A “poor” stream health warning in YouTube Live Control Room means YouTube has detected a problem with the stream it is receiving; it does not, by itself, prove ACT Fibernet is at fault. Start by reading the exact timestamped error, checking your encoder against YouTube’s current settings, and testing the computer’s outbound connection. If a wired test or other connection checks point to the internet connection, give ACT the results and warning times.
1. Read the specific warning before changing settings
In YouTube Live Control Room, look next to the Health Indicator for the error message and its timestamp. YouTube says Live Dashboard and Live Control Room report errors in the incoming stream; red errors are critical and yellow errors are moderate. An unresolved error can remain visible. The overall “poor” status is a symptom, not a diagnosis of your ISP. See YouTube’s live streaming error messages.
Write down the exact wording and time, then match your response to the reported issue. For example, a bitrate or keyframe warning calls for checking encoder output, while an ingestion-starved warning points to YouTube not receiving enough video consistently. YouTube’s API documentation describes the latter this way: “YouTube is not receiving enough video to maintain smooth streaming. As such, viewers will experience buffering.” See YouTube’s health-status messages.

2. Check the encoder and its output
Before blaming the network, check whether the stream preview and a local recording look and sound right. Confirm the encoder software is current and that the streaming computer is not overloaded. If the local output is healthy but the stream sent to YouTube is not, an outbound connection problem becomes more plausible; YouTube recommends checking the connection as part of its live-stream troubleshooting guidance.

- If the error names bitrate, resolution, frame rate, codec, keyframe timing, or audio, inspect those encoder fields and the selected YouTube profile.
- If the message says too little video is arriving, focus on consistency of the upload path and whether other devices or transfers are using the connection.
- If the local preview itself stutters, distorts, or loses audio, troubleshoot the encoder, computer load, or source before changing your broadband plan.
3. Match encoder settings to YouTube’s profile
Use the settings for your selected resolution, frame rate, and codec in YouTube’s current encoder settings table. For H.264, YouTube lists these recommended video bitrates:

These are encoder recommendations, not a guarantee that your connection can sustain the same upload rate. The table differs for AV1 and H.265, so do not apply the H.264 values when using another codec. YouTube’s current guidance also specifies RTMP/RTMPS, H.264/H.265/AV1 video, up to 60 fps, CBR bitrate encoding, a recommended two-second keyframe interval (not over four seconds), and AAC or MP3 audio at 128 Kbps stereo. Follow the setting associated with your codec and the specific Live Control Room warning rather than treating one value as universal.

4. Test the outbound connection
- Run an upload-speed test from the computer sending the stream. Record the time and result, and note whether other people or devices are using the network or uploading files.
- If the computer uses Wi-Fi, connect it to the router by Ethernet and repeat the test and stream check if feasible. This helps separate a local wireless problem from an issue affecting the wider connection.
- Compare what happens during the same kind of stream: whether the warning persists, appears at different times, or clears when wired. A single speed-test result is useful evidence, but it does not prove that the connection will remain stable throughout a live stream.
ACT Fibernet’s general advice for YouTube buffering lists a slow or unstable connection, weak Wi-Fi, several devices sharing a network, server congestion, and high-resolution media exceeding network capacity as possible causes. It recommends Ethernet as a troubleshooting step. That advice concerns buffering generally; it is not confirmation of an ACT outage or a diagnosis of your live stream. 5. Contact ACT if the tests point to the connection
If your local encoder output is healthy but upload testing or a wired comparison suggests a connection problem, contact ACT Fibernet support. Share the warning times, the exact Live Control Room message, upload-test results, and whether Ethernet changed the outcome. YouTube also advises contacting your ISP when connection tests identify an issue.

The available information does not establish that ACT Fibernet is currently at fault, that your particular plan is underperforming, or that a plan upgrade is needed. A location-specific outage and the condition of an individual line need to be checked with ACT. Avoid buying a new router or upgrading your broadband plan before these checks identify a reason.
