This error means the Python interpreter running your program cannot find the requested tensorflow.keras module. First check which Python is running the code and whether TensorFlow is installed there; only then investigate TensorFlow/Keras compatibility. The exception alone does not identify its cause, so there is no single command guaranteed to fix every case.
1. Check the Python environment running your code
Python packages belong to specific environments. Installing TensorFlow with one Python executable will not make it available to a different interpreter, virtual environment, notebook kernel, or IDE configuration.

In the same terminal or runtime you use to launch the failing program, run
python -c "import sys; print(sys.executable)". Note the executable path. -
Use that Python to inspect the relevant packages:
python -m pip show tensorflow keras tf-keras. The command uses thepythonexecutable from the previous step.The Tool Desk

Try a minimal TensorFlow import with that same executable:
python -c "import tensorflow as tf; print(tf.__version__)". TensorFlow’s pip installation guide recommends verifying an installation by importing and running TensorFlow.
If your project is launched with a different command, such as python3, an IDE run configuration, or a notebook kernel, repeat the checks in that exact runtime. Use the matching executable with pip—for example, python -m pip—rather than assuming a bare pip installs into the Python that runs your code.

2. Check for a local name conflict
Look in your project and current working directory for a file named tensorflow.py or a directory named tensorflow. A local name can interfere with Python resolving the installed package. If you find one, rename it, remove any stale __pycache__ associated with it, restart the process, and retry the minimal import.
3. Install TensorFlow only if it is missing
If the active interpreter cannot import TensorFlow and python -m pip show tensorflow reports that the package is absent, follow the official TensorFlow pip installation instructions for your operating system, architecture, and Python version. TensorFlow’s supported platform and Python combinations can change, so check the live guide instead of relying on an old compatibility list or copying a version command without confirming it fits your environment.

If TensorFlow imports successfully but tensorflow.keras does not, record the TensorFlow, Keras, and—if present—tf-keras versions shown by the package inspection. Then decide whether the project should use Keras 3 or needs legacy Keras 2 behavior.
4. Choose the Keras 3 or legacy Keras 2 path
Starting with TensorFlow 2.16, installing TensorFlow installs Keras 3 by default, and tf.keras resolves to Keras 3. Keras states that “Starting with TensorFlow 2.16, doing pip install tensorflow will install Keras 3” in its Getting started with Keras guide. A project that expects older Keras 2 behavior may therefore need a deliberate compatibility choice rather than a blind reinstall.

Do not mix keras, tf.keras, and tf_keras imports casually. Choose the namespace that matches the project’s dependency requirements and use it consistently; check integrations and APIs before changing imports across the codebase.
5. Restart and verify the fix

After installing a package or changing

Run the minimal import test again in the same environment that launches the failing program. For a TensorFlow check, use
python -c "import tensorflow as tf; print(tf.__version__)". -
Test the specific import your application needs. For a Keras 3 migration, that may be
python -c "import keras; from keras import layers; print(keras.__version__)". Confirm the chosen namespace works with the project’s actual dependencies before treating the fix as complete.
If the error remains
Capture the full traceback, the executable path from sys.executable, operating system and architecture, Python version, TensorFlow/Keras package versions, and how the program is launched. Those details distinguish an environment mismatch from a package compatibility or import-path problem; the exception text by itself does not establish which one applies.
