The browser automation library may be innocent. Find the first boundary where text changes—HTTP bytes, browser parsing, DOM extraction, or your console/file—and correct that boundary instead of repeatedly encoding and decoding the final string.
What the symptom tells you
Write down a short test string that combines ASCII with the characters that fail, for example café — 東京 — “quote”. Capture the exact value at every stage. This prevents a later display problem from being mistaken for a browser problem.

Mojibake is specifically the result of decoding text under an unintended encoding; the Mojibake overview provides background. Do not “fix” it by applying encode/decode repeatedly until it looks acceptable. Preserve the original bytes and identify the mismatch.
Follow a boundary-by-boundary diagnostic sequence
1. Preserve the transport response
Inspect the response status, Content-Type header (including its charset parameter), and body before a browser or framework transforms it. Compare that declaration with any HTML <meta charset> or XML encoding declaration. If you can access bytes, save them unchanged and decode a copy explicitly while testing. A server that sends UTF-8 bytes while declaring ISO-8859-1, or the reverse, can produce classic mojibake even when the page looks normal in another browser.

2. Compare browser source with rendered text in Selenium
Selenium exposes separate WebDriver operations for page source and element text. The source can contain an original declaration or template text, while element.text is rendered, visibility-filtered DOM text after scripts run. The distinction is reflected in the Selenium API documentation.

If source is correct but element.text is not, check that you selected the intended node and that client-side code has finished replacing it. For an attribute or form control, read the appropriate property instead of assuming visible text is stored in the node text:

PhantomJS documents three useful views. page.content is the main-frame HTML/XML enclosed in an element; page.plainText is page text with tags removed; and page.evaluate lets you return a targeted DOM value. See the content property and evaluate method references.

4. Locate the first mismatch
- All three browser values are wrong: inspect response bytes, headers, and document declarations.
contentis right butplainTextor evaluated text is wrong: inspect DOM mutations, hidden fallback text, and the selector.- Browser values are right but your printout is wrong: inspect the host language’s string type, terminal encoding, and logger.
- Printout is right but a file is wrong: specify the file encoding and verify the reader uses the same one.
These distinctions are diagnostic inferences from the separate source and extraction representations; there is no universal host-language setting that fixes every environment.
Apply an encoding fix only after you know the boundary
When the HTTP declaration is wrong
Prefer correcting the server’s response header and document declaration. If you control neither, use a low-level HTTP client to inspect bytes and choose a decoder based on verified evidence. Keep the original bytes for regression tests. Do not force UTF-8 merely because it is common: legacy pages may genuinely use another encoding.
When your program’s output is wrong
Keep text as Unicode internally, then choose an explicit output encoding at the edge. In Python, write files with encoding="utf-8" and use a terminal configured for UTF-8. In Node.js, pass an encoding to file APIs:

PhantomJS’s encoding option: use it narrowly
The PhantomJS page.open reference documents an encoding key in request settings and shows utf8 for a JSON POST request. That example supports controlling encoding for that request-data use case. It does not establish a universal switch that repairs every page-response decoding problem. Confirm the server’s actual response and test the exact PhantomJS build before relying on it.

PhantomJS troubleshooting recommends monitoring requests and using remote debugging. Add request logging to see which resource carries the affected text and whether a redirect, compressed response, or API call differs from the document you inspected. Then pause or attach a debugger and inspect the live DOM after scripts run. The PhantomJS troubleshooting guide covers these techniques.
For Selenium, capture the URL after redirects, wait for the specific content rather than an arbitrary sleep, and log the selected element’s HTML alongside its text. A dynamic application can replace server-rendered markup after your first read.
Common failure modes and fixes
“é” appears where “é” should be
UTF-8 bytes were commonly decoded as a single-byte encoding. Verify the response charset and decode the preserved bytes once as the declared, verified encoding. If the server declaration is false, fix or explicitly override that boundary in the HTTP layer—not in every downstream function.

Accented text becomes “?”
Question marks often mean information was lost during an earlier conversion to a limited code page. Recover the original bytes or request the data again; changing the terminal cannot restore characters that were discarded.
page_source and element.text disagree
This can be normal: one is source markup and the other is rendered, visible text. Check the selector, CSS-generated content, shadow DOM, localization scripts, and timing. Read an attribute such as value when the data is not a text node.
PhantomJS returns blank or stale content
Check the open status, redirects, failed subresources, and asynchronous rendering. Wait for a meaningful selector, then use evaluate on that node. Network logging can reveal that the text comes from a later API request.
A fix works locally but not in CI
Record the operating system, browser and driver versions, Selenium client, PhantomJS build, runtime version, locale, and terminal/file settings. PhantomJS development was reported suspended in March 2018 (PhantomJS history), so treat it as legacy maintenance and verify behavior on the exact installed binary rather than assuming current browser behavior.

Regression-test the fix
- Use a fixture containing ASCII, accented Latin, curly punctuation, and non-Latin characters.
- Save the raw response bytes and the declared charset.
- Assert the browser source, extracted DOM value, console representation, and saved UTF-8 file separately.
- Run the test in the same container or operating-system image used in production.
- Keep a failing sample whenever a site changes its headers or rendering pipeline.
This makes a future encoding regression identifiable by boundary instead of by a screenshot or a vague “weird characters” report.

Is UTF-8 always the correct answer?
No. UTF-8 is common, but the response’s verified bytes and declarations determine the correct decoder. Forcing UTF-8 can corrupt a genuinely legacy-encoded page.

Should I convert every string to bytes and back?
No. Convert once at a known boundary, retain Unicode in memory, and make output encoding explicit. Repeated conversions hide the original error and can lose data.
Can PhantomJS be upgraded to solve this automatically?
There is no general upgrade that guarantees a fix. PhantomJS is legacy software; document your exact build and validate the response and extraction path in that environment.
