If only Acrobat fails, repair the viewer; if several trusted viewers fail and the file appears incomplete, obtain a new copy or recreate it from the original source.
The message “There was an error opening this document. The file cannot be accessed by the system” is not a diagnosis by itself. The failure may be in the link or download, storage permissions, the PDF application, a security setting, or the PDF data.
First, identify which layer is failing
Test the same file in a controlled order instead of repeatedly double-clicking it. The result of each test narrows the cause.

A different viewer opening the file is useful evidence about compatibility, but it does not prove that forms, signatures, links, accessibility information, or other PDF features are intact.

Use a fresh, complete local copy

Save the link instead of opening it in the browser
In Chrome, Edge, or Firefox, right-click the PDF link and choose Save Link As. In Safari, use Download Linked File (or the equivalent download command shown by your version). Select a local folder such as Documents, wait for the download to finish, and then open that saved file.

Do not assume a partial download is a valid PDF
Check that the browser reports the transfer as complete and that the file can be copied to another local folder. If the download repeatedly stops or produces a zero-byte or unusually small file, use the source link again or ask the sender to provide a new copy.

Move cloud and network files offline
For Dropbox, OneDrive, SharePoint, a NAS, or another network location, confirm that the sync client is running and that the file is marked available locally. Copy it to a local folder and test that copy. A file that has not finished syncing can look like a corrupt PDF even though the underlying document is fine.

Check permissions without weakening security
Make sure your account can read the file and that it is not locked by a disconnected network path. If a managed computer blocks access, contact the administrator or document owner rather than changing system security controls at random.

Repair the PDF viewer
Set the intended default PDF application
If double-clicking the file launches an unwanted or broken application, set Acrobat or Reader as the default PDF app in Windows or macOS, then open the file from inside that application. Testing another trusted reader is a diagnostic step; keep Acrobat available if the document uses forms, signatures, accessibility tags, or features that another reader may interpret differently.
Update Acrobat or Reader
In Acrobat or Reader, choose Help > Check For Updates. Install the update, restart the application, and retry the local copy. Updating addresses viewer-side defects and compatibility problems without changing the original file.

Repair the installation on Windows
When Acrobat or Reader itself appears damaged, use Help > Repair Installation on Windows. Allow the repair to complete, restart the computer if requested, and test the same local PDF. This changes the application and its dependent resources, not the document contents.
Handle “Access Denied” and suspicious files carefully
“Access Denied” is a different branch from the generic opening message. First verify that the file came from a trusted sender or site and that your account has permission to read it. Adobe identifies Protected Mode as a security feature that can block some files, particularly those from external locations.
Do not disable Protected Mode as a universal fix. Only consider a temporary, controlled test when the exact symptom is an access denial, the document is trusted, and you understand the security risk; restore the protection afterward. If the PDF or download looks suspicious, stop and confirm it with the sender or download site instead of bypassing safeguards.

Recover a damaged or incomplete PDF
Prefer the source, backup, or previous version
If the same file fails in multiple viewers after you have confirmed a complete local download, treat the PDF data as incomplete or damaged. Check version history, backups, email attachments, and the original Word, design, spreadsheet, or publishing file. Re-exporting from that source is usually more reliable than trying to edit a damaged PDF.
Know the repair limit
Adobe states that when a PDF is corrupt or damaged and will not open, it cannot be directly repaired through its documented workflow. Recovery then means obtaining an intact copy or recreating the PDF. If the file opens partially, extract whatever information is available, but expect to reformat the recovered material and lose some original features.
Use browser printing only as a last resort
One Adobe Community report describes opening a rejected PDF in a browser and printing it to a new PDF. The poster said a roughly 8 MB, 40-page file became about 100 MB and appeared to lose OCR or selectable text. Those are anecdotal results, not a general benchmark. Browser printing can preserve a visible page image, but it may discard searchable text, links, forms, signatures, accessibility data, metadata, and reasonable file size. Keep the original and use this only when visual preservation matters more than document fidelity.

Protect privacy while recovering documents
- Keep confidential PDFs on trusted local storage while diagnosing them.
- Preserve the original file before attempting extraction, conversion, or printing.
- Prefer a sender-provided replacement or a source-file export over an unknown online “repair” service.
- Record the exact message, operating system, Acrobat or Reader version, file origin, storage location, and whether another viewer opens it before escalating to IT or the sender.

Why can a PDF display in a browser but fail in Acrobat?
Browsers and desktop readers may use different PDF engines and security policies. A browser preview can show enough page content to look successful while forms, signatures, links, or other features still require a full desktop reader. Save the file and test the completed local copy before drawing conclusions.
Should I upload a failed PDF to an online repair service?
Only consider that route for non-sensitive material and after checking for a source file or backup. Uploading a confidential document transfers its contents to another service; a sender-provided replacement or local recreation is the safer recovery path.
What information will an IT administrator or sender need?
Provide the exact complete error wording, your operating system, Acrobat or Reader version, where the file came from, where it is stored, and whether the same file opens in another trusted viewer. Those details distinguish transfer, storage, viewer, security, and document-data failures.
