the event identifiable and the process reproducible. Document who may change the cadence, configuration, or capture method.

Preserve the original capture and its identifying metadata in a controlled repository. Limit write and delete access to authorized roles, and log material changes to the record or metadata. If you create a checksum, store the algorithm and value alongside the file and recompute it during integrity checks. A matching checksum indicates that the file’s bytes match the version used to create that checksum; it does not prove the screenshot accurately represented the live page at the claimed time, establish a trusted clock, or establish legal admissibility.

SHA-256 appears in a federal checksum regulation for a specified digitization context; that is not a general requirement to hash recurring website screenshots. 36 CFR 1236.42
4. Capture enough context for what you need to establish
If the question is strictly how a page looked, an image may be suitable. If the matter depends on navigation, linked documents, or interactive content, retain a richer web capture as well. NARA says permanent federal web content should be captured with methods that retain hypertext functionality, such as harvesting. Treat that as a fidelity consideration—not a universal requirement for every organization.
5. Make records readable and retrievable
Store records in a repository with access controls, backup and recovery practices, retention controls, and a tested export process. Periodically select an older capture and verify that authorized staff can retrieve it and produce a human-readable and electronic copy without losing its meaning. The 2025 edition of 21 CFR Part 11 addresses accurate and complete copies, access limits, and protection for retrieval throughout the retention period within the rule’s scope. 6. Review the capture process
Check that scheduled captures occurred, manifests are complete, access is still appropriate, records remain retrievable, and exports work. Document missed captures, exceptions, and process changes. The cited sources do not establish a universal review frequency, so set one appropriate to the risk and your governing policy.

How long should compliance screenshots be kept?
Use the retention period in the applicable law, contract, policy, or approved records schedule; there is no universal duration for all website screenshots in the sources cited here. The 2025 text of 21 CFR Part 11 addresses retention and retrieval for electronic records that fall within its scope. E-SIGN provides a retention path for covered transactions when an electronic record accurately reflects the information and remains accessible in a form capable of accurate reproduction for the period required by the applicable law. Do not assume that every website screenshot is subject to Part 11. Applicability depends on the record and activity and the underlying requirements. FDA’s 2003 guidance is nonbinding, describes FDA’s stated enforcement-discretion approach for certain Part 11 requirements, and does not remove applicable predicate-rule duties.
Is a screenshot enough to prove what a website displayed?
Not by itself in every situation. An image can show visible content, but it may omit the URL, timestamp context, capture method, or evidence that the record was protected from later alteration. A checksum can help detect changes made after hashing, but it cannot establish that the image was a faithful capture at the time claimed. Whether a screenshot is sufficient depends on the question, applicable requirements, and the controls around its creation and preservation; seek qualified legal or compliance advice for a specific matter.
For a more complete record, pair the image with its manifest, access and change logs, and—when needed—a capture that preserves links or interactive content. NARA’s guidance discusses authenticity in terms of identified creators, documented procedures, and protection against unauthorized addition, deletion, and alteration.

How to evaluate a screenshot capture service
Compare methods and services against the evidence you need to retain, not only the image they produce. Ask vendors to demonstrate relevant properties using representative pages and to explain limitations:
- Capture completeness: Can it capture the required page state, and does it handle dynamic or interactive content adequately?
- Fidelity: Does it preserve only appearance, or also links and interactions where those matter?
- Time and metadata: What timestamp and capture details are returned, and can you preserve them in your own manifest?
- Access and change history: Can you restrict access and trace important changes to records or metadata?
- Retention and retrieval: Can you set or enforce the applicable schedule, retrieve selected past captures, and export them?
- Integrity: What integrity checks are available, and what do they establish—and not establish?
- Portability: Can exported copies be read and reproduced without losing relevant content or meaning?

A scheduled capture is missing
Check the scheduler’s run history, credentials, and network access. Record the missed event and reason, then follow your exception procedure rather than silently treating the prior image as current.
The image exists but its time or page state is unclear
Check the manifest and capture logs. If the required context was not recorded, flag the gap and correct the process for future captures; do not infer a precise capture time or state from the image alone.

A checksum does not match
Quarantine the file from ordinary use, preserve the mismatch and relevant logs, and investigate whether the file or metadata changed. Restore only from a verified protected copy under your incident process. A newly computed checksum cannot retroactively prove the original was unchanged.
An old capture cannot be opened or exported
Test the repository’s retrieval and export path, including the software needed to read the format. Maintain copies in formats that remain usable, and verify that any conversion preserves the record’s content and meaning.
The image omits a menu, document, or interaction
Determine whether that missing element matters to the record. If it does, capture the relevant linked material or use a richer web capture method; a static image cannot preserve functionality that was not recorded.
