Design the onboard AI to keep time-critical inference and safety behavior working locally when satellite communications fail. Treat the satellite link as an optional, monitored path for delayed data exchange—not as a prerequisite for safe operation. Separately monitor satellite-derived position, navigation and timing (PNT): a working data link does not prove that PNT is trustworthy, and a communications outage does not by itself mean GNSS has been lost.
What should onboard AI do when satellite connectivity drops?
It should continue only the functions that have been explicitly designed and validated to run onboard, switch to a defined degraded mode for functions that depend on remote services, and stop or request human intervention where safe operation cannot be assured. The boundary between those cases belongs in the system design, not in an improvised response to an outage.
The Canadian Centre for Cyber Security’s 2026 guidance, Securely deploying AI at the network edge, defines edge AI chiefly by local inference and decision-making, not by complete independence from cloud services. It identifies resilience during connectivity loss as a benefit of edge processing, while warning that offline operation can delay patching and oversight. Its guidance is general AI-security advice, not a maritime or aviation certification standard.

For every onboard AI function, document its sensor inputs, control outputs, cloud calls, PNT feeds, clock dependencies, model and update services, and operator interfaces. Decide which decisions are time-critical and which can wait for reconnection. Then assign each function an explicit behavior for normal, degraded, unavailable and suspect conditions:

- Continue locally: inference and control actions whose inputs, compute, authority and safety case remain valid onboard.
- Degrade: functions that can operate with reduced freshness, scope or performance, with the limitation visible to the operator.
- Stop or transfer control: functions that cannot remain within their safe operating bounds, using an independent fallback or human intervention.
For each mode, specify what data is retained, what alarms are raised, which physical interactions are permitted, and what triggers a safe state, override or shutdown. Restrict AI-to-operational-technology commands and provide a fail-safe path that does not depend on the AI or satellite service.
How do you keep edge AI working offline?
Make the local system capable of performing its approved tasks without a round trip to the cloud. Cloud services may still support model updates, orchestration, oversight and telemetry, but a cloud dependency that is not declared in the safety and operating design can become a single point of failure.
Keep essential capability and control onboard
- Keep required inference models, configuration, local policies and decision logic available onboard.
- Keep authentication, access control, monitoring and containment functional when remote identity or management services cannot be reached.
- Define what the system may do autonomously offline, including limits on control authority and conditions that require operator action.
- Make the local state clear to operators, including whether a function is operating normally, in a degraded mode, or unavailable.
Offline operation has a trade-off: remote oversight and delivery of patches can be delayed. Set a process for assessing update status and applying approved changes when a secure connection returns rather than silently assuming that an isolated device remains current.

Monitor locally throughout the outage
Retain records of connectivity changes, resource use, model confidence and latency, inference counts, decisions and autonomous actions. Make logs useful without a live backhaul, and protect them from alteration or unauthorized access. When the link returns, send them securely according to an established policy; do not make local monitoring contingent on successful transmission.
How should an onboard system queue data until the satellite link returns?
Use durable store-and-forward queues: write outgoing records to local storage, then transmit them when a usable next hop is available. The Canadian Centre for Cyber Security specifically recommends secure transmission that includes store-and-forward mechanisms for intermittent connectivity. NASA’s Delay/Disruption Tolerant Networking (DTN) overview describes an architecture for communication across disrupted links; it notes that not every mission must be a relay node and that links still need to be pre-established. DTN can assist with delivery across disruptions, but it does not make an individual radio link faster.
Separate traffic by operational importance
Set message classes so a large bulk upload cannot block a small, time-sensitive message. For example:

These are implementation recommendations, not a NASA-prescribed message taxonomy.
Make queues survive restarts and remain bounded
Persist records across process restarts and, where required by the operating environment, power cycles. Attach the information needed to validate and process a record—such as its source identity, timestamp, sequence or version, integrity protection, priority and expiry where applicable. Design receiving services to tolerate retries and duplicates; a sender may not know whether a message arrived if its acknowledgement was lost.
Set storage limits, retention periods and explicit aggregation or drop rules for lower-priority data. Preserve safety-relevant event records, alarm before queue growth threatens storage, and document which records may be lost under pressure. The queue policy must not allow low-priority telemetry to consume resources needed for onboard inference or safety functions.

How should the system react to degraded or suspect links?
Do not treat connectivity as a binary up/down signal. Distinguish unavailable, degraded, high-latency, low-throughput and suspect conditions using the indicators appropriate to the equipment and service. Set transition rules and persistence thresholds so brief fluctuations do not cause rapid mode changes; the appropriate thresholds depend on the platform and mission and are not specified by the cited guidance.
Resume transfer in bounded batches, observe the available capacity, and confirm delivery for messages whose application requires confirmation. If a link is suspect, apply the system’s authentication, integrity and anomaly-response policy rather than trusting apparent availability alone. Avoid replaying old control commands simply because they were queued: control messages need expiry and validation rules suited to their consequences.
Use independent paths only when they fail independently
A second communications path can reduce dependence on one link, but two paths are not meaningfully redundant if they share a vulnerable component or failure mode. Assess coverage, failure-mode independence, handover behavior, power and antenna constraints, security and cost for the actual platform. The available guidance does not establish a universally best provider or hardware configuration.

The NSA’s summary of joint guidance for low-Earth-orbit (LEO) satellite communications treats security across the space, ground, user, link and supply-chain segments. It highlights redundant paths, anti-jam antennas, monitoring, anomaly detection and endpoint security as parts of defense in depth. Those are security considerations, not a procurement specification for any particular equipment.

Satellite communications and satellite-derived PNT are different dependencies. A broadband or data-link failure does not establish that GNSS positioning or timing has failed; likewise, receiving data over a functioning link does not establish that a GNSS position or time source is accurate. Monitor the PNT inputs and communications state separately, and define how the system behaves if either becomes unavailable or untrustworthy.
For maritime operations, the UK Maritime and Coastguard Agency’s MGN 719 (2026) addresses GNSS/PNT degradation and advises independent verification and practice using alternative navigational information. It recommends that mariners exercise the ability to navigate safely using alternative sources of navigational information. The suitable alternatives depend on the vessel and its equipment, so identify and exercise the options available onboard rather than assuming one universal substitute.

How do you validate the design before relying on it?
Exercise the operating modes and recovery behavior against realistic failures, with safety boundaries and operator responsibilities defined in advance. Suggested test cases include:
- A complete communications outage, a prolonged delay and intermittent link flapping.
- Bandwidth contention in which bulk uploads compete with small high-priority messages.
- Corrupted, duplicated, delayed or replayed messages, including lost acknowledgements.
- A reboot with a nonempty queue, followed by queue growth that reaches storage limits.
- Return of service with stale queued data, changed model or configuration versions, and events that require reconciliation.
- Loss or suspected degradation of PNT while communications remain available, and the converse case where communications fail but PNT remains usable.
For each test, check that the expected local functions continue, the correct degraded or safe behavior occurs, alarms and logs are available onboard, and recovery does not apply stale commands or silently accept invalid data. These cases are suggested test design; they are not evidence that any particular system has been tested.
