If Android says an app is a device administrator, first deactivate its administrator access, then uninstall it through Settings or Google Play. Search Settings for device admin apps or device administrators to find the control; its location and label vary by phone. If the control is unavailable, the app may be enforced by a work, school, or device-management policy.
Why Android says an app is a device administrator
Device-admin access is a separate permission from installing an app. Android requires the app to be unregistered as an administrator before it can be removed. Android Developers put it plainly: “To uninstall an existing device admin app, users need to first unregister the app as an administrator.” Android Developers: Device administration.
For an app you installed and control, that usually means turning off its administrator role in Settings and then using the usual uninstall option. If an organization manages the phone, work profile, or app, policy may block that step.
Deactivate device-admin access, then uninstall
- Check the uninstall message. Try Settings > Apps > the app, or find it in Google Play. Note whether Android says it is a device administrator, whether a deactivation control appears, or whether it says the app is managed by an organization.
- Find the administrator list. Open Settings and search for device admin apps or device administrators. If search does not find it, look under Security, Privacy, or Other security settings. Menu names and locations vary by Android version and manufacturer.
- Turn off the app’s administrator role. Select the app in the list and tap Deactivate, Turn off, or the equivalent option. This unregisters it as an administrator; it does not uninstall the app.
- Uninstall the app normally. Return to Settings > Apps, select the app, and choose Uninstall. Alternatively, Google’s documented Play Store route is Google Play Store > Profile > Manage apps & devices > Manage, select the app, then tap Uninstall (Google Play Help: Uninstall or disable apps on Android).
If you cannot deactivate or uninstall the app
Deactivate is disabled or missing
Look for signs the phone or app is managed: a work-profile briefcase icon, wording such as “managed by your organization,” or a work or school enrollment. An employer or school may have installed the app under an administration policy. Google says users may see a message that they cannot uninstall an app installed that way (Google Android Enterprise Help).

Contact the organization’s IT administrator and ask them to remove the app policy or, if appropriate, unenroll the work profile or device. A regular user cannot use another app to remove the administrator role: Android’s removeActiveAdmin API is restricted to the application that owns the administrator component (Android DevicePolicyManager API reference).
You see only “Uninstall updates”
If the app’s menu offers Uninstall updates but not Uninstall, Android does not expose permanent removal to you. Google states that an app in this situation “can’t be permanently removed from your device” (Google Android Enterprise Help). Removing updates is not the same as removing the app.

The phone uses newer enterprise management
Some older instructions refer to the legacy device-administrator system. Microsoft’s Android Enterprise documentation says this legacy management is deprecated on Google Mobile Services (GMS) devices; current managed phones may instead use Android Enterprise work-profile or fully managed-device controls (Microsoft Learn: Android Enterprise enrollment). If the phone is enrolled by an organization, follow its IT support process rather than trying to bypass the policy.
