Moderators should respond proportionately, explain decisions without exposing private details, and offer a private way to appeal. Criticism and disagreement are not automatically harassment; the applicable community rules determine where the line is drawn.
What counts as harassment in an online community?
There is no single definition that applies to every platform or community. Many policies focus on targeted behavior, its severity, and whether it forms a pattern—not simply whether a comment is rude or upsetting.
Reddit’s Harassment policy, updated October 1, 2026, says it is intended to protect people from targeted personal abuse, not to shield ideas, beliefs, organizations, or public figures from criticism. It allows harsh criticism and strong opinions while prohibiting targeted, severe, or patterned abuse. That is Reddit’s policy, not a universal standard; other services and communities may draw the boundary differently.

How should someone report harassment?
- Keep the relevant evidence. Record the message, account, date, and enough surrounding conversation to show what happened and whether it is part of a pattern. Preserve material privately; do not repost it to rally others against the person.
- Report the specific content through the service. Choose the closest accurate report category and point to the message or account at issue. Twitch recommends reporting directly from the chat message or Whisper where possible, so its review team can identify the exact content. Avoid repeated or knowingly inaccurate reports.
- Use community controls to limit exposure when warranted. Depending on the service and the situation, moderators may remove a violating message, use a timeout, or ban an account from a channel. Twitch identifies these as examples of actions that can signal the behavior is unwanted. The appropriate response depends on severity, repetition, context, and the rules in force.
How should moderators respond fairly?
Match the action to the conduct
Do not treat every violation as equally serious. Discord describes possible interventions that range from removing content and issuing warnings to temporary restrictions or suspensions. Its guidance says severity, content type, and history matter when assessing action. A written policy should help moderators apply those factors consistently, rather than making decisions solely on who is involved or which viewpoint a person expresses.
Explain the decision without exposing people
Where the process permits, tell the affected user which rule was applied, what action was taken, and any relevant effect on account standing. Discord’s Warning System is designed to provide notices explaining violations, actions, and their account impact. For a community-level decision, share enough information to make enforcement understandable, but do not publish sensitive evidence or personal details that could prompt embarrassment or further harassment.

Keep a consistent record
For a community-run process, record the evidence reviewed, the rule applied, the action, and the outcome of any appeal. Use those notes to check consistency and correct mistakes. This is practical guidance for administrators, not a recordkeeping requirement established by the platform sources cited here.
How can someone appeal a moderation decision?
First check whether the decision came from a community’s moderators or from the platform itself. A community appeal goes to the community’s designated review route; a platform enforcement decision must use that service’s appeal process. The available steps and deadlines are not universal.

- Use a private, identified route. State which decision you are challenging and provide the relevant account or message details. Discord’s moderator guidance generally favors private appeals between the moderation team and the punished user, rather than public confrontation.
- Explain why review is warranted. Point to the rule, context, or evidence that may have been missed or misunderstood. Ask for the reason for the action if it was not clear in the notice.
- Have a reviewer reassess the decision. Compare the evidence with the written rule and consider severity, context, and relevant history. Where practical, a moderator who was not central to the original decision can help make the review more impartial.
- Communicate and apply the result. Tell the person whether the decision stands or is changed. If it is reversed, restore access or content where feasible and correct the community’s internal record.

When do legal appeal options apply?
Platform appeals are not the same as legal rights, and legal routes depend on the user’s location and the type of decision. Discord’s EU Digital Services Act guidance, updated September 2, 2025, describes internal appeals and dispute-resolution options for certain covered decisions. It says certain users have six months to use Discord’s internal appeal process where the DSA applies. That period is not a general deadline for all communities, users, or moderation decisions; check the current rules for the specific service and decision.

- Rule clarity: Can members tell what conduct crosses the line, and does the policy distinguish targeted abuse from criticism where appropriate?
- Evidence quality: Can a reviewer locate the exact content and understand the context or pattern?
- Proportionality: Does the decision account for severity, content type, and relevant history?
- Notice: Does the affected person learn which rule and action are involved?
- Appeal access: Is there a clear route to request review and receive an outcome?
- Privacy: Can the review happen without exposing people to avoidable public harassment?
- Jurisdiction: Are any statutory or alternative dispute options applicable to this user and decision?
Platform policies and interfaces can change. For a live case, check the current rules and help pages for the specific service rather than assuming another platform’s reporting flow, response target, or appeal deadline applies.
