You can install an older app on Android 14 if its target SDK is API 23 or higher and the APK is compatible with your device. Android 14 blocks a fresh install when an app targets below API 23; allowing installs from a browser or file manager does not bypass that limit. For an eligible APK, allow installation from the app that opens it, then continue in Android’s package installer.
What “old app” means on Android 14
Android 14 does not reject an app just because it was released years ago. The relevant restriction is the app’s targetSdkVersion: a fresh install is blocked if that value is below API 23. Android reports this failure as INSTALL_FAILED_DEPRECATED_SDK_VERSION. Android’s Android 14 documentation also says that an app already installed below this threshold remains on the device after an upgrade to Android 14.
Do not confuse targetSdkVersion with minSdkVersion. The target SDK declares the Android API behavior level for which the app was built; the minimum SDK describes the oldest Android version it supports. The Android 14 restriction described here concerns the target value.
An app meeting the API 23 floor can still fail for other reasons, such as device incompatibility, a damaged or incomplete APK, a signing-certificate conflict with an existing installation, or a missing dependency. Those failures are not fixed by changing the “Install unknown apps” permission.

Install a compatible APK from a source you trust
Use this process only for an APK you trust and expect to work on your device. Google recommends Google Play as the preferred source and warns that apps from unknown sources can put your device and personal information at risk. Permitting a particular app to install APKs does not verify the downloaded file or make it safe.
- Download or open the APK. Start the download from the browser or other source app, or open the APK in a file manager.
- Allow installs for that source app when prompted. On a Pixel, the installer can open Settings and prompt you to enable Allow from this source. Turn it on for the app that initiated the install, then return to the installer.
- Continue with the package installer. Review the Android installation prompt and proceed if you trust the app and want to install it.
The permission applies to the source app, not every app on your phone. If you downloaded the APK in a browser but opened it from a file manager, Android may ask you to allow installs for the file manager as well. Menu names and locations differ by manufacturer; if the prompt does not appear, search Settings for Install unknown apps and select the browser or file manager you used.

If Android says the app is too old
If the failure is INSTALL_FAILED_DEPRECATED_SDK_VERSION, the problem is the app’s target SDK, not the permission for installing APKs from that source. Android’s documented workaround is an ADB install option intended for developers testing older-target apps:
adb install --bypass-low-target-sdk-block FILENAME.apk

Replace FILENAME.apk with the APK’s file name and run the command in an ADB environment connected to the device. This is an advanced test workflow, not a general consumer fix or a guarantee that the app will install, launch, function correctly, or be safe. It does not make an incompatible app compatible.
Choose the right route

Developer verification is a separate, staged rule
Android’s target-SDK floor is not the same as Google’s developer-verification rollout. As described by Google’s Android developer-verification documentation, starting in September 2026, apps downloaded from participating stores on certified Android devices in Brazil, Indonesia, Singapore, and Thailand must be registered to verified developers. The participating stores named by Google are Google Play, HONOR App Market, OPPO App Market, Samsung Galaxy Store, Palm Store, vivo V-Appstore, and Xiaomi GetApps.

Google says a global rollout across all install sources is planned for 2027. For a user who encounters an unverified-developer block, Google describes a one-time advanced flow in Settings that includes a 24-hour security delay; an install warning remains. These stated scope limits matter: this is not a claim that all sideloads worldwide are already blocked.

Do not apply Android 15’s rule to an Android 14 device. Android’s Android 15 behavior-change documentation raises the minimum installable target to API 24 and separately documents a testing bypass. Android 14’s threshold is API 23.
