Start with the normative requirements in WCAG 2.2: W3C does not maintain a separate mobile accessibility standard. Its mobile guidance helps teams apply WCAG to mobile contexts, but a responsive layout by itself does not make a site accessible.
Use WCAG 2.2 as the standard, and mobile guidance as context
Evaluate the web page or application against WCAG success criteria. W3C’s Mobile Accessibility resource explains how those criteria apply across mobile devices; it is informative guidance, not a separate set of normative requirements.
Mobile use includes more than a small touchscreen. People may use zoom, a screen reader, speech input, a keyboard, a switch or other assistive technology, and may rotate or resize their device. The useful question is whether content, controls, and workflows remain available through those different contexts.
Preserve content and functionality when the screen narrows or zooms
Test responsive states rather than assuming the desktop page simply shrinks. Under WCAG 2.2 Success Criterion 1.4.10, vertically scrolling content must work at a width equivalent to 320 CSS pixels without loss of information or functionality and without requiring scrolling in two dimensions, except where a two-dimensional layout is essential to meaning or use.

WAI explains that 320 CSS pixels corresponds to a 1280 CSS-pixel starting viewport at 400% zoom. The criterion also addresses horizontally scrolling content at a height equivalent to 256 CSS pixels. These are conformance conditions, not survey statistics. See the exact wording in WCAG 2.2 SC 1.4.10.
- Let paragraphs, labels, and controls wrap instead of forcing a fixed desktop width.
- Check that navigation, dialogs, and forms remain usable at narrow widths and when text is enlarged.
- Keep two-dimensional scrolling for content that genuinely requires it, such as a spatial diagram or data table, rather than using it for ordinary page layout.
- Check meaningful states across viewport sizes; a single screenshot at one width cannot show whether zoom, focus, or an open menu works.
Keep orientation and input methods flexible
Do not lock the experience to portrait or landscape unless a specific orientation is essential. Review the mobile-relevant criteria identified in W3C’s guidance, including Orientation (1.3.4), Reflow (1.4.10), Pointer Gestures (2.5.1), Motion Actuation (2.5.4), Dragging Movements (2.5.7), Target Size (Minimum) (2.5.8), and Redundant Entry (3.3.7). This is a useful set to review, not an exhaustive list of mobile accessibility requirements.
Where an interaction uses a complex gesture or dragging, provide a simpler single-pointer alternative when applicable. Do not make subtle hover states the only way to discover that something is interactive. Make links and controls visually identifiable, label them clearly, and provide feedback after an action.

Make touch controls identifiable and practical to activate
Consider both target dimensions and spacing, especially for frequently used or consequential controls. WCAG 2.2 includes Target Size (Minimum), SC 2.5.8, at Level AA. Do not present 44 by 44 CSS pixels as its AA threshold: that often-quoted value belongs to WCAG 2.1 SC 2.5.5 Target Size, a Level AAA criterion with exceptions. Consult the full criterion text and its exceptions before making a numeric compliance claim.

Build forms for mobile users and assistive technology
Associate every field with a visible label
Use a real <label> associated with each form control. The explicit pattern is <label for="email">Email address</label> alongside <input id="email" name="email" type="email">. Matching the label’s for value to the control’s id lets assistive technology identify the field and makes the label a clickable activation area.

Keep labels understandable to sighted users. Labels above fields can reduce horizontal scrolling in some layouts. Placeholder text is not a substitute: it disappears as the user types, may be low contrast, and is not consistently interpreted as a label by assistive technology.
Use appropriate field types and clear instructions
Choose suitable HTML input types, such as email or tel, when they accurately describe the requested value. Browsers can use the type to offer an appropriate virtual keyboard or native picker. Explain required and optional fields, expected formats, and relevant constraints in text that remains available while a person enters a response.

When a submission fails, identify the field and describe how to correct it. Do not communicate an error only through color. Keep instructions and error messages associated with the relevant controls so users can find them visually and with assistive technology. Review the form’s labels, instructions, and error handling as part of keyboard and screen-reader checks.

Check contrast, navigation, and visual grouping
- Use sufficient contrast and do not rely on color alone to convey meaning or status.
- Make links and interactive controls distinguishable without requiring hover.
- Keep navigation consistent and provide clear feedback after actions.
- Use headings and spacing to group related content and make the page easier to scan.
- Offer more than one way to locate content where appropriate, such as search or a site map.
Evaluate with tools and manual checks
Use WAI’s Easy Checks as a preliminary review for issues such as keyboard access and form labels, instructions, and errors. Then test representative pages at narrow widths and zoom levels, in portrait and landscape, and with mobile screen readers in the browsers and devices relevant to your audience.
Include keyboard-only navigation and check that focus is visible and that interactive elements can be reached and used. Automated checks and a preliminary checklist can help find issues, but neither alone proves WCAG conformance. A conformance evaluation needs a broader review of applicable success criteria and the actual content and functionality.

Screenshots can help a team compare layouts at different viewport sizes, but an image cannot establish that a control works with a screen reader, keyboard, or touch input. Use visual captures as one part of the evaluation, alongside interaction and assistive-technology checks.
