If a legacy website says Java is missing in Microsoft Edge, installing Java alone will not fix it: standard Edge does not load Java browser plug-ins. On Windows 11, the supported compatibility route is to open the site in Microsoft Edge IE mode, then install and configure the Java runtime the application requires.

This applies to old Java applets and browser plug-ins—not JavaScript, standalone Java programs, or modern websites that happen to use Java on their servers.

1. Open the website in Edge IE mode

IE mode uses the Internet Explorer 11 rendering engine inside Edge and can load legacy ActiveX-based components, including the Java plug-in. Do not try to enable Java through Edge extensions or edge://flags; those settings do not add Java plug-in support to Chromium.

Edge versions below 141 or managed computers

  1. Open Edge and enter edge://settings/defaultBrowser in the address bar.
  2. Under Internet Explorer compatibility, set Allow sites to be reloaded in Internet Explorer mode to Allow.
  3. Restart Edge completely.
  4. Open the legacy Java website.
  5. Select the Settings and more (…) button in the upper-right corner.
  6. Select Reload in Internet Explorer mode.

After the page reloads, look for the IE-mode indicator near the left side of the address bar. An old-looking website does not prove that it is running in IE mode.

Edge version 141 or later on a non-Enterprise computer

For non-Enterprise devices using Edge 141 or later, add the site to the IE mode pages list:

  1. Select Settings and more (…), then Settings.
  2. Select Default browser.
  3. Under Internet Explorer compatibility, add the website to the Internet Explorer mode pages list.
  4. Reload the website.

Older instructions that say to select More tools > Reload in Internet Explorer mode may not match the menus in your Edge version.

2. Install the Java runtime required by the applet

IE mode provides the browser compatibility layer; it does not install Java. Oracle identifies Java 8 as the relevant version for Java plug-in use in IE mode. Install the Windows Java Runtime Environment (JRE); a JDK is not required just to run an applet.

Choose the Java architecture required by the legacy application and IE-mode environment, rather than assuming that 64-bit Windows requires 64-bit Java. Oracle states that a 32-bit browser requires a 32-bit JRE and a 64-bit browser requires a 64-bit JRE. Follow the application vendor’s documentation if it specifies an architecture.

To check whether Windows can find Java, open Command Prompt and run:

java -version

A version number indicates that a Java runtime is available on the command path. javac -version is not needed unless you are compiling Java source code.

3. Restart Edge after installing Java

Close every Edge window after installing Java or changing Java Control Panel settings. Then reopen Edge and reload the website in IE mode.

The browser plug-in is registered when the browser starts. A tab that was open during installation can continue reporting that Java is unavailable until Edge has been fully restarted.

4. Enable Java applets in Internet Options

If the site displays a message such as “The page you are viewing uses Java”, Java may be installed but disabled in the Internet Explorer security settings used by IE mode.

  1. Search Windows for Internet Options and open it.
  2. Select the Security tab.
  3. Select Custom level….
  4. Scroll to Scripting of Java applets.
  5. Select Enable.
  6. Select OK, then OK again.
  7. Close and restart Edge, then open the site in IE mode again.

This is an Internet Options setting, not an Edge plug-in or extension setting.

5. Add a trusted site to Java’s Exception Site List

Java 8 can block an applet because it is unsigned, self-signed, expired, missing required manifest attributes, or using a certificate Java cannot validate. For a trusted legacy application, add its exact address to Java’s Exception Site List:

  1. Search Windows for Configure Java and open it.
  2. Select the Security tab.
  3. Select Edit Site List….
  4. Select Add.
  5. Enter the complete site address, including http:// or https://.
  6. Select OK, then select Continue on the warning.
  7. Restart Edge and reload the page in IE mode.

For example, enter https://legacy.example.com. The protocol and domain are required. Include a port if the application uses a non-default port, such as https://legacy.example.com:8443. Wildcards are not supported. If the page and the server hosting the applet use different domains, both addresses may need entries.

Security warning: Add only a site you trust. An Exception Site List entry reduces Java’s protection for applications hosted at that location. Do not lower Java’s global security level or add an unrelated domain just to bypass a warning.

6. Check why IE mode is failing

Open edge://compat/iediagnostic to check IE integration, the IE-mode API version, registry checks, applied policies, and Enterprise Mode Site List problems.

For Internet Explorer developer tools associated with an IE-mode tab:

  1. Open the Java page in IE mode.
  2. Press Windows key + R.
  3. Enter %systemroot%\system32\f12\IEChooser.exe.
  4. Select OK.
  5. Select the entry corresponding to the IE-mode tab.

Edge’s regular Chromium DevTools do not provide the same diagnostic view for IE-mode content.

Common Java and Edge errors

What you see Likely cause What to do
Edge says Java is not installed The page is running in normal Chromium mode. Add it to the IE mode pages list or use the IE-mode reload procedure for your Edge version.
The page says it uses Java, but nothing starts The page is not in IE mode, Java is disabled, the wrong JRE architecture is installed, Edge was not restarted, or the applet URL is not in the Exception Site List. Confirm the IE-mode indicator, enable Scripting of Java applets, check the required JRE architecture and site-list entries, and restart Edge.
Application Blocked by Security Settings The applet’s signature, certificate, manifest, or security policy fails Java 8 validation. Add the exact trusted application URL to the Exception Site List, then ask the application owner to update the applet.
Windows has blocked this software because it cannot verify the publisher The page is attempting to load an unverified ActiveX control or IE add-on. Use an administrator-approved and properly signed control. Do not bypass the warning casually.
IE mode works until a redirect or pop-up The destination or child window is not covered by the IE-mode configuration. Add the redirected or pop-up destination to the local IE-mode list or the organization’s Enterprise Mode Site List.
IE mode is unavailable during troubleshooting Edge was launched with a remote-debugging command-line option. Close Edge and restart it normally, without remote debugging.

When the IE-mode option is missing or disabled

On a work or school computer, the IE-mode setting may be greyed out by policy. The reload command is available only when the organization allows unconfigured sites to be reloaded in IE mode or supplies the site through an Enterprise Mode Site List.

Ask the administrator to check these policies:

  • Configure Internet Explorer integration
  • InternetExplorerIntegrationReloadInIEModeAllowed
  • The organization’s Enterprise Mode Site List

The Group Policy path for the main integration policy is:

Computer Configuration > Administrative Templates > Microsoft Edge > Configure Internet Explorer integration

The administrator should enable the policy and select Internet Explorer mode.

When IE mode itself will not open

Microsoft lists several possible causes:

  • Required Windows updates are missing.
  • Edge was installed at the user level rather than system-wide.
  • Internet Explorer 11 has been disabled in Windows Features.
  • The Edge installation lacks the required administrator privileges.

For a system-level Edge installation, Microsoft documents the installer syntax installer.exe –system-level.

Do not install the old standalone Internet Explorer desktop application. Internet Explorer desktop support ended on June 15, 2022; Edge IE mode is the supported compatibility option.

If the Java Exception Site List cannot be edited

A greyed-out Add button in Java Control Panel can result from roaming-profile settings, a lack of write permission, or an administrator-managed Java configuration. The per-user security directory is generally:

C:\Users\<username>\AppData\LocalLow\Sun\Java\Deployment\security

Do not manually weaken Java deployment files. Contact your administrator or the application vendor if the Java configuration is managed or the folder is not writable.

When there is no browser-side fix

If the site still fails after you have:

  1. Loaded it in IE mode.
  2. Installed the required Java 8 JRE architecture.
  3. Enabled Scripting of Java applets.
  4. Restarted Edge.
  5. Added the trusted application URL to the Exception Site List when needed.
  6. Checked edge://compat/iediagnostic.

The applet may rely on obsolete signing algorithms, unsupported browser behavior, a missing ActiveX control, a server-side certificate problem, or a Java plug-in version no longer supplied by Java 8. In that situation, the application owner must repair or replace the applet. The durable solution is a modern, plug-in-free web application.

Can normal Microsoft Edge run Java applets?

No. Standard Chromium-based Edge does not support the Java browser plug-in. Use Edge IE mode for a legacy applet.

Do I need the JDK to run a Java applet?

No. A Java Runtime Environment, or JRE, is the relevant component for running an applet. The JDK and its javac compiler are not required.

Why does Java still fail after I installed it?

The site may still be running in normal Edge mode, Java applets may be disabled in Internet Options, the wrong JRE architecture or site-list entry may be in use, or Edge may not have been restarted.

Is it safe to add a website to Java’s Exception Site List?

Only add an application you trust and only add its exact URL. The exception reduces Java’s security protection for applications hosted at that location.

Can I reinstall Internet Explorer on Windows 11?

The standalone Internet Explorer desktop application is no longer supported. Use Edge IE mode instead.

The Bottom Line

Java applets do not work in ordinary Edge on Windows 11. Add the legacy site to Edge’s IE mode configuration, install the required Java 8 Windows JRE, enable Java applets in Internet Options, and restart Edge. If the application still fails, its outdated security, ActiveX dependency, or server configuration may require a fix from the application owner.
