For a U.S. seller receiving a domestic PayPal Checkout or Guest Checkout payment in U.S. dollars, PayPal lists a fee of 3.49% of the transaction plus $0.49. That is one common rate, not a universal Goods and Services fee: the rate and fixed charge depend on how the customer pays, whether the transaction is international, and the currency received.

What is the standard PayPal Goods and Services fee?

PayPal classifies payments for buying or selling goods or services as commercial transactions. Its U.S. merchant fee schedule, last updated October 1, 2026, lists domestic PayPal Checkout and Guest Checkout at 3.49% plus a fixed fee. For a payment received in U.S. dollars, the standard commercial fixed fee is $0.49. Check PayPal’s U.S. merchant fee schedule for the current rates and account details.

For example, applying that published rate to a hypothetical $100 USD domestic Checkout payment gives a $3.49 percentage fee plus $0.49, or $3.98 total. This is an illustration of the schedule, not a guarantee of the net amount for every account or transaction.

Rates vary by payment method

PayPal lists different domestic commercial rates for different payment routes. The table shows the U.S. rates in the schedule updated October 1, 2026. “Fixed fee” means the fee for the currency received; the standard commercial USD fee is $0.49, while QR transactions use a separate fixed-fee table.

For U.S. dollar QR transactions, PayPal’s separate QR fixed fee is $0.09. Do not substitute the standard $0.49 commercial fixed fee for that QR amount. The schedule may also distinguish rates by the specific product or payment flow, so confirm the route used rather than choosing a rate based only on the fact that the payment is for goods or services.

Invoice payments have their own rates

If you send a PayPal invoice, use the invoice-specific table rather than assuming the standard Checkout rate applies. PayPal’s U.S. schedule lists these domestic invoice rates:

How international payments affect the fee

PayPal defines an international transaction by the sender’s and receiver’s registered or identified markets: they are residents of different markets. For U.S. commercial transactions received internationally, the schedule adds 1.50% to the applicable domestic commercial fee. The payment route still matters, and PayPal notes that some markets may be grouped together for international-rate calculations.

Goods and Services is not Friends and Family

Goods and Services payments are commercial transactions: they involve buying or selling goods or services, or another commercial activity. PayPal separately describes a personal transaction as money sent using the Friends and Family flow without an underlying purchase, donation, or other commercial transaction. These are distinct categories with separate fee schedules, so a Friends and Family fee does not tell you what a Goods and Services payment costs. How to find the fee for your payment

  1. Identify the payment route. Check whether the customer paid through Checkout, an invoice, QR code, card, Pay Later, or another listed method.
  2. Check whether the transaction is domestic or international. PayPal’s definition uses the markets where the sender and receiver are registered or identified as residents.
  3. Use the matching rate and fixed-fee table. The fixed amount depends on the received currency, and QR payments have a separate fixed-fee table.
  4. Verify the current schedule. PayPal’s U.S. merchant fee page can change; confirm its current terms before calculating a real payment. Rates outside the United States may differ.
