For the documented .NET Framework 3.5 case, the right fix depends on the error code: 0x800F081F points to missing source files, 0x800F0906 to a failed download, and 0x800F0907 to a policy restriction. The message alone does not identify which Windows feature failed. Before trying a fix, note the feature you were changing and any accompanying error code.
First identify the feature and error code
Microsoft lists “Windows couldn’t complete the requested changes” among messages associated with errors installing .NET Framework 3.5. If you were enabling a different feature, do not assume that .NET Framework 3.5 instructions apply: record the feature name and the full error code shown in the Windows dialog.
For .NET Framework 3.5, Microsoft distinguishes these codes and causes in its deployment guidance and client troubleshooting article:

These are different failure modes. A missing local source is not the same problem as a blocked download, so use the code to choose the relevant path below.

Fix a failed download: 0x800F0906
For this .NET Framework 3.5 error, Windows could not download the files it needs. Check that the computer has an internet connection and can reach Windows Update. Network configuration and the computer’s update settings can affect whether Windows can retrieve optional feature files.
If the device is managed by an organization, ask its administrator whether the configured update service permits Windows to obtain feature and repair content. Avoid changing WSUS or Group Policy settings yourself: an organization may intentionally restrict direct Windows Update downloads.

Fix missing source files: 0x800F081F
When Windows cannot find the required files locally, Microsoft documents using Windows installation media as a source for .NET Framework 3.5. The media must provide the sourcessxs directory and be a valid source for the Windows installation you are repairing.
- Connect or insert the Windows installation media, then note its drive letter.
- Open Command Prompt as an administrator.
- Run the following command, replacing
<drive>with the media’s actual drive letter (for example,D):Dism /online /enable-feature /featurename:NetFx3 /All /Source:<drive>:sourcessxs /LimitAccess - Wait for DISM to finish and check whether the feature was enabled. If the command reports that source files are still unavailable, verify the drive letter and source path, and confirm that the media is appropriate for the target system.
This command is Microsoft’s documented route for enabling .NET Framework 3.5 from installation media; it is not a general fix for every Windows feature or every appearance of the message.

Fix a policy restriction: 0x800F0907
This code indicates that policy is preventing Windows from downloading the needed files. On a work- or school-managed computer, contact the system administrator rather than changing organization settings yourself.
Microsoft directs administrators to review Specify settings for optional component installation and component repair. Depending on the organization’s configuration, the policy can specify an alternate source path or allow Windows to contact Windows Update directly for repair content. The appropriate setting depends on the device’s management and update design.

If the message has no listed code
Do not run the .NET Framework 3.5 command unless that is the feature you were enabling. Note the feature name and exact error code, then use documentation for that specific feature; the same sentence by itself does not establish whether the cause is missing files, a failed download, or a policy restriction.
