Use Selenium WebDriver to exercise real user flows in the locales your application supports, then assert what users can observe: the declared language and direction, translated content, Unicode input and output, and locale-sensitive values. Selenium drives the browser; your product requirements define what correct localization looks like. A passing browser test does not by itself prove that every database, email, or integration boundary handles multilingual data correctly.
What Selenium WebDriver can—and cannot—verify
Selenium describes WebDriver as driving a browser natively; the W3C WebDriver standard describes a platform- and language-neutral remote-control protocol intended primarily for automated browser testing. In practical terms, WebDriver can navigate pages, interact with controls, and let tests inspect the application’s observable behavior.
Internationalization expectations must come from your product: which languages and scripts are supported, what users should see, and how dates, numbers, and other values should be presented. Selenium does not decide whether a translation is correct or whether a locale-specific business rule is appropriate. Treat browser tests as evidence about the user flows and environments they actually exercise.
Define a useful locale and environment matrix
Start with the combinations your application claims to support, rather than attempting every possible locale, browser, and operating-system combination. Prioritize by user impact, release risk, and known differences in rendering or input behavior.

A language switch alone does not test every internationalization behavior. Select representative high-priority cases, then add combinations when user impact or failures justify them. Selenium’s project documentation describes scaling tests across browser and operating-system combinations; it does not establish a complete, current browser-specific locale-emulation matrix.
What should each locale test assert?
Language, direction, and page settings
Check the language declaration and, where applicable, text direction on the relevant page or component. The W3C Internationalization Checker reports on encoding, language declarations, and direction, considering both markup and HTTP headers. Use it as a complementary diagnostic rather than treating it as a substitute for user-flow assertions.

Translated content and form behavior
Assert localized labels, messages, and validation text separately from the way the test locates controls. Include flows where an error message or form label appears only after interaction. If a locale uses longer text, check that important controls remain usable and content is not clipped. For RTL locales your product supports, verify the direction and the actual layout and interaction—not just whether translated words appear.
Locale-sensitive values
Check values such as dates, numbers, and currency against the product’s expected presentation for that locale. Use explicit expectations that make dates unambiguous; W3C style guidance recommends locale-neutral data values and unambiguous dates. Distinguish a display-format assertion from any test of how the application stores or transmits the underlying value.

How to test Unicode input and display in a real flow
Use representative characters and scripts from the locales you support, and exercise the same path a user follows: enter text, submit it, and inspect the value returned or displayed by the application. Unicode guidance recommends UTF-8 for web pages and emphasizes consistent encoding for multilingual data.
- Choose representative test strings for the supported scripts and the fields that accept them. Include the kinds of text your product actually permits.
- Locate the form controls using stable selectors, enter the test values through WebDriver, and submit the form.
- Assert the displayed result and, if the application exposes it, the submitted or returned value.
- If persistence or downstream handling matters, test those boundaries separately; a passing browser assertion only covers the exercised path.
Do not infer that the database, email pipeline, or an external integration preserves text correctly merely because it appeared correctly in the browser.

Keep test targeting stable across translations
When a control’s visible text changes by locale, avoid making the translated phrase the test’s only locator if the application provides a stable identifier or accessible semantic hook. Use the project’s accessibility conventions and keep the content assertion distinct: locate the control reliably, then assert that its localized label or message is correct. This is general test-maintenance practice, not a Selenium-specific localization standard.

Use independent page diagnostics
Run the W3C Internationalization Checker against a deployed page when investigating language declarations, direction, encoding, and related settings. It can identify issues in markup and HTTP headers that a particular user-flow assertion may not cover.
Consider WebDriver BiDi cautiously
Selenium describes WebDriver BiDi as supporting event streams such as network, console, and JavaScript error events, while noting that functionality is limited and evolving. Confirm the selected browser and language binding support any BiDi capability you intend to use; do not make a test depend on an unverified feature.
Common failures and practical fixes
