If the “Turn Windows features on or off” window is blank or stuck on “Please wait…,” start with Windows Update, then run Microsoft’s general system-repair sequence: DISM followed by System File Checker (SFC). Restart and check the list again. These steps can repair damaged Windows components, but Microsoft does not document them as a guaranteed fix for this exact blank-dialog symptom.

1. Install pending updates and restart

First, install any pending Windows updates and restart the PC if prompted. Microsoft recommends checking for updates as part of troubleshooting Windows Update problems; its guidance is available in Troubleshoot problems updating Windows. After the restart, open the Windows Features dialog again. If the list is still blank, continue with the repair commands below.

2. Repair Windows system files with DISM and SFC

Run both commands in an elevated Command Prompt. Microsoft’s general repair guidance puts DISM first because it can supply files needed to repair corrupted system files; SFC then scans protected system files and replaces damaged files with cached copies.

  1. Open Start, type Command Prompt, right-click the result, and select Run as administrator. Approve the User Account Control prompt if it appears.

  2. Enter DISM.exe /Online /Cleanup-image /Restorehealth and press Enter. Leave the window open while DISM runs; it may take some time to complete.

  3. When DISM finishes, enter sfc /scannow and press Enter. Keep the window open until verification reaches 100%.

  4. Restart if Windows reports that repairs or updates require it, then open Turn Windows features on or off and see whether the list appears.

Read the SFC result before moving on

SFC can report that it found no integrity violations, repaired corrupted files, or found files it could not repair. Do not treat an unrepaired-files result as a successful repair. Microsoft advises reviewing the CBS log when SFC cannot repair files; use the applicable Microsoft guidance to interpret the result and decide on the next repair step.

3. If DISM cannot find repair files

DISM normally obtains repair content through Windows Update. If Windows Update cannot provide it, Microsoft documents using a running Windows installation or a Windows side-by-side folder available on a network share or removable media as an alternate source. This is an advanced fallback: the source path must point to valid Windows repair files appropriate for the image being repaired.

Microsoft’s example is:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Replace C:RepairSourceWindows with the actual path to your valid source. Do not copy the example path literally unless that folder exists and contains suitable files. Microsoft’s explanation is in Use the System File Checker tool to repair missing or corrupted system files.

4. Enable or inspect a feature from the command line

If you need a particular optional feature and know its exact feature name, Microsoft Learn documents querying and managing Windows features with DISM. This can help you manage that feature without relying on the graphical checklist; it does not establish that the command will repair the blank dialog itself.

  1. Open Command Prompt as administrator.

  2. Check the feature’s state with DISM /Online /Get-FeatureInfo /FeatureName:<FeatureName>, replacing <FeatureName> with the exact supported name. Microsoft’s example query uses TFTP; do not assume that name applies to another feature.

  3. Use the enable or disable syntax in Microsoft’s Enable or Disable Windows Features Using DISM documentation, with the correct feature name and desired action.

Microsoft Learn notes a relevant difference between Windows client and Server installations: beginning with Windows 10, feature payloads are not removed from Windows client editions to support Push-button reset, while payloads are removed from Windows Server installations. Do not assume a Server feature-payload condition applies to a Windows 10 or 11 PC.

5. Treat the Windows Server registry fix as a narrow exception

Microsoft documents a registry-value remedy for error 0x800f0805 when Server Manager and DISM cannot list available features on Windows Server. The procedure concerns a missing Microsoft-Windows-Foundation-Package... value under HKLMSOFTWAREMicrosoftWindowsCurrentVersionComponentBasedServicingPackageIndexSystem, with the value created for the relevant image version.

That remedy is scoped to the stated Windows Server failure. It is not evidence for editing that registry key to fix a blank Control Panel list on Windows 10 or 11. 6. If the list is still blank

A blank list by itself does not identify one root cause, and Microsoft’s reviewed guidance does not directly diagnose this exact dialog symptom. Before considering a more specific fix, collect the information that distinguishes a Windows client issue from a Server or managed-device problem:

Use those details with the Microsoft guidance for the specific error or Windows version rather than applying an unrelated registry edit or assuming the component repair succeeded.
