Chromium NSS error -8023 is SEC_ERROR_PKCS11_DEVICE_ERROR. NSS reports that a PKCS #11 module returned CKR_DEVICE_ERROR, meaning a problem was reported by a token or slot. The number identifies an error class, not a particular damaged file. Fixing it requires checking the Chromium build, NSS libraries and modules, packaging, and any recent operating-system, container, or serverless-runtime change.
What error -8023 actually means
The NSS error reference maps -8023 to SEC_ERROR_PKCS11_DEVICE_ERROR. In practical terms, a PKCS #11 security module reported CKR_DEVICE_ERROR. Chromium may print this while opening its persistent certificate database and then print a second message while trying to initialize NSS without that database.
Those two messages do not prove that the database is corrupt. They can also result from a library that cannot be loaded correctly, an unusual bundled-library layout, an embedded Chromium package, or an incompatible runtime. The same number therefore needs environment-specific diagnosis rather than a universal “delete this file” remedy.
Record the environment before changing anything
Save the complete startup log, including the line that names the persistent database path and every repeated NSS message. Then record:

- Operating-system distribution and version.
- Chromium version, executable path, and whether it came from a system package, container image, wrapper, or embedded application.
- NSS package versions and the shared libraries/modules visible to the Chromium process.
- Whether the package bundles its own NSS libraries or is intended to use system libraries.
- The last change before the failure: browser or OS update, image rebuild, copied library, deployment change, or serverless-runtime update.
- Whether the failure occurs only with a persistent profile or also with a temporary, clean profile.
This record lets a distribution or application maintainer reproduce the same library and runtime combination instead of guessing from the error number alone.
A safe diagnostic sequence
1. Confirm the exact Chromium binary
Find which executable is actually launched, rather than assuming that the system browser is being used. Check its version and package metadata using your distribution’s normal tools. For an embedded browser, inspect the wrapper or application configuration as well as the Chromium binary.
Two installations can show identical log text while loading different NSS builds. A system Chromium and a bundled Chromium inside an application must be diagnosed separately.
2. Inspect NSS library loading
Verify that the expected NSS shared libraries and PKCS #11 modules exist in the paths searched by the Chromium process. On Linux, a maintainer may ask for the executable’s dynamic-library listing and the process’s loaded-library paths; provide those from the failing environment, not from a shell with a different environment.

3. Check bundled-versus-system NSS packaging
Look for duplicate NSS libraries beside Chromium or inside an application bundle. A CasparCG discussion describes one packaging-specific case in which removing bundled NSS libraries made embedded Chromium use system libraries; later maintainers described packaging that relied on system libraries. Treat this only as a lead when your package layout matches. Do not delete or rename libraries until you know which files the application expects and have a backup or a way to reinstall the package.
A Chromium issue from 2013 also describes a custom installation with copied libmozsqlite3.so and unusual library directories. The report is historical evidence that copied libraries can matter, not a maintained repair.
4. Review recent runtime and image changes
Compare the failing deployment with the last known-good deployment. In a 2024 serverless-Chromium discussion, users associated the timing with a Node.js Lambda runtime update and discussed pinning the earlier runtime. That report does not establish what changed internally or make a rollback a general fix.
If a rollback is needed to restore service, treat it as temporary containment. The durable fix is to identify the incompatible Chromium/NSS/runtime combination, update the affected package or image, and retest on the current supported runtime.
5. Reproduce without the persistent profile
Run Chromium with a new temporary user-data directory in an isolated test. This distinguishes profile-specific behavior from process-wide NSS initialization. A clean profile can be useful evidence, but a successful launch does not prove the original database was corrupt; it may simply change which modules, permissions, or paths are exercised.

Do not begin by deleting ~/.pki/nssdb. The available reports do not establish database deletion as a general solution, and it can remove certificate or key material your applications need. Back up any profile before testing destructive changes.

Common errors during troubleshooting
“I deleted the NSS database and the error remains”
That result is consistent with -8023 being a PKCS #11 device error rather than a database diagnosis. Restore the backup if needed and inspect the libraries and modules loaded by the actual Chromium process.

Presence is not enough. A different copy may be selected first, a dependent library may be missing, permissions may block loading, or the module may be incompatible with the browser build. Capture the loader’s resolved paths and package versions for the maintainer.
“Setting a library path fixes it in one shell only”
The service, container entrypoint, GUI launcher, or serverless function may not inherit that shell variable. Put a tested path change in the deployment’s documented configuration only after confirming it selects the intended libraries; avoid global overrides that can break unrelated programs.
“Removing bundled libraries fixes an embedded build”
That can be valid for a package designed to use system NSS, but unsafe for a self-contained package. Compare the package’s documented dependency model first, preserve a rollback copy, and test certificate, proxy, and TLS behavior after the change.

“A runtime pin restores the function”
Pinning can provide short-term recovery in a serverless deployment, but it leaves the underlying compatibility question open. Record the runtime, architecture, Chromium build, and NSS files, then update the image or package to a supported combination.

What to send to a maintainer
- Complete, unedited startup log with both database and fallback messages.
- Chromium version, executable path, package source, and CPU architecture.
- Distribution, container base image, or serverless runtime version.
- NSS package versions and the resolved paths of
libnss3.soand related modules. - Whether NSS libraries are bundled, copied, mounted, or supplied by a system package.
- The last known-good deployment and every change between it and the failing one.
- A minimal reproduction that does not expose private certificates, cookies, tokens, or customer URLs.
This evidence is more actionable than reporting only “Chromium will not start.”
