If chrome.tabs.captureVisibleTab() reports a permission error, first check that the extension declares activeTab or <all_urls> and that the call runs in an extension context after a qualifying user action. For a screenshot started by a user, activeTab is usually the narrower choice: it grants temporary access to the active tab rather than requesting broad access to every site. It does not grant access to restricted pages such as chrome:// pages.
What permission does captureVisibleTab() require?
Chrome for Developers documents two permission routes for chrome.tabs.captureVisibleTab(): the extension must have either activeTab or <all_urls>. Declare the permission in the extension manifest. The separate tabs permission is not a substitute for either one, and the method does not require tabs just to capture the visible tab.
These permissions have different scopes and user expectations:

Chrome recommends minimizing permissions and using optional permissions where a feature can work that way. Choose based on the behavior the extension needs, not as a workaround for a call made from the wrong context or after temporary access has expired.

Fix the manifest and user-triggered capture flow
1. Declare activeTab
For a Manifest V3 extension whose user clicks the toolbar action to capture the current page, a minimal manifest can declare activeTab and an action:

}Do not add tabs just to make captureVisibleTab() work. The tabs permission relates to access to sensitive properties on tabs.Tab objects, such as a tab’s URL, title, and favicon; it is distinct from the temporary host access granted by activeTab.
2. Call from the extension service worker
Register the action handler in service-worker.js. This example captures the visible tab and downloads the resulting PNG through the downloads API, so it also declares the separate downloads permission. If your extension processes the data another way and does not download it, omit the download code and that permission.

Catch rejected API calls and log their error so you can distinguish a permission problem from an unsupported page, missing tab, or other runtime failure.
Why does chrome.tabs.captureVisibleTab() say permission denied?
Work through the call path in order. A valid manifest permission alone does not guarantee that every page, timing, or extension context is eligible.
The permission is missing or declared incorrectly
Check the loaded extension’s manifest for "permissions": ["activeTab"], or for "<all_urls>" only if broad host access is truly needed. Confirm that you reloaded the extension after changing its manifest. Do not rely on the tabs permission to authorize this method.
The capture happens without a qualifying user invocation
activeTab is granted in response to user invocation, such as clicking the extension action, choosing its context-menu item, using its keyboard shortcut, or selecting an omnibox suggestion. A delayed capture from an unrelated background event should not assume the temporary grant is still available. Arrange the flow so the user action initiates capture while access applies. Chrome documents that access ends when the user navigates to a different origin or closes the tab.

The API call is in a content script
The tabs API is available to extension service workers and extension pages, but not to content scripts. If page-side code or a content script starts the workflow, send a message to the service worker or extension page and make the chrome.tabs.captureVisibleTab() call there.

});This illustrates the context boundary, not a complete message-response design. In a real extension, validate the message and sender, handle a missing window ID, and return or store the image data in the way your application requires.
The target is a restricted page or file URL
Do not assume an extension can capture every browser surface. Chrome’s activeTab guide says access is not granted to restricted pages such as chrome:// pages. Although the tabs API reference describes special capture cases involving chrome: pages, other extensions’ pages, and data: URLs, that does not override the restriction on browser-internal pages. Treat chrome:// pages as unavailable rather than promising support.
For a file: URL, the user must separately enable file access for the extension in its details in Chrome. The extension cannot silently grant itself that access. Ask the user to enable file access only if capturing local files is a real feature requirement.

The capture is too frequent
Chrome documents a maximum of MAX_CAPTURE_VISIBLE_TAB_CALLS_PER_SECOND with a value of 2 (documented for Chrome 92 and later). Capture is an expensive operation, so do not run tight loops or launch multiple captures per second. Queue work and pace calls to stay within the documented ceiling.
Do I need tabs or activeTab?
For this capture method, use activeTab for a user-triggered screenshot of the current tab, or use <all_urls> only if the extension needs the broader scope. Add tabs only if the extension also needs the sensitive tab fields covered by that permission. These permissions serve different purposes; requesting all of them by default makes the extension broader than the capture flow requires.
Troubleshooting checklist
- Error indicates missing host permission: verify the manifest includes
activeTabor the required broad host permission, then reload the extension. - It works on a toolbar click but fails in automation: check whether the automated path actually invokes the extension in a way that grants
activeTab; a later background task may run after temporary access ends. - The call originates in page code: move the API call to the service worker or an extension page and message that context from the content script.
- The target is a browser settings or internal page: treat restricted
chrome://pages as unsupported; do not try to work around Chrome’s restriction by adding unrelated permissions. - The target is a local file: ask the user to enable the extension’s file access setting in Chrome, then retry.
- Captures intermittently fail in a loop: keep calls at or below Chrome’s documented two-per-second limit and serialize capture work.
- The screenshot succeeds but saving fails: distinguish capture from download. If using the example’s download step, declare
downloadsas well asactiveTab; inspect the download error separately.
If the failure does not match these cases, capture the exact rejected error and identify the page URL scheme, triggering event, extension context, and time between the user action and capture. The permission rules explain common authorization failures, but do not by themselves diagnose unrelated rendering or load failures.
