Windows 98 normally assigns PCI interrupts automatically through IRQ steering. To force a resource, first disable steering only when troubleshooting, then choose a non-overlapping configuration in the device’s Resources tab—or set the card’s documented jumper or DIP-switch values and reserve those resources in the BIOS. A shared IRQ alone is not necessarily a conflict.
IRQ steering and IRQ forcing are different
IRQ steering lets Windows 98 route PCI interrupt lines and share them among PCI Plug and Play devices. Microsoft describes the feature this way: “This option allows several PCI devices to share the same interrupt request line (IRQ).”
Forcing an IRQ is a manual resource decision: you select or reserve an interrupt so Windows does not allocate it elsewhere. This is mainly useful for legacy ISA or other non-Plug-and-Play hardware whose required IRQ, DMA channel, I/O ports, or memory range are documented by the manufacturer.

Before changing an IRQ
- Record the device’s current IRQ and any required DMA, I/O-port, and memory-range values.
- Read the card manual or jumper documentation. Some hardware cannot be configured from Windows.
- Note the current Device Manager status and any error message so you can restore the original configuration.
- Do not assume that a shared IRQ is an error. Microsoft’s modem troubleshooting guidance notes that an “IRQ Holder For PCI Steering” entry does not itself create a resource conflict.
Disable PCI IRQ steering in Windows 98
Use this as a diagnostic or workaround, not as a universal performance setting.

- Open Start > Settings > Control Panel.
- Double-click System, then open the Device Manager tab.
- Expand System Devices.
- Select PCI Bus, click Properties, and open the IRQ Steering tab.
- Clear Use IRQ Steering, accept the confirmation dialogs, and restart Windows 98.
After reboot, inspect Device Manager and test the affected hardware. Incorrect or incomplete BIOS IRQ-routing information can produce resource conflicts and shutdown failures; if disabling steering helps, check the motherboard manufacturer’s BIOS settings and update guidance rather than treating the workaround as the final fix.
Try a manual resource assignment for one device
- In Device Manager, expand the relevant category and double-click the device.
- Open the Resources tab.
- If the controls are available, clear Use Automatic Settings.
- Choose a basic configuration that uses an IRQ, DMA channel, I/O range, and memory range not used by another device. Windows will display a conflict warning when it detects an overlap.
- Apply the change and restart when prompted.
Windows may not offer a manual IRQ choice for every PCI device. If the Resources tab does not expose the setting, or the device ignores Windows assignments, use the hardware’s documented jumper or DIP-switch settings instead. Legacy cards may also require a corresponding reservation in the system BIOS so Plug and Play cannot allocate that resource to another device.

How to diagnose an apparent IRQ conflict
The same IRQ appears for multiple PCI devices
That can be normal under PCI IRQ steering. Keep the shared assignment if the devices work. Change it only when a device fails, produces errors, or prevents another device from starting.

Compare the card’s jumper or switch settings with its manual, then check for overlap in IRQ, DMA, I/O-port, and memory ranges. Set the card to an unused documented combination and reserve it where necessary.

Disabling steering fixes the problem
This points to BIOS routing information, firmware compatibility, or a driver interaction. Look for a BIOS update and a current Windows 98 driver for the motherboard or affected device. Re-enable steering after testing if the update resolves the issue.
The device has no Resources tab or the choices are unavailable
It may be controlled entirely by PCI Plug and Play or require physical configuration. Consult the manufacturer’s manual; do not guess at jumper positions or resource values.

When not to force an IRQ
- Do not move a working PCI device merely because its IRQ number matches another PCI device.
- Do not choose a value without checking every other device’s resources.
- Do not reserve an IRQ that the BIOS or another essential device already needs.
- Do not leave IRQ steering disabled permanently if the underlying BIOS or driver problem can be corrected.
