For someone who needs to inspect or discuss one organization-owned repository without pushing code, assign the repository’s Read role. But “read-only” depends on scope and every access grant the person receives: organization permissions, team membership, enterprise visibility, custom roles, and deploy keys can all affect effective access.
What GitHub repository Read access allows
GitHub’s organization repository roles, ordered from least to most access, are Read, Triage, Write, Maintain, and Admin. Read is intended for people who need to view or discuss a project, not change its code. A person with Read can pull and fork the repository, view releases and workflow runs, open issues, submit reviews, comment, and submit pull requests from forks. Read does not allow pushing changes, merging pull requests, or managing repository access. See GitHub’s repository role definitions.
Read is not the right role if the person must manage issues or pull requests without writing code. Triage adds issue and pull request management capabilities beyond Read; choose it only when those additional actions are needed.
Choose the narrowest permission scope
GitHub permissions operate at different layers. A repository role controls actions in a particular repository; organization roles apply to organization settings and repositories; enterprise roles govern enterprise settings and policies. Enterprise owners have broad enterprise control, while ordinary users do not receive enterprise administrative access by default. - One repository: Grant repository Read, individually or through a team with the appropriate scope.
- All repositories in an organization: Use an organization-level option only if broad viewing is genuinely required. GitHub documents an all-repository read role; it is broader than access to one repository.
- Enterprise security work: The enterprise security manager role includes all-repository read access plus security responsibilities, so it is not equivalent to repository Read. GitHub marks this role as public preview in its enterprise role capability documentation.
Enterprise visibility can also affect what repositories a person can see. In Enterprise Cloud, organization members can access internal repositories across organizations. For Enterprise Managed Users, guest collaborators cannot access enterprise internal repositories unless they belong to the organization that contains the repository. Check GitHub’s role and visibility details for the relevant account type. These details should not be assumed to apply identically to every GitHub Enterprise Server release.
How to grant repository Read access
- Identify the needed resource. Decide whether access is needed for a single repository, an organization’s repositories, or enterprise settings. Choose the narrowest scope that supports the work.
- Grant Read at the repository level. For one organization-owned repository, assign the person Read directly or use a team whose repository access is appropriately scoped. GitHub documents individual, outside-collaborator, and team grants in its repository roles guide.
- Review the person’s other grants. Check organization base permissions, team memberships, custom-role additions, and enterprise internal-repository visibility. A repository’s displayed role alone may not describe the person’s effective access.
- Inspect deploy keys. Review each key’s configured read or write access. A deploy key may retain repository access even after the person who added it has left the organization.
- Recheck the effective result. Confirm that the combined permissions still meet the intended boundary and remove or adjust grants that provide unnecessary write or administrative capabilities.
Why a Read grant may not mean read-only overall
Access can come from more than one place. Organization base permissions, team membership, and other grants may combine. Custom organization role permissions are additive, so a person’s effective access can exceed what a single repository assignment suggests. Review the applicable grants and resolve mixed-role warnings when the combination is more permissive than intended. Deploy keys require a separate check: they are credentials for repository access, not a person’s role assignment, and can be configured with read or write access. Removing a person from the organization does not by itself remove a key they added. The warning appears in GitHub’s repository roles documentation.
When a custom role is a better fit
If a predefined organization role includes more access than a task requires, a custom role may let administrators build a more suitable permission set from a base repository role and selected additional permissions. GitHub recommends custom roles for least privilege when they support the required permissions, while cautioning that not every capability of a predefined role can be reproduced. Review Roles in an enterprise and the current custom organization role permissions before adopting one.

Compare choices by scope, ability to write or manage repository work, administrative reach, and visibility of internal repositories. The appropriate role depends on the task and the organization’s configuration—not simply on the label “read-only.”
