A package list copied from an older Debian image is not a dependable fix for every .NET 8 deployment.
Start by identifying what your application actually runs
“wkhtmltopdf with .NET 8” can mean two different integrations. One invokes the wkhtmltopdf command-line program as a process. The other uses a .NET wrapper such as WkHtmlToPdf-DotNet, which calls the native library through P/Invoke. Their failure modes overlap, but the first checks differ: a CLI deployment needs the executable and its runtime dependencies, while a wrapper deployment also needs the correct native library to be present and loadable.
The WkHtmlToPdf-DotNet README describes its P/Invoke model and says NuGet includes native binaries. That does not guarantee that every operating-system dependency is installed in a slim runtime image, or that the published app contains a binary compatible with the target image. Its Docker example is Debian-specific and refers to an old Stretch package; the README itself says to select the correct package for other distributions. Record the runtime image and architecture
Run these commands inside the deployed container, or in a diagnostic container made from the exact runtime image and architecture:

cat /etc/os-release
uname -m
ldd --version/etc/os-release identifies the distribution and release, uname -m reports the container’s CPU architecture, and ldd --version helps identify the C library environment. If a command is unavailable in a minimal image, inspect the image’s documented base and package metadata rather than assuming it is Debian or Ubuntu.
Distribution, release, architecture and libc all matter. The upstream downloads page provides distribution-specific builds, notes that system packages may still be required even for builds described as static, and says the earlier generic builds did not work on Alpine’s musl-based environment. Do not assume a Debian or Ubuntu binary will work in Alpine, or that a package for one release is valid on another. Check the published .NET assets
For a wrapper, inspect the published output in the final image—not just the NuGet cache on the build machine. Confirm the expected native library is present for the target platform, and preserve the complete exception from the native loader. “Unable to load native library” can indicate a missing file, an incompatible binary, or a dependency that the loader cannot resolve; the message alone does not establish which one.
If you invoke the CLI, locate the executable in the container and run its version or help output. For either integration, keep a record of the wrapper or package version, Docker image tag or digest, installed OS packages, and whether the app calls the CLI or loads libwkhtmltox. That context makes it possible to distinguish a publishing problem from an OS-library mismatch.

Fix the image without copying a stale dependency list
Install only dependencies that are available for—and appropriate to—the selected base-image release. Start with the matching upstream wkhtmltopdf build, then resolve its documented runtime requirements against that image’s repositories. A package name that exists on an older Debian release may be absent on a newer release or on a different distribution.
A .NET 8 issue report titled “Unable to load native library on .NET8” shows an attempted apt install of a long dependency list, including libssl1.1, that fails. It does not establish that .NET 8 intrinsically breaks wkhtmltopdf, nor does it verify a general-purpose Dockerfile. Treat it as evidence to check package availability for the actual OS release, not as a package recipe to reproduce. WkHtmlToPdf-DotNet issue #121
Fonts and font configuration belong in the investigation too. A packaging issue reports missing xfonts-75dpi and xfonts-base, as well as an environment-specific conversion error. Those reports show what can be missing in a particular setup; they do not make those package names universal requirements. Keep installation and validation in the runtime stage
A multi-stage Docker build can succeed while the final image fails if the native library, CLI, system dependencies, or fonts exist only in the build stage. Make sure the final runtime stage contains the selected executable or library and all required runtime packages. Do not infer success from a build-stage test or from a developer workstation.

There is no evidence-backed universal list of apt packages for all .NET 8 images. Choose the base image first, consult the relevant wkhtmltopdf platform guidance, verify each package exists in that release’s configured repositories, then test the built runtime image. If the chosen distribution cannot supply compatible dependencies or binaries for your architecture, use a compatible base image or choose a different rendering approach rather than forcing an unrelated package list onto it.
Test the conversion in the final runtime container
Use a local, minimal HTML document to separate installation and native loading from network access, external assets, and application-specific HTML or CSS. For a CLI integration, run a conversion from that file to a temporary PDF using the executable and options your application already uses. For a .NET wrapper, run a small diagnostic code path through the wrapper to convert the same local file. In either case, capture the full stdout, stderr, exit code or exception.
Then test the actual application input. If the local document works but a remote URL does not, investigate outbound network access, DNS, TLS, redirects, and remote resources separately from native loading. A packaging issue records a HostNotFoundError in one setup; it is an example of an environment-specific URL failure, not evidence that every blank PDF has the same cause. If the page loads but renders incorrectly, compare fonts, font configuration, and the document’s CSS and assets.

When asking for help, include the full native-loader exception or command stderr, Docker image tag or digest, OS release, architecture, installed packages, wrapper/NuGet version, and whether you invoke the CLI or native wrapper. Without those details, a single proposed Dockerfile would be guesswork.

Account for security and maintenance
The wkhtmltopdf project warns: “Do not use wkhtmltopdf with any untrusted HTML – be sure to sanitize any user-supplied HTML/JS, otherwise it can lead to complete takeover of the server it is running on!” Treat user-controlled HTML and JavaScript as an untrusted input boundary; do not render it unsanitized in a process with access to sensitive files, credentials, or network resources. wkhtmltopdf official downloads page and security warning
The wkhtmltopdf GitHub repository states that it “was archived by the owner on Jan 2, 2023. It is now read-only.” That status is relevant when deciding whether to adopt or continue relying on the project: plan for the possibility that upstream fixes and maintenance will not be available through that repository. wkhtmltopdf GitHub repository

Frequently asked questions
Does .NET 8 itself make wkhtmltopdf incompatible?
The issue report does not prove that. The result depends on the wrapper or CLI, its native binaries, and compatibility with the final container’s operating system, architecture, libc, and installed runtime dependencies.
Can I run wkhtmltopdf on Alpine?
Do not assume a Debian or Ubuntu build will work there. Alpine uses musl, and the upstream downloads guidance says its earlier generic builds did not work on Alpine/musl. Verify a compatible build and its requirements for your exact setup before adopting Alpine.
What information should I include in a bug report?
Provide the complete error output, final image tag or digest, OS release, CPU architecture, installed packages, wrapper version, and whether the application invokes the CLI or loads the native library. Also say whether a local minimal HTML file converts successfully.
