On Windows 11, the most dependable ways to install OpenSSL are WinGet and the Windows installer from Shining Light Productions. WinGet is quicker and repeatable; the graphical installer is useful when you need to choose an architecture, installation folder, or edition.
This guide installs a current OpenSSL build, adds it to PATH when necessary, and checks that Windows is using the copy you intended.
Choose an OpenSSL edition first
Shining Light Productions currently provides these practical choices:

The current non-LTS series is OpenSSL 4.0.x, while 3.5.x is the current LTS series. For a normal Windows command-line installation, Light is generally the appropriate starting point. Do not install an old 1.0.x or 1.1.1 build for a new setup unless a particular legacy application requires it.

Method 1: Install OpenSSL with WinGet
WinGet is included with Windows 11 through Microsoft’s App Installer component. Open Windows Terminal or PowerShell and run the command for the edition you need.
Install the current OpenSSL Light build
winget install --id ShiningLight.OpenSSL.Light --exact --version 4.0.1Install the development/full build
winget install --id ShiningLight.OpenSSL.Dev --exact --version 4.0.1Install the current LTS Light build
winget install --id ShiningLight.OpenSSL.LTS.Light --exact --version 3.5.6--id identifies the package, --exact prevents WinGet from selecting a similarly named result, and --version makes the requested version explicit. Using a generic command such as winget install openssl can return several matches and is less precise.
Install Light without interactive prompts
For a scripted or unattended installation, use:
winget install --id ShiningLight.OpenSSL.Light --exact --version 4.0.1 --silent --accept-package-agreements --accept-source-agreementsWindows may display an elevation prompt. If the installer requires administrator privileges and you decline the prompt, the installation fails. Running Windows Terminal or Command Prompt as administrator can avoid an additional elevation prompt.
If Windows says that winget is not recognized
WinGet may not be ready immediately after the first Windows sign-in. The first user login triggers asynchronous registration of App Installer. Open PowerShell and run:

winget --versionIf App Installer is not installed, install or update it through the Microsoft Store. Afterward, open a new PowerShell or Windows Terminal window and retry the WinGet command.
Method 2: Install OpenSSL with the Windows installer
Use this route when you want a graphical setup program or need to select the architecture and installation options yourself.

- Open the Win32/Win64 OpenSSL page from Shining Light Productions.
- Find the Download Win32/Win64 OpenSSL section.
- Choose the appropriate current installer: x64 for most 64-bit Windows 11 systems, x86 for a 32-bit application that requires it, or ARM64 for an ARM-based Windows device.
- Choose Light, full/development, or LTS Light according to your requirements.
- Run the downloaded installer. Approve the User Account Control prompt if Windows displays one.
- Accept the license, select the installation directory, and complete the setup.
- If the installer offers an option to place OpenSSL DLLs in the Windows system directory or another location, retain the option recommended by the installer or by the application you are supporting. Avoid copying DLLs manually into unrelated application folders unless that application’s documentation specifically requires it.
The download links on the vendor page can change as releases are published. Before running a downloaded installer, use the page’s Latest installer cryptographic hashes data to compare the file’s hash with the published value.

Replace the path with the actual installer filename:

Get-FileHash "$env:USERPROFILEDownloadsOpenSSL-Installer.exe" -Algorithm SHA256Compare the resulting hash with the SHA-256 value published on the download page. A mismatch means you should not run the installer; download it again and verify that you selected the correct file.
Test the installation
Close every existing Command Prompt, PowerShell, and Windows Terminal window. Open a new PowerShell window and run:
openssl versionA successful result reports the installed OpenSSL version. For complete build and configuration details, run:

openssl version -mThese checks confirm more than simply whether an installer finished: they show which executable Windows can currently locate and what build information that executable reports.
Fix “openssl is not recognized”
This error usually means either that the terminal was open before installation or that the directory containing openssl.exe is not in PATH.
- Close the terminal window.
- Open a new PowerShell window.
- Run
openssl versionagain. - If it still fails, locate the executable with Windows Search or inspect the installation directory selected in the installer.
- Confirm that the directory containing
openssl.exeis the directory added toPATH.
Do not assume that every installation uses C:Program FilesOpenSSL-Win64bin. The actual path depends on the edition, architecture, version, and folder selected during setup.
Add the OpenSSL directory to PATH through Windows settings
- Open Settings.
- Go to System → About.
- Select Advanced system settings.
- On the Advanced tab, click Environment Variables….
- Under either User variables or System variables, select
Pathand click Edit…. - Click New and enter the actual directory that contains
openssl.exe, such as the installation’sbinfolder. - Click OK in each dialog.
- Open a new terminal and run
openssl version.
Environment changes are inherited by newly started processes. An already-open terminal normally retains the old environment, so reopening it is part of the fix.
Avoid appending a long existing path with a command such as:
setx PATH "%PATH%;C:pathtoopensslbin"setx expands variables and can truncate an assigned value at 1,024 characters. That can silently remove existing entries from PATH. The graphical editor is safer for this change.

Check which OpenSSL Windows is using
Multiple programs can install their own copy of OpenSSL. Git, Perl, Cygwin, MSYS2, and other development tools may place another openssl.exe on PATH. Run:
where.exe opensslWindows searches the listed locations in order and uses the first matching executable. If the result points to an older or unexpected directory, move the intended OpenSSL directory higher in PATH, remove the unwanted entry, or call the desired executable by its full path. Then verify again with:

For a WinGet installation, first list matching installed packages:
winget list OpenSSLThen uninstall using the exact package ID shown by WinGet, for example:
winget uninstall --id ShiningLight.OpenSSL.Light --exactFor a manually installed copy, go to Settings → Apps → Installed apps, search for OpenSSL, select the three-dot menu, and choose Uninstall. If you added its directory to PATH yourself, remove that entry afterward if no other program needs it.
FAQ
Is OpenSSL already included with Windows 11?
No. Windows 11 includes WinGet through the App Installer component, but that does not mean the OpenSSL command-line program is installed. Install OpenSSL separately with WinGet or a Windows installer.

Which OpenSSL package should I install on Windows 11?
Use the Light edition for most applications and command-line tasks. Use the Dev/full edition when you need development headers and libraries. Choose LTS Light when you specifically need the current 3.5.x LTS series.
Why does OpenSSL not work immediately after installation?
The terminal may have been opened before the installer changed the environment. Close it, open a new terminal, and run openssl version. If it still fails, add the directory containing openssl.exe to PATH.
How do I find the OpenSSL executable being used?
Run where.exe openssl. If several paths are returned, Windows uses the first one. Run openssl version -a afterward to inspect the selected build.
