A directory or map can point you toward evidence, but a blank listing does not prove there are no cameras—and a contract alone may not show that a system is currently active.
Search the police or sheriff’s website first
Search the city and county names alongside terms such as “Flock Safety,” “Flock transparency portal,” “ALPR,” “automatic license plate reader,” and “LPR.” Check police and sheriff pages for a transparency portal, camera map, policy, or program page. A local agency may use the term ALPR even when a vendor name is not prominent.
Tukwila, Washington, is one example of an agency page that brings together its police transparency portal, ALPR location map, policy, and council materials: City of Tukwila ALPR information.
Confirm the status in official records
If the agency site is inconclusive, search city and county council agendas, minutes, staff reports, budgets, purchase orders, contracts, amendments, and renewal or termination votes. Search for both “Flock Safety” and “Flock Group,” as well as ALPR-related terms. These records can surface a proposal or purchase even when no public map is available.

For example, a May 7, 2026 Berkeley council packet describes the city’s existing 52-camera Flock Safety ALPR network and includes contract and policy material: Berkeley City Council packet, May 7, 2026. That is a Berkeley-specific figure, not a national estimate.
Read records for the deployment’s current state. A vote or signed contract can establish authorization or purchase, but may not establish that every device was installed or remains active. Look for the newest dated agency statement or record and distinguish a proposed, installed, active, suspended, expired, or removed system.

Use directories and maps as leads, not proof
Third-party directories can help locate official materials, but their listings have limits. Flock Transparency offers a jurisdiction search and distinguishes a verified portal link from a case where it found no verified report. “No verified report” describes the directory’s results; it does not establish that the jurisdiction has no cameras.
Flock Clocker says its map points users to procurement and government documents and notes that records may not yet exist for some areas it covers. Flock Truth offers guidance on locating agency portals and municipal records. Community-submitted maps can also have uneven coverage; Tom’s Guide’s coverage cautions that map coverage depends on local volunteer activity. Treat map markers as clues to verify against agency or government records. A camera sighting by itself does not establish that the device is made by Flock.

Identify which agency operates the system
“My city” may not be the agency that owns or administers a camera network. A county sheriff or another nearby agency may operate equipment within or near city limits. Check both city and county records, and confirm the operator for each deployment rather than assuming that a city map tells the whole story.
Compare sources by authority, recency, geography, and scope. An agency record or council document is generally stronger evidence than a third-party compilation; a newer record may supersede an older one; and the record should identify whether it covers the city, county, or another jurisdiction. A source that gives only a count may not explain locations, current status, or policy.

Ask for records when the answer is still unclear
Contact the police department’s records unit or the municipal clerk. If the sheriff may operate the system, contact the sheriff’s records officer as well. Follow the public-records process and terminology for your jurisdiction; disclosure rules and exemptions vary.
A focused request can ask for:
- Current and prior Flock Safety or Flock Group agreements, including amendments.
- ALPR policies and any public audit or transparency reports.
- The current camera count and locations, to the extent those records are disclosable.
- Contract start and end dates, renewal terms, and any termination or suspension records.
- Data-retention periods, access and query permissions, and interagency-sharing settings.
A partial response or denial does not, on its own, establish that the jurisdiction has no cameras. Consider asking the agency to identify the record or exemption it relied on, subject to local procedures.

A count does not describe how a system is governed. Read the local policy and current agreement for retention periods, who may access or query data, sharing with other agencies, audit logging, complaint channels, and oversight. These conditions are local and contractual; do not assume another city’s settings apply.
