If your new iPhone 18 Pro will not finish setup, first check your internet connection and Apple Account details, then identify whether the problem is data transfer, eSIM activation, or Apple’s activation service. The steps below follow Apple’s general iPhone guidance; exact SIM hardware and carrier support can vary by country and carrier.
Before you start: prepare the old iPhone and the new one
Connect to reliable Wi-Fi, or use a computer if you cannot complete setup over the internet. Have your Wi-Fi password and Apple Account credentials ready, and keep the old phone nearby if you are transferring data or cellular service.
Before migrating, check the old iPhone for an available iOS update and make an iCloud backup. Do not erase or trade in the old phone until you have checked that your data is on the new phone and its cellular service works. Quick Start is missing or the transfer is taking a long time
If the Quick Start prompt does not appear
- On the old iPhone or iPad, connect to Wi-Fi and turn on Bluetooth.
- Turn on the new iPhone and place it near the old device.
- If the setup prompt appeared and then disappeared, restart both devices and try again. Apple Support’s “Use Quick Start to transfer data to a new iPhone or iPad” document, published July 20, 2026, says: “If the prompt to set up your new device disappears from your current device, restart both devices.” See [Apple’s Quick Start instructions](https://support.apple.com/en-us/102659).
If the transfer stalls or seems slow
For a direct transfer, keep the phones near one another and connected to power until it finishes. The time varies with the amount of data and network conditions. If you choose to download from iCloud instead, apps and data continue downloading in the background.

Quick Start cannot transfer data from a current device when the new iPhone is enrolled in Apple School Manager or Apple Business. If this is a managed device, ask the organization’s administrator which setup route to use.
If you are moving from Android
Use Apple’s Move to iOS route during initial iPhone setup. If you already completed setup, Apple says you must erase the iPhone and start again to use Move to iOS, or move content manually. Erasing removes data on the new iPhone, so first make sure anything already added there is backed up or otherwise safe to lose. eSIM will not transfer or activate
Choose an eSIM route your carrier supports
Apple lists several ways to add a cellular plan: eSIM Quick Transfer from a nearby iPhone, carrier activation, a QR code, a carrier link or app, manual details, or carrier-assisted transfer from a non-Apple phone. These are not all available with every carrier. In particular, eSIM Quick Transfer requires carrier support.
For the Quick Transfer prerequisites Apple lists, both iPhones must be signed in to the same Apple Account, the old iPhone must be unlocked, both devices must be nearby with Bluetooth on, and both must run iOS 18.4 or later. You can activate an eSIM during iPhone setup or afterward. If you skipped the cellular step, open Settings and choose the option to add or transfer a cellular plan. Depending on region and iOS version, related menus may say “Cellular,” “Mobile Service,” or “Mobile Data.” See [Apple’s eSIM setup instructions](https://support.apple.com/en-us/118669).

Work through Apple’s basic eSIM checks
- Confirm the iPhone has Wi-Fi or a personal hotspot connection, the cellular plan is active, and your carrier supports eSIM for the plan and device.
- Install the latest iOS version available to the iPhone.
- Turn Airplane Mode on, wait briefly, then turn it off.
- In Settings, inspect the cellular line. If it appears, switch the line off and back on.
- Restart the iPhone.
- Open Settings > General > About and check whether a carrier-settings update is offered.
If these steps do not work, contact the carrier. Have the exact on-screen error, phone number, carrier account credentials or PIN, and the iPhone’s IMEI or EID ready. The carrier may need to finish activation or issue a QR code. Do not repeatedly delete or replace an eSIM unless the carrier instructs you to; Apple’s [eSIM troubleshooting guidance](https://support.apple.com/en-gb/102478) does not list that as an initial fix.
If an alert says a physical SIM or eSIM is not supported or compatible, ask the carrier to confirm plan and device eligibility. Apple’s general guidance does not establish the SIM configuration for every iPhone 18 Pro sold in every country, so do not assume the alert can be resolved by changing an iPhone setting.

Activation server unavailable, activation loop, or SIM not supported
When activation cannot reach Apple
- Check Apple’s System Status page for iOS Device Activation. If its indicator is not green, wait and try again later.
- Restart the iPhone and connect to reliable Wi-Fi rather than relying on mobile data.
- If the message says the activation server is temporarily unavailable or cannot be reached, wait a few minutes and retry.
- If activation still fails, connect the iPhone to a computer with internet access using a cable compatible with that iPhone and computer. Use a Mac with current macOS, or a computer with current iTunes, and follow the on-screen activation steps.
If the computer shows “Set up as New” or “Restore from Backup,” Apple says the iPhone is activated. The computer route and status indicators are described in [Apple’s activation troubleshooting guide](https://support.apple.com/en-ie/109326).

When the message points to the account or carrier
- “SIM not supported” or an invalid SIM/eSIM alert: Contact the carrier to check whether the plan and device are eligible and whether activation needs to be completed on its side.
- An Apple Account password is requested during activation: Activation Lock may be enabled. The Apple Account associated with Find My may be required; if the phone belonged to someone else, ask its previous owner to remove the device from their account.
