To stop a retry storm, first reduce demand on the failing dependency, then ensure each request path has one bounded, deadline-aware retry policy. Retries can help with transient faults, but during overload they add work precisely when a service has the least capacity to handle it. Stabilize the system with load controls, then correct retry behavior, timeouts, and duplicate-execution risks.

Why retries can turn a slow dependency into a wider outage

A retry storm is a feedback loop, not simply a large number of failed requests. A dependency slows or fails; callers time out, even though the original work may still be running; callers retry; and the new attempts consume more connections, threads, CPU, memory, and queue capacity. As those resources become constrained, more requests fail or time out, prompting still more attempts. Google SRE describes cascading failure as a failure that grows over time through positive feedback.

Retries are not inherently harmful. A bounded retry can succeed when a fault is transient and the next attempt has a plausible chance of working. The danger is retrying indiscriminately, retrying too many times, or retrying while a dependency is overloaded. In its 2016 book chapter “Addressing Cascading Failures,” Google SRE uses a hypothetical retry-amplification scenario to illustrate the effect; its figures are illustrative assumptions, not measured industry rates.

What to do first during an active incident

1. Find where attempts and work are accumulating

Compare incoming request volume with retry volume, and examine them alongside error rates, latency distributions or percentiles, in-flight work, queue depth, resource saturation, and dependency health. Trace a failing request across the call path: identify which component initiates each attempt, whether retries occur at multiple layers, and whether the server continues processing after the caller times out. Retry graphs are useful evidence, but a rising retry count can be a symptom of an underlying slowdown as well as a source of additional load.

2. Reduce demand when it exceeds available capacity

Use the controls that fit the constrained resource and the value of the work. Options include throttling clients, shedding low-priority requests, capping queue depth, rejecting work that cannot finish within its deadline, or degrading optional functionality. A circuit breaker can stop repeated calls to a persistently failing dependency and allow recovery probes after a configured period. Decide what callers should receive while the circuit is open, such as a clear error or a safe fallback.

Do not assume autoscaling alone will recover the service if retry traffic keeps increasing. Scaling may add capacity, but it does not correct unbounded attempts, work that continues after cancellation, or a downstream dependency that remains the bottleneck. AWS Prescriptive Guidance discusses circuit breakers and common mitigation strategies as complementary ways to protect a system under failure.

Repair the retry policy

Retry only errors that may be transient

Define retryable failures from the API contract and the observed failure mode. Do not retry permanent authorization failures, validation errors, or malformed requests: another attempt with the same input is unlikely to change the result. Throttling responses, timeouts, and some server errors may be retryable, but their meaning depends on the API and circumstances. For example, treat HTTP 429 or 503 according to the service’s documented behavior and current condition rather than assuming either status is always transient.

Use backoff, jitter, and a strict limit

Exponential backoff increases the wait between attempts; randomized jitter prevents many callers from retrying together in synchronized waves. Set both a maximum attempt count or elapsed retry time and an overall request deadline. The retry allowance must fit within that deadline and the service’s behavior: a retry scheduled after the caller’s useful response window only adds work. AWS Well-Architected guidance recommends backoff, jitter, and maximum retries; Google SRE also describes a process-wide retry budget as a possible way to limit aggregate amplification.

Choose one intentional retry layer

Retries configured independently at each layer can multiply. If a client, API gateway, service, and SDK each retry a failing operation, one original request can produce many downstream attempts. Assign retry ownership deliberately for each request path, and inspect built-in SDK behavior before adding application-level retries. AWS SDK retry modes and behavior vary by SDK and version, so check the documentation for the implementation actually in use.

Make repeated operations safe

A timeout does not prove that a write failed. The server may have completed the first attempt even though its response never reached the caller; blindly retrying can create a duplicate charge, order, or other side effect. Retry a side-effecting operation only when it is idempotent or the API supports an idempotency key or equivalent server-side deduplication. If execution is ambiguous and there is no safe deduplication mechanism, do not automatically repeat the operation.

Set timeouts and propagate deadlines

Configure and verify timeouts for remote connections and requests instead of relying on potentially infinite or excessively long defaults. A timeout that is too high can tie up resources; one that is too low can interrupt useful work and trigger extra retries. Choose timeout values for the operation and workload rather than copying a universal number. AWS Well-Architected guidance on client timeouts emphasizes configuring these limits deliberately.

Give each incoming request an overall deadline and propagate its remaining time to downstream calls. Before starting another stage or retry, check whether enough time remains for the result to be useful. Propagate cancellation where the client and server frameworks support it, so work that can no longer serve the caller can stop instead of continuing to consume capacity.

Choose controls for the failure you need to contain

Control Primary effect Tradeoff or check
Backoff with jitter Spreads retry demand over time. Adds latency; choose a sensible cap and total retry budget.
Retry limit or budget Bounds retry amplification. Some transient failures will be returned to the caller sooner.
Idempotency or deduplication Makes repeated side-effecting requests safer. Requires API and persistence design; not all operations are naturally idempotent.
Deadline and cancellation propagation Stops work that can no longer serve the caller. Requires coherent propagation through the call chain.
Circuit breaker Temporarily suppresses calls to an unhealthy dependency. Define open-state behavior and recovery probes deliberately.
Rate limiting or load shedding Protects finite capacity by refusing or dropping work. Some requests fail or receive degraded output.
Queue bounds or prioritization Limits queued resource consumption and preserves useful work. Choose what to delay, reject, or discard.

These controls address different parts of the failure loop. Backoff changes when attempts arrive; limits cap their number; deadlines and cancellation prevent wasted work; capacity controls protect the service when demand still exceeds what it can handle. None substitutes for diagnosing and fixing the underlying fault.

Verify behavior before relying on it in production

Exercise the failure paths in a controlled environment before depending on the policy during an incident. Test timeouts, throttling, slow responses, and partial dependency failures. Check that attempts stay within configured limits, total work respects the request deadline, queues remain bounded, cancellation reaches downstream work where supported, and the circuit breaker permits recovery probes as intended. AWS guidance specifically recommends exercising retry scenarios.
