This error commonly means older TensorFlow 1-style code is calling tf.variable_scope through TensorFlow 2’s top-level API. For a minimal compatibility fix, use tf.compat.v1.variable_scope—but first confirm which TensorFlow module and version your program actually imports. The right long-term change depends on whether your code needs TF1 variable reuse or only variable-name prefixes.
Check the import, version, and traceback first

Inspect the failing line and import. If your code uses
import tensorflow as tffollowed bytf.variable_scope(...), the likely issue is that the code expects a TF1 API name that is not exposed at the TensorFlow 2 top level. -
Print
tf.__version__andtf.__file__from the same Python environment that runs the failing program. Confirm that the version is the one you expect and that the file path points to the installed TensorFlow package. -
Check your project for a file or package named

Read the full traceback. If the call comes from a third-party dependency rather than your own code, check that dependency’s TensorFlow support and update it or use a supported version combination; changing your own call may not resolve a dependency’s internal call.
TensorFlow’s migration guide describes TF2 changes that include renamed symbols, argument changes, and changed defaults. The error alone does not establish your installed version, import path, or which code issued the call.

Choose the fix based on what the code needs

Use the compatibility API for legacy code
For a targeted change, replace the failing call with the documented compatibility spelling:
with tf.compat.v1.variable_scope("scope_name"):
...TensorFlow documents tf.compat.v1.variable_scope as a legacy API designed for TensorFlow v1. This is the least broad patch when only the scope call needs adjustment.

A genuinely TF1-oriented project can instead import the compatibility namespace as its alias:
import tensorflow.compat.v1 as tfThat makes more TF1 compatibility APIs available under tf, so use it only when the project is intentionally retaining that programming model. Audit other TensorFlow calls and run tests; some APIs cannot be handled simply by switching to compat.v1.

Know when the compatibility call is not enough
The compatibility scope does not automatically preserve every TF1 behavior in every execution mode. TensorFlow’s API reference warns that, in eager execution, without tf.compat.v1.keras.utils.track_tf1_style_variables, the scope prefixes names but does not provide get_variable reuse or reuse error checks. The reference describes the decorator for retaining TF1-style variable behavior in eager execution or tf.function.
If a model depends on variable reuse, verify that behavior explicitly, along with checkpoint compatibility and model outputs. Do not treat a program that imports successfully as proof that its variables are being created or reused as intended.

Migrate broader TF1 code in stages
For a project with many TF1-era symbols, TensorFlow’s migration guide describes tf_upgrade_v2, which can automate many mechanical transformations and map some legacy symbols to tf.compat.v1. It does not finish the migration for you. Review its conversion report, test the transformed code, and address behavior changes, model tracking, and checkpoints separately.
The tf.compat.v1.variable_scope reference offers a useful dividing line: “Once you have switched away from get_variable-based variable reuse mechanisms, to switch to TF2 APIs you can just use tf.name_scope to prefix variable names.” That guidance is from TensorFlow’s API documentation, specifically the TensorFlow v2.16.1 reference; check the documentation and behavior for the release installed in your environment.
