If you can edit the webpage, inspect its print layout and use CSS break controls selectively before creating the PDF again. If you only have the finished PDF, there is no universal repair sequence established here: the right diagnosis depends on the source page, the browser or conversion engine, and the PDF itself.
First identify where you can make the change
A PDF saved from a long webpage may reflect print-specific CSS, the settings used to create it, or how its renderer handled page breaks. Start by determining whether you can edit the original page or its print stylesheet, and whether you can regenerate the PDF. If you only have the PDF, keep a copy of the original and note which pages or elements break incorrectly; a reliable repair cannot be prescribed without examining that file and knowing how it was made.
- You control the webpage: inspect and adjust its print styles, then regenerate and review the PDF in the intended renderer.
- You can regenerate but cannot edit the page: review the available print preview, page size, and margins. The available evidence does not establish one browser or conversion product as the best choice.
- You have only the PDF: this guidance does not establish a universal PDF-editor procedure. Diagnosis depends on the actual file and how it was produced.
Inspect the page as it will print
A page’s screen layout and its print layout can differ. Check the print preview rather than assuming the screen view predicts the PDF. MDN documents @media print for print-specific styles and @page for printed-page rules. Review the page size and margins in the output settings as well as the page’s own print rules.

Use break-inside selectively in the print stylesheet
For a box that should not be split internally, use break-inside: avoid. MDN describes break-inside as controlling page, column, or region breaks inside a generated box. For new styles, use this property rather than the older page-break-inside name, which remains a compatibility alias.

</figure>Do not apply the rule indiscriminately to every element. A large element can force awkward blank space if the renderer moves the whole box to the next page, and an element taller than the printable area cannot stay intact on one page while preserving all its content.

Understand what break avoidance can and cannot do
break-inside: avoid expresses a preference for avoiding a break inside the selected box; it does not guarantee that every browser or conversion engine will produce identical pagination. The rule applies to the box that receives it, not automatically to all of its descendants or neighboring elements. If the content is too tall for a page, it must continue across pages to preserve the content. W3C print-profile guidance addresses continuation across pages, while CSS 2.2 leaves user agents room to choose among allowed break points: W3C CSS Print Profile and CSS 2.2 paged media.

Regenerate and check the exact output
- Make one targeted print-style change, such as applying
break-inside: avoidto a figure-and-caption wrapper. - Open print preview or regenerate the PDF using the browser or conversion engine that will produce the final archive.
- Check the affected pages, including the page before and after each changed break. Confirm that no content disappeared and that headings, figures, and captions remain in a readable order.
- If a block leaves excessive whitespace or still splits, reconsider the selected box and its size. Adjusting the print layout may be more appropriate than trying to force an oversized block onto one page.
Standards describe the controls and intended behavior, but they do not establish identical results across browsers, versions, or conversion engines. A report that page breaks “gradually start moving down a document” is one user’s anecdote, not proof that progressive drift always has the same cause.
Troubleshoot by symptom
- A figure separates from its caption: wrap them in one suitable container and apply the print rule to that container. Check the result in the target renderer.
- A heading is stranded at the bottom of a page: inspect the heading’s print styles and the following content. The evidence here does not establish a universal heading-specific fix; test any adjustment in the output renderer.
- A large section moves wholesale and leaves a gap: the selected box may be too large to fit in the remaining printable space. Narrow the rule to a smaller related unit, or allow the large section to flow across pages.
- The break still occurs inside the selected element: verify that the rule is applied to the box you mean to keep together, then check the regenerated result. Renderer behavior can vary, and the rule is not a guarantee.
- Breaks drift across successive pages: do not assume one cause based on the pattern alone. Compare the print stylesheet, output settings, source content, and the renderer that created the PDF.

Does break-inside: avoid stop every PDF page break?
No. It is a break-avoidance rule for the selected box, not a guarantee across renderers; content taller than a printable page still has to flow across pages.
Can I repair page breaks if I only have the PDF?
There is no universal PDF-only repair sequence established here. The useful next step depends on the file and how the PDF was created.
