To generate consistent previews of many Indian government websites, verify a URL inventory, capture each site with the same browser viewport and readiness rules, and keep a manifest of redirects, timestamps, and failures. A screenshot is useful for visual comparison and triage; it does not prove that a website is accessible, secure, correct, or compliant.
Build and verify the website list first
Start with an authorized inventory or use the Integrated Government Online Directory (IGOD) to find candidate sites. IGOD describes itself as a source of information about government websites across levels and sectors, but its policy recommends checking details with the relevant department or another source. Treat a directory entry as a lead to verify, not a permanent guarantee that a URL is current or official.
Keep the submitted URL as well as the destination reached after navigation. That distinction helps explain redirects, changed domains, and failures later. A useful inventory includes:

Choose a capture method and make the output comparable
For a do-it-yourself batch, use browser automation to visit URLs one by one, apply the same viewport and wait rule, and save a screenshot plus a result record for every URL. The official resources reviewed do not prescribe a particular screenshot library, universal bulk-capture recipe, or cross-domain request rate limit; the setup below is an implementation pattern, not a government requirement.
Initial viewport or full page?
- Initial viewport: compact images make it easier to compare what a visitor first sees and generally require less storage.
- Full page: reveals more of a long page, but creates taller images that are harder to compare and may be substantially larger.
Choose one for the batch, or record the capture mode in the manifest if you mix them. Keep viewport width and height consistent; otherwise, apparent layout differences may simply be caused by different capture dimensions.
One-time batch or recurring previews?
A one-off batch needs only a run manifest. For scheduled recaptures, retain the capture date and settings for each run so that visual changes can be compared over time. Recurring jobs add operational work: URLs can change, websites can block automated traffic, and old images can become misleading if their capture dates are hidden.
Run a browser-automation batch
The following Python example uses Playwright. Install it with python -m pip install playwright, then install its Chromium browser with python -m playwright install chromium. Save the script as capture_sites.py and provide a UTF-8 text file named urls.txt with one URL per line. It captures the initial viewport, writes images to previews/, and writes a JSON Lines manifest that includes failures rather than silently omitting them.

Set CAPTURE_DELAY_SECONDS to a modest delay appropriate to your work and the sites involved. This example processes pages sequentially and uses a bounded navigation timeout; neither the delay nor timeout is a universal permission or rate limit.

Adjust readiness carefully
The example waits for domcontentloaded, a bounded condition that is often more dependable than waiting for all network activity to stop. Analytics, streaming requests, or other persistent connections can prevent network-idle conditions from occurring. If a particular site renders important content later, use an appropriate site-specific readiness condition or a short bounded delay, and record the choice so captures remain interpretable.
The example uses a fixed output name based on list position and host. If you run it repeatedly, use a date-stamped output directory or include the run date in filenames so a later run does not overwrite the earlier one. Keep the exact URL in the manifest rather than relying on the filename.
Review, store, and report the batch
Use the manifest to distinguish a screenshot from a successful, meaningful page load. A captured image may show an access-denied page or an HTTP error response. Retain the requested URL, final URL, UTC capture time, viewport, page title when available, HTTP status, outcome, error details, and output filename. Include failed URLs in the report so the number of images does not overstate the number of sites attempted.

Use stable, non-sensitive filenames, and restrict access to the image set when pages may contain personal or sensitive information. A contact sheet can make visual triage faster, but it should not replace the manifest that maps each image to its source and capture conditions.
Use separate checks for accessibility and quality
A screenshot can help identify visible issues such as a missing logo, a layout shift, an expired notice, or unexpected language. It cannot establish whether keyboard navigation works, links are valid, markup is sound, or assistive technology can use the page.
The Guidelines for Indian Government Websites and Apps (GIGW) tools and resources include resources for HTML, CSS, broken-link validation, accessibility, mobile friendliness, and assistive technologies. GIGW describes scope across government levels, including central, state, district, and local contexts, with usability, user-centricity, and universal accessibility among its goals (GIGW; scope and objectives). Use those dedicated checks when the outcome concerns quality, accessibility, or compliance; a visual preview is only one input.

NIC’s S3WaaS is for government entities creating and hosting primarily informational websites under GOV.IN or NIC.IN; its platform includes previews as part of website creation, and its FAQ says only government entities are onboarded. It is not presented as a general-purpose service for taking screenshots of arbitrary existing websites from a URL list.

NIC’s SugamyaWeb is an accessibility testing and reporting service for government entities, not a screenshot generator. Its terms describe free eligibility for certain government categories and paid bulk slabs of up to 25, 50, 75, or 100 websites. ScreenshotNeo can capture a URL through a screenshot API, including as part of a batch workflow. Its API supports bulk capture for up to 100 URLs per call, and it can return PNG, JPEG, WebP, or PDF. For programmatic use, add each requested URL and retain the response outcome alongside your inventory; do not treat an image alone as a successful page result.
For one URL, the basic cURL request is:
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
See the ScreenshotNeo API documentation for request options and response details. Cookie banners are accepted and removed before capture, along with known newsletter popups and chat widgets; those steps can be turned off. Bot checks or CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and response headers report the page verdict and billing status. Its MCP server lets AI agents use screenshot and page-information tools. The free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000.

Navigation times out or the page never appears ready
Some pages load slowly or keep network connections open. Use a bounded timeout and a practical readiness condition such as DOM content loaded, rather than waiting indefinitely for network idle. Keep a failure record and investigate a site-specific wait condition if essential content appears late.

The image shows a block page, CAPTCHA, or an unexpected destination
Check the recorded final URL and image before treating the capture as a normal page preview. A redirect may have changed the destination, or the site may have denied automated access. Do not attempt to bypass access controls; mark the result and stop or seek appropriate authorization.
The batch seems incomplete
Compare the input count with the number of manifest records, not just the number of image files. The script records an outcome for every input it processes; inspect each failed record’s error field and rerun only after addressing the cause.

Check that viewport, capture mode, readiness condition, and time of capture are comparable. Dynamic content, rotating notices, redirects, and responsive layouts can change a screenshot without indicating a lasting site change.
A preview looks acceptable but the site still fails a quality check
That is expected: a screenshot tests visual appearance at a particular moment and viewport. Run separate accessibility, link, markup, and mobile checks when those are project requirements.
Frequently Asked Questions
Can I use a screenshot batch to prove that an Indian government website complies with GIGW?
No. A preview documents visible appearance at a particular time and viewport; compliance requires separate evaluation against the relevant requirements.
Should I capture only the homepage?
Capture the pages your inventory and review objective specify. The workflow should preserve the exact URL for every capture rather than assume each site’s homepage represents the whole website.

One-click scans. No signup required.
Does a URL found in IGOD guarantee that the website is current?
No. IGOD recommends verifying details with the relevant department or another source.
