Short answer: installing a Flask wrapper is not enough. Your Heroku dyno also needs a compatible wkhtmltopdf executable, its native libraries, and fonts. Put the Python packages in a root-level dependency file, select your Python runtime, install a binary through a buildpack that supports your exact Heroku stack, and verify the executable inside a running dyno before generating PDFs.
The commonly documented community buildpack covers Heroku-18, Heroku-20 and Heroku-22. That does not prove compatibility with newer stacks or every CPU architecture, so treat the binary as stack-specific and validate it in your own slug. The upstream project’s 0.12.6 series was released on June 11, 2020, and its main GitHub repository was archived on January 2, 2023. For a new system, compare maintained renderers before committing to this legacy component.
What must be installed
A Flask integration such as pdfkit (or another Python wrapper) only constructs a command. It does not contain the wkhtmltopdf command-line program. Your deployment therefore has two separate dependency layers:
- Python dependencies: Flask, your selected wrapper and any application libraries.
- System executable: a Linux
wkhtmltopdfbinary, plus compatible shared libraries and fonts.
The Python buildpack reads a root-level requirements.txt (or another supported dependency manifest). The binary must come from a buildpack or another installation mechanism appropriate for the app’s deployment model. A local installation on your laptop is not included automatically in a Heroku slug.

Identify the Heroku deployment model and stack first
Classic buildpacks
A traditional Git-push application normally uses Heroku buildpacks during slug compilation. A community wkhtmltopdf buildpack listing documents binaries for Heroku-18, Heroku-20 and Heroku-22, with the executable exposed under /app/bin. Those instructions are not a guarantee for a newer stack, a different architecture or a later buildpack release. Check the buildpack’s current release notes and inspect the resulting slug rather than assuming that an old URL still works.
Cloud Native Buildpacks
Cloud Native Buildpack (CNB) applications use a different lifecycle. Heroku’s deb-packages CNB can install Debian packages through a project.toml configuration for specified Ubuntu builder environments. That mechanism is separate from a classic buildpack recipe, and the available material does not establish that a wkhtmltopdf package exists in your target builder image. Do not paste a classic buildpack command into a CNB app, or assume that a CNB package recipe works for a Git-push app.
Check the stack and build mode
Record the app’s stack, buildpacks and architecture before choosing a binary. In the Heroku Dashboard, open the app’s Settings and inspect Buildpacks; use the app’s stack information shown there or in your team’s Heroku configuration. Your selection must match:
- the exact stack generation (for example, 18, 20 or 22);
- the dyno architecture supported by the binary;
- the libraries and font packages the binary expects; and
- whether the app is compiled with classic buildpacks or CNBs.
Prepare the Flask application
Declare Python packages
Create requirements.txt in the project root. Keep the versions you actually support; the example below illustrates the structure, not a required pin set:

pdfkit==1.0.0Use a root-level .python-version to select a Python version supported by Heroku and your application. Commit both files. The Python buildpack installs these packages during compilation; it will not install the operating-system executable for you.
Configure the wrapper with an explicit path
When the selected buildpack places the binary in /app/bin, configure the wrapper explicitly instead of relying on a local workstation path:

Expose a process that Heroku can run
A minimal Procfile for Flask might be:
web: gunicorn app:appReplace app:app with your module and Flask application object. PDF generation should happen in a worker or request process that has the same slug and buildpack-installed binary.

For a classic buildpack app, use a maintained buildpack release that explicitly lists your stack and architecture. The documented community listing found for this deployment pattern covers Heroku-18, -20 and -22. Add that buildpack through the Dashboard or Heroku CLI according to its current instructions, then ensure the Python buildpack remains enabled. Buildpack order matters: the Python buildpack must install your Python environment, while the wkhtmltopdf buildpack must place the executable and supporting files in the slug.
If the buildpack offers an Aptfile URL override, use it only when you have verified that the downloaded binary matches your stack. The listing warns that a custom URL bypasses stack detection. A URL that works on one stack can fail at runtime because of an incompatible glibc version, missing shared objects or an architecture mismatch. Do not treat a generic Linux download as a portable Heroku dependency.
Deploy, then verify from the dyno
Compilation success is not proof that PDF rendering will work. After deployment, run diagnostics in the same runtime that serves requests:
- Confirm the executable is present at the path configured in Python.
- Check that it is executable and print its version.
- Render representative HTML, including your real CSS, images, fonts and page-break rules.
- Inspect logs for missing-library, font, timeout or network errors.

Use the exact path supplied by your buildpack. A successful version response confirms that the process can start; it does not validate fonts, remote assets or JavaScript timing. Test a real document before switching production traffic.
Rendering details that commonly break on Heroku
Fonts and native libraries
PDF appearance depends on installed fonts and native libraries, not just HTML. A document that looks correct on macOS can fall back to different fonts on a Linux dyno. Package or bundle only fonts you are licensed to distribute, and verify that required glyphs, weights and right-to-left scripts render correctly.
External assets and network access
Remote CSS, images and web fonts may be unavailable, slow or blocked when the renderer runs. Prefer absolute HTTPS URLs, allow enough time for required assets, and consider embedding critical CSS and images. A successful HTML response does not guarantee that every subresource loaded before conversion.
JavaScript-dependent pages
wkhtmltopdf is a legacy WebKit-based renderer. Applications that depend on modern JavaScript, client-side charts or browser APIs may render incompletely. If your output requires current browser behavior, evaluate a maintained renderer such as Puppeteer. For controlled report generation, compare WeasyPrint or Prince as alternatives recommended by the upstream project.

The wkhtmltopdf project warns: “Do not use wkhtmltopdf with any untrusted HTML – be sure to sanitize any user-supplied HTML/JS, otherwise it can lead to complete takeover of the server it is running on!” Treat templates, URLs, CSS and scripts supplied by users as hostile. Sanitize markup, restrict network access where possible, isolate rendering, apply timeouts and run with the least privilege available. Do not expose a public endpoint that forwards arbitrary HTML directly to the binary.

Troubleshooting
No wkhtmltopdf executable found
Cause: the buildpack did not run, the path differs, or the binary was omitted from the slug. Fix: inspect buildpack order and slug logs, run which wkhtmltopdf, and set the wrapper path to the verified location.

Permission denied or an immediate process exit
Cause: the file is not executable or targets an incompatible architecture. Fix: verify permissions and select a release built for the dyno architecture and stack. Do not “fix” an unknown binary by downloading a random static file.
error while loading shared libraries
Cause: native libraries expected by the binary are absent or from another stack generation. Fix: use a buildpack release that declares support for your exact stack, or move to a renderer packaged for the target environment.
Blank pages, missing images or incorrect fonts
Cause: asset URLs, font packages, network timing or renderer limitations. Fix: test with embedded assets, install licensed fonts through a supported mechanism, increase an appropriate wait setting, and inspect the generated HTML independently.
Build succeeds but production conversion times out
Cause: slow external resources, JavaScript that never settles, very large documents or insufficient dyno resources. Fix: reduce input size, remove unnecessary remote requests, set an application timeout, and move heavy jobs to a worker. Never allow an unbounded subprocess.
It works on Heroku-22 but not after a stack upgrade
Cause: the community binary’s documented support stops at the older stacks, or a native dependency changed. Fix: re-check current buildpack releases and architecture support before upgrading, then run version and representative-document tests on a staging app.

There is no universal performance figure for this setup. Conversion time varies with page size, images, fonts, JavaScript, network calls and dyno resources. Measure your own documents and set a timeout that protects the web process. Cache deterministic PDFs when appropriate, or queue generation so a slow report does not consume all web workers.

Keep the binary and Python wrapper versioned through your deployment configuration, record the verified executable path, and re-test after every stack, buildpack or dependency change. Because wkhtmltopdf 0.12.6 is legacy and the upstream repository is archived, maintenance and security review are part of the operating cost. A maintained renderer may reduce that long-term risk even if migration requires template changes.

Can I install wkhtmltopdf only with pip?
No. pip installs Python packages; the wkhtmltopdf executable and its operating-system dependencies must be supplied separately.
Does a successful Heroku build prove PDF generation works?
No. Verify the executable inside a dyno and render representative documents, including your real fonts, assets and page-break rules.
Is wkhtmltopdf suitable for a new application?
It can be made to run when a compatible binary is available, but 0.12.6 is from 2020 and the upstream repository was archived in 2023. Compare maintained renderers before adopting it.
Can I render arbitrary customer HTML with it?
Not safely by default. Sanitize and isolate user-controlled HTML, JavaScript, URLs and resources because the upstream project warns of server-takeover risk.
