If Puppeteer works in a terminal but Chrome will not start as a Windows service, assume the execution context changed before assuming your code is wrong. A service normally runs under a configured service account in session 0, with a different profile, cache, environment, filesystem permissions and desktop than your logged-in user. Diagnose that context first, preserve Chrome’s actual error output, then fix the specific executable, version, policy or permission problem.
Why Puppeteer works locally but not as a service
Windows services are designed to run unattended. On modern Windows they cannot directly interact with the logged-in user’s desktop and run in session 0. Consequently, a headful Chrome window should not be expected to appear on your normal screen. Microsoft documents these service boundaries in its Interactive Services guidance.
The Service Control Manager starts the process with the account configured for the service, not necessarily the developer who tested the script. That account’s profile, home directory, temporary directory and access to the Puppeteer cache can all differ. See Microsoft’s Service User Accounts documentation.
Puppeteer’s cache is home-directory based by default, and launch options can change the executable, profile and timeout. Therefore, “it runs from my terminal” proves only that the interactive user can launch that particular browser with that particular environment.

Start with logs, not launch flags
Capture the browser’s stderr/stdout before changing security flags. Puppeteer’s dumpio: true forwards Chrome output to Node’s streams, as described in the debugging guide. Write those streams to a protected service log because URLs, headers or page content can contain sensitive data.

});Record the complete Puppeteer exception, Chrome output, service account, resolved paths and exact launch options. Avoid logging secrets such as cookies or authorization headers.
A log-first diagnostic sequence
- Reproduce under the service identity. Identify the account in the service properties or service-installation configuration. Where policy permits, run the same entry point under that identity. Compare
USERPROFILE,TEMP, current directory, environment variables and file visibility with the terminal run. - Print the paths your process actually uses. Log
process.execPath,process.cwd(), the configureduserDataDir, cache location and anyexecutablePath. A relative path may resolve somewhere unexpected when the service starts. - Check the browser file. Confirm that the resolved executable exists and that the service account can read and execute it. Do not assume a browser installed for one user is available to another account.
- Check versions and pairing. Puppeteer’s supported-browser table maps releases to browser builds. Its LaunchOptions documentation warns that a custom
executablePathis not guaranteed to be compatible; the bundled browser is the expected pairing unless you have verified otherwise. - Use noninteractive mode.
launch()defaults to headless mode. Keepheadless: truefor a service.headless: falserequests a visible browser and is appropriate only when you have deliberately designed a suitable desktop-session architecture; it will not put a window on the logged-in user’s desktop from session 0. - Match the exact error. Handle sandbox access errors, policy conflicts, missing files and timeouts separately. Changing several flags at once destroys the evidence needed to identify the cause.
- Verify the runtime baseline. Current Puppeteer system requirements list Node 22.12 or newer and Windows x64 for Chrome for Testing. Check the requirements for your installed Puppeteer release at System requirements rather than copying a version number into an evergreen deployment guide.
Fix the common failure classes
“Chrome sandbox cannot access executable” or an access-denied sandbox error
Puppeteer documents a Windows-specific permission problem for its downloaded Chrome. Starting with Puppeteer v22.14.0, installation attempts to configure the required permissions. First check your Puppeteer version and rerun installation in the environment used by the service. If the error remains, follow the targeted icacls example in the official troubleshooting page.
Apply the ACL only to the intended Chrome installation path and only for the account that must launch it. Inspect the existing ACL, use the exact identity, and retest as the service account. Do not grant broad access to Everyone, disable Windows protections globally or add --no-sandbox as a blanket fix. A sandbox bypass changes the security boundary and is not a normal service requirement.

Chrome policy conflicts with disabled extensions
Managed Chrome policies that enforce extensions can conflict with Puppeteer’s default disabled-extensions behavior. If Chrome output identifies this documented policy issue, try the documented option:

The executable is missing, inaccessible or incompatible
A custom executablePath may point to a per-user installation, an old Chrome build or a path unavailable to the service account. Prefer Puppeteer’s downloaded, expected browser when possible. If you must use external Chrome, use an absolute path, verify ACLs and compare the browser version with Puppeteer’s compatibility table.

Profile and temporary-directory collisions
Two service instances must not share a live Chrome profile. Give each process a writable, unique userDataDir, and ensure its parent directory is accessible to the service account. Remove stale lock files only after stopping every process that could still use that profile. A profile copied from an interactive user can also contain policies or extensions that change startup behavior.

The documented default launch timeout is 30 seconds. A slow service host, antivirus scan, first-run browser setup or blocked network can exceed it. Increase timeout only after checking stderr and filesystem access; a larger value cannot repair a missing executable or denied permission.

- Headless (default): regular Chrome without a visible window; the normal choice for a Windows service.
- Headful:
headless: false; requires a deliberate interactive-session design and should not be expected to display in session 0. - Chrome Headless Shell:
headless: 'shell'; a separatechrome-headless-shellbinary that does not completely match regular Chrome behavior.
Choose based on page compatibility, not on whether a window is convenient for debugging. Use logs, screenshots or traces for unattended diagnosis.
Make the service deployment reproducible
- Install Node, Puppeteer and the browser in a machine-wide location accessible to the configured account.
- Pin and record the Puppeteer version; check its matching browser build before upgrading.
- Use absolute paths for scripts, browser binaries, profiles and logs.
- Create service-owned directories with least-privilege ACLs before startup.
- Set the working directory explicitly in the service wrapper or launcher.
- Give each concurrent worker a separate profile and, when appropriate, temporary directory.
- Keep
dumpioenabled during diagnosis, then retain secure structured error logging in production. - Test after reboot with no interactive user logged in. This catches hidden dependencies on a developer desktop.

Does a Windows service need an interactive desktop?
No. A service should normally run Puppeteer headless. A visible browser requires a separately designed interactive-session architecture.
Should I add --no-sandbox?
No. First resolve the documented executable permission or policy error and apply the narrowest fix for the service account.

Puppeteer does not guarantee compatibility for arbitrary external binaries. The bundled browser is the expected pairing unless you verify the external version.
