Check whether the code is trying to include executable PHP or fetch remote data, then verify the relevant PHP settings and HTTPS support. In many cases, the safer fix is to use a local file for PHP code or an HTTP client for remote content.
What the error means
PHP stream wrappers let filesystem functions work with URL-style protocols. The PHP manual’s wrapper documentation describes built-in wrappers for protocols used by functions such as fopen(), copy(), file_exists() and filesize().
When PHP reports that no suitable wrapper could be found, the scheme named in the operation—commonly http:// or https://—is unavailable for that operation in the current runtime. Possible causes include a disabled URL-wrapper setting, missing protocol support, or a server build or configuration issue. The message alone does not identify which cause applies.
Identify what the code is trying to do
Start with the failing function and the URL scheme. This determines which settings and remedies are relevant.

include()orrequire()with an HTTP(S) URL: PHP is being asked to load and execute code remotely. This is URL inclusion.file_get_contents(),fopen(),copy(),readfile()or a similar function: the code is trying to read or copy a remote stream. It is fetching data, not necessarily executing it.
Check the PHP settings that control URL access
PHP’s filesystem configuration documentation distinguishes two directives:
allow_url_fopenenables URL-aware fopen wrappers, which are used by functions such asfopen()andfile_get_contents().allow_url_includeenables URL wrappers forinclude,include_once,requireandrequire_once. It requiresallow_url_fopento be enabled and is deprecated as of PHP 7.4.0.
The PHP manual classifies both directives as system-level settings. If you cannot change the configuration used by your site, ask your hosting provider or server administrator to check it. Make sure they check the PHP runtime actually serving the affected application; settings can differ between environments.

Verify HTTPS support when the URL uses https://
If the scheme is https://, confirm that the PHP installation and server configuration support HTTPS streams. A Ucartz hosting troubleshooting article lists disabled allow_url_fopen, a PHP build without SSL support, and curl-wrapper conflicts among possible causes when WHMCS accesses an HTTPS API. These are deployment-specific possibilities, not proof that any one of them is causing your warning.
If the setting is enabled but HTTPS still fails, give your administrator the exact URL scheme, failing function, PHP version and warning. Ask them to verify SSL support and the configuration of the runtime serving the application rather than changing settings blindly.

Choose the remedy that matches the task
If the remote file is PHP code
Avoid including executable code from another website. Keep the dependency as a local, versioned file and include it by a local path. This avoids making your application’s execution depend on a remote server and reduces the risk of running code that changes outside your deployment process. The Stack Overflow discussion of this exact error likewise recommends a local copy for PHP code, or fetching rendered output when that is the actual requirement: “failed to open stream: no suitable wrapper could be found”.
If you need remote content or an API response
Use a supported HTTP client or library rather than treating an API response as an included PHP file. Handle timeouts, HTTP status codes, redirects and TLS errors explicitly. If you control the PHP configuration and choose to use stream functions, check that allow_url_fopen is enabled and that the required protocol support is available.

If you do not control the PHP configuration
Contact your hosting provider with the failing function, scheme and exact warning. Because the relevant directives are system-level, a shared-hosting account may not be able to change them itself. If the provider cannot enable the needed support, redesign the operation around a local include or a supported HTTP client, depending on whether the task is code execution or data retrieval.

Turning on allow_url_include permits remote content to be used by PHP’s code-inclusion functions. That makes the application dependent on the remote server’s availability and exposes it to changes in code outside your local deployment controls. The directive is also deprecated as of PHP 7.4.0, according to the PHP configuration manual. Enable it only as a deliberate administrative choice when the application genuinely requires it; for most projects, local code dependencies and a dedicated HTTP client are easier to audit and maintain.
