In WordPress, you implement that behavior in the page or an ad-refresh plugin, then declare the refresh conditions in Google Ad Manager so buyers know the inventory refreshes. The declaration does not make a slot refresh by itself, and additional requests or impressions do not guarantee higher fill, viewability, revenue, or a better user experience.
First identify how your ads are served
The correct setup depends on whether the slot contains ordinary AdSense placement code or Google Ad Manager inventory using dynamic allocation.
- AdSense placement: Google AdSense placement policies prohibit ads in auto-refresh placements. The policy specifically distinguishes AdSense ads served through Google Ad Manager dynamic allocation, so do not assume the same rule applies without confirming your serving path.
- Google Ad Manager: Ad Manager supports publisher declarations for inventory that refreshes. You still need working page-side code or a compatible WordPress implementation to request the next ad.
Record which account, tag type, and allocation method serve each placement before changing settings. A plugin listing is an implementation option, not a substitute for checking the applicable platform policy.
What Ad Manager declarations do—and do not do
In Ad Manager, a publisher declaration tells buyers that an inventory unit refreshes, what causes the refresh, and the minimum interval. Google states: “Rules only allow you to declare that ads refresh; they do not control the behavior of ads on the page.” Your declaration must therefore describe the behavior your WordPress page actually performs.
Supported trigger categories

Google says user-action or event-driven refresh is preferable where it fits the product, and notes that, in general, longer intervals make inventory more desirable to buyers.

Configure the WordPress page behavior
One available implementation is 10up’s Ad Refresh Control plugin. Its listing describes controls for when a slot must be visible, how long to wait between refreshes, how many refreshes to allow, and which placements to exclude. Treat these as plugin-specific controls and test them with your own ad tags, consent configuration, caching, lazy loading, and theme.
Recommended configuration sequence
- Choose eligible placements. Start with existing Ad Manager slots that can refresh without changing the page layout. Exclude sponsorships, house ads, sensitive campaigns, and any slot whose contract or policy disallows refresh.
- Set an in-view requirement. The plugin documentation advises not lowering its visibility threshold below 50 percent. This is the plugin’s guidance, not a universal Google refresh rule.
- Set the interval. The plugin listing says it enforces a 30-second minimum. Do not reduce that floor through custom code, and make the eventual Ad Manager declaration no faster than the real interval.
- Limit the refresh count. Use the plugin’s maximum-refresh setting to prevent an unlimited sequence during a long session. Choose a cap you can evaluate against revenue, viewability, and user experience rather than assuming more cycles are better.
- Add exclusions. Keep non-refreshable units out of the rule with the plugin’s exclusion lists or placement-level targeting.
- Verify the request. In browser developer tools or Ad Manager reporting, confirm that the same slot requests a new ad without a full-page reload and that consent, targeting, and collapse behavior remain correct.
Declare the matching behavior in Google Ad Manager
- Open the Ad Manager area for publisher declarations for inventory that refreshes.
- Select the trigger category that matches the page: user action, event-driven, or time-based.
- Enter the minimum interval used by the page. For desktop and mobile web, Google’s documented minimum for event-driven and time-based declarations is 30 seconds. The selected value must not claim a faster refresh than your implementation.
- Apply the declaration only to the inventory that really follows those rules, using the relevant ad-unit or placement scope.
- Publish the change, then inspect delivery and reporting after traffic has accumulated.
For mobile apps, Google’s documentation lists a 30-second minimum and a 60-second recommended interval. Those app values should not be copied to a WordPress website; use the web guidance for web inventory.

Do not confuse impressions with viewable impressions
An impression can be recorded even when a visitor never sees the creative. Google’s display viewability guidance uses at least 50 percent of an ad’s pixels visible continuously for one second, with the ad rendered. That criterion measures viewability; it is not a refresh interval.

- ad requests and impressions per session;
- viewability and measurable impressions;
- fill rate, eCPM, and total revenue;
- layout shifts, CPU or battery impact, and page performance;
- bounce, engagement, and complaints or policy warnings.
Compare a control period with the refreshed configuration over a meaningful traffic window and segment by device, placement, and trigger. No cited source establishes a universal impression or revenue lift, or an ideal setting for every WordPress site.
Common mistakes and how to correct them
Declaring refresh without implementing it
A declaration only informs buyers. If the page never sends a new request, remove or correct the declaration and fix the page-side implementation.

Undeclared refreshed inventory can be represented inaccurately to buyers. After confirming the page behavior, add the corresponding Ad Manager declaration and scope it to the right units.

Do not describe an AdSense placement as acceptable for auto-refresh merely because a WordPress plugin can reload it. Confirm whether the ad is a direct AdSense placement or an Ad Manager dynamic-allocation impression before proceeding.
Refreshing when the slot is not visible
Refreshing an off-screen slot can create measurable impressions with little viewability. Require the slot to meet the implementation’s visibility threshold and monitor viewability reports.

Refreshing too frequently
Intervals below the documented minimum, or a declaration that understates the real interval, create a mismatch. Keep the page behavior and declaration aligned, and remember Google’s statement that longer intervals are generally more desirable to buyers.
Using scrolling as a shortcut
Scrolling or ordinary user activity does not become a qualifying user-action trigger unless it navigates to or surfaces substantially new content. Likewise, minor content edits made solely to trigger an ad do not satisfy the event-driven rationale.
When to get implementation help
If tags, consent management, caching, lazy loading, or reporting are complex, an ad-operations specialist or a Google Certified Publishing Partner can review the setup. Google recommends working with a trusted expert, but no particular provider is required. Ask for a documented test plan that covers declarations, policy status, viewability, revenue, and rollback.
The Bottom Line
To increase the chance of useful additional impressions, make the WordPress slot refresh only under a defensible trigger and visibility rule, cap and measure the behavior, then declare the same trigger and interval in Google Ad Manager. Treat any lift as an experiment, not a promise: more impressions are not automatically more viewable impressions or revenue.
