Error 9C59 is an installation failure, not a diagnosis: on Windows 7 it commonly appears when Internet Explorer 11 cannot verify its prerequisites or Windows servicing cannot complete the install. Confirm Windows 7 SP1 and the correct architecture, finish pending updates, check IE11 prerequisites, repair system files, then try the matching Microsoft offline installer. Because Windows 7 has been unsupported since January 14, 2020, treat this as a legacy-compatibility fix—not a way to make a PC safe for everyday internet use.
Before troubleshooting: confirm the Windows version and architecture
These steps are for Windows 7 Service Pack 1. IE11 packages differ by architecture and language, so first record what is actually installed.
- Press Windows key + R, enter
winver, and confirm that the system reports Windows 7 Service Pack 1. - Open Control Panel → System and Security → System. Record the Windows edition and whether the system is 32-bit (x86) or 64-bit (x64).
- Open Internet Explorer, select Help → About Internet Explorer, and note the installed version.
- Back up important files, then restart Windows normally. If Windows is completing updates, let it finish before trying IE11 again.
Microsoft’s Windows Update guidance says to match update packages to the operating-system version and architecture: Windows Update troubleshooting. An x86 installer is not a substitute for the x64 package.
Check whether another update or restart is blocking the installation
Open Control Panel → Windows Update → View update history. Look for other failed updates, especially servicing-stack or Windows component updates. Resolve those failures first where possible; incomplete servicing transactions after an update can interfere with later package installations. Restart whenever Windows requests it rather than immediately retrying the IE11 installer.

Verify IE11 prerequisites instead of installing every old KB
Use Microsoft’s historical Internet Explorer 11 prerequisite update reference (KB2847882) to check which updates apply to this Windows 7 installation. Commonly encountered prerequisite KBs include KB2533623, KB2670838 (the Windows 7 Platform Update), KB2729094 (including a revised v2 package), KB2731771, KB2786081, KB2834140, KB2882822, and KB2888049. This is not a universal install list: applicability depends on architecture, language, existing updates, and supersedence.
Check installed updates in Control Panel → Programs → View installed updates. You can also open an elevated Command Prompt and query the hotfix list:

dism /online /get-packages /format:tableThese command results can be incomplete or hard to interpret when packages have been superseded or are listed under different identities. Do not conclude an update is missing just because a command shows no matching line; cross-check the installed-updates list and, if needed, the IE11 log.
If a prerequisite is absent, download it only from Microsoft Update Catalog or Microsoft Download Center. Match Windows edition applicability, architecture, and language; install one update at a time and restart when requested. If an update says not applicable, stop and check whether it is already installed, superseded, for another architecture or edition, or not required by this image. Microsoft’s update guidance recommends checking these applicability conditions rather than forcing a package.

Repair Windows files and servicing health
Open Command Prompt as administrator and run System File Checker:
sfc /scannow- “Windows Resource Protection did not find any integrity violations”: SFC found no integrity problem it could repair.
- “Windows Resource Protection found corrupt files and successfully repaired them”: restart Windows, then retry the IE11 install.
- Corrupt files were found but not all could be fixed: review
C:WindowsLogsCBSCBS.logand use a Windows 7-appropriate servicing repair method.
Microsoft’s System File Checker guidance describes the command and its results. For Windows 7, the legacy System Update Readiness Tool, also known as CheckSUR, may be relevant; use a Microsoft-hosted package that matches x86 or x64. Do not assume that the modern DISM /Online /Cleanup-Image /RestoreHealth command is a universal Windows 7 repair. Microsoft’s current Windows Update instructions cover supported Windows client versions, not every Windows 7 servicing state.
Reset Windows Update components only if the cache may be the problem
A cache reset can help when Windows Update’s downloaded package data is damaged, but it does not supply missing IE11 prerequisites or repair component-store corruption. On a personal PC, open an elevated Command Prompt and run:
net stop wuauserv
net stop bits
net stop cryptsvc
ren %windir%SoftwareDistribution SoftwareDistribution.old
ren %windir%System32catroot2 catroot2.old
net start cryptsvc
net start bits
net start wuauservStop the services before renaming the folders, and restart Windows afterward. If a rename fails, check that the relevant services have stopped; do not delete these folders while update services are running. On a managed computer, consult the administrator first: WSUS, proxy, or other update-source settings may be intentional. Try the standalone IE11 installer matched to Windows 7
If Windows Update continues to fail, a standalone installer can help distinguish a Windows Update delivery problem from an IE11 applicability or servicing problem. Choose the Windows 7 SP1 package for the recorded architecture and the correct language. Do not use a package for Windows 8.1 or Windows Server, and avoid third-party installer or “DLL fixer” sites.

These are Microsoft-hosted examples, not a guarantee that either package is the correct installer for every system. Verify the package details and applicability before installing. Complete any requested restart before testing IE11.
Check proxy settings and background software
Proxy configuration
On a system that should use Internet Explorer’s proxy settings, check the WinHTTP configuration from an elevated Command Prompt:

netsh winhttp import proxy source=ieDo not import settings on a business-managed PC without confirming the organization’s intended configuration. A proxy mismatch can prevent Windows Update from reaching its update source.
Security and system utilities
Third-party antivirus, internet-security suites, optimizer utilities, registry cleaners, debloating scripts, OEM protection utilities, malware, and old browser add-ons can complicate an installation. A clean boot can help isolate a background-software conflict. If you temporarily disable antivirus for a test, avoid untrusted networks where practical and turn protection back on immediately afterward. Do not use registry cleaners or force-removal scripts as a repair method.
Use the logs to identify what actually failed
On Windows 7, inspect these files:
C:WindowsIE11_main.logC:WindowsLogsCBSCBS.logC:WindowsWindowsUpdate.log
Search for 9C59, ERROR, FAIL, 0x80073712, 0x800F081E, CBS, prerequisite, or not applicable. A log may point to a rejected prerequisite, component-store damage, a rollback, a pending transaction, or language/architecture mismatch; no one accompanying code is guaranteed. If Windows Update works for other packages but IE11 fails, focus first on IE-specific prerequisites and remnants. If many updates fail, investigate broader servicing health.
Remove or reinstall IE only as a last resort
Internet Explorer is integrated with Windows, not an ordinary standalone browser to delete casually. Review Control Panel → Programs → View installed updates for IE-related entries and use the normal Microsoft-supported uninstall path where available. Restart, repair Windows servicing, and then retry the correctly matched installer. An uninstall can roll Windows back to an earlier IE version, while manual package removal with DISM, registry deletion, or “force uninstall” scripts can destabilize servicing.

When to stop and migrate or rebuild
Consider a clean reinstall or operating-system migration instead of further IE11 repair if Windows 7 was cloned or heavily modified, multiple updates fail, SFC or servicing repair cannot resolve corruption, IE11 has repeatedly installed and rolled back, language packs are mismatched, or old security software cannot be removed cleanly. Windows 7 support ended on January 14, 2020, according to Microsoft’s Windows 7 lifecycle page. Microsoft’s IE11 lifecycle page also records the desktop application’s retirement on Windows 10 semi-annual channels on June 15, 2022; that date is not a statement that IE11 remains supported on Windows 7. Installing IE11 does not restore security updates to Windows 7. For a legacy application, determine whether it needs the IE engine, a specific document mode, or an ActiveX component before choosing a supported replacement or isolated legacy environment.
Frequently Asked Questions
Is error 9C59 always caused by KB2670838?
No. That platform update is one commonly encountered IE11 prerequisite, but 9C59 can also reflect other missing or inapplicable prerequisites, pending servicing, or Windows component damage. Check the installer log and package state.
Can I install IE11 without Windows Update?
A Microsoft-hosted standalone installer may work when Windows Update delivery is the problem. It still requires a compatible Windows 7 SP1 edition, architecture, language, and prerequisite state.
Why does a prerequisite say “not applicable”?
The package may already be installed or superseded, may target another architecture or edition, or may not be required by that system image. Verify before trying another package.
Can I uninstall Internet Explorer completely?
Not safely as though it were an ordinary browser. Use only the normal supported uninstall path where available; avoid manual package removal and registry-cleaning scripts.
Does fixing 9C59 make Windows 7 safe to use online?
No. A successful IE11 installation does not reinstate Windows 7 security support, which ended January 14, 2020.
Do I need IE11, or could Edge IE mode work?
That depends on the legacy application and its requirements. Identify whether it needs IE-specific rendering, an ActiveX control, or another component; Edge IE mode may suit some compatibility needs on supported Windows systems, but it is not a universal replacement for every legacy dependency.
