Start with your local police or sheriff’s website and search it for “ALPR,” “automated license plate reader,” “automatic license plate recognition,” or “license plate recognition system.” If the site has nothing, send a public-records request to the agency’s records custodian asking for the existing policy, contracts and related administrative records. No nationwide portal lists every agency that uses these cameras. You have to check agency by agency, and what you can get depends on your state and local law.

Know the terms before you search

Agencies don’t use one name for this technology. Official pages use ALPR (automated or automatic license plate reader), automated license plate recognition, and LPRS (license plate recognition system). Search all of them. “Flock” is also worth trying, but it is a vendor name, not a synonym for the whole category. Some agencies use other vendors, and a search for one brand won’t find them.

Step-by-step: how to check your area

1. Identify every agency that could operate cameras

Your town may be covered by a municipal police department, a county sheriff, and possibly regional or state agencies. Any of them may operate cameras or share data with the others. Search your town or county name with “police,” “sheriff,” “ALPR,” and “license plate reader,” and list each agency before you start checking.

2. Search each agency’s website

Use the site’s own search box and a web search limited to that agency. Try phrases like these:

  • [city] police ALPR
  • [county] sheriff license plate reader
  • [agency] automated license plate recognition policy
  • [agency] Flock transparency portal

Agencies often put this information on a transparency, technology or policy page, and some link out to a vendor-hosted portal.

3. Look for transparency materials

Check for any of the following:

  • a camera count, map or inventory
  • a public portal or dashboard
  • an ALPR policy
  • data-retention rules
  • information-sharing agreements
  • search or audit summaries
  • monthly or annual reports
  • community presentations
  • budget approvals and contracts

Two official examples show the range. Monterey Park, California, links a portal that it describes as covering usage, sharing, policy and search-audit information, and it also provides policy and public-records links. The police technology page in Hendersonville links to the policy, a transparency portal, monthly reports and contracts, and it answers questions about how many cameras there are and where they are.

4. Ask the records custodian if the website falls short

Use the public-records contact or online portal listed by the city, county or police department. Ask for copies of records that already exist:

  • the current ALPR policy
  • active contracts, renewals and invoices
  • purchase or lease approvals
  • a camera inventory or placement records
  • data-sharing agreements
  • aggregate use or audit reports
  • data-retention schedules

Name the agency, give a date range, and ask for electronic copies. A short request might read:

Under [your state’s public-records law], I request electronic copies of the following records held by [agency] from [start date] to the present: (1) any policy governing automated license plate readers; (2) contracts, renewals and invoices with any ALPR vendor; (3) any inventory or list of ALPR camera locations; (4) agreements to share ALPR data with other agencies; and (5) data-retention schedules and any aggregate usage or audit reports. If any record is withheld, please identify it, release any non-exempt portions, and cite the legal basis for the withholding.

Asking for the legal basis of any withholding is a useful habit. If no responsive records exist, that is itself informative, but ask the agency to say so in writing.

Routing rules differ by state. Kansas law, for example, lets requests about captured plate data or system location go to the agency that owns, leases or contracts for the ALPR system. Check where your request should go.

5. Judge what you found

  • Check dates. Alexandria, Virginia, says its posted information is updated about every 30 days and may not reflect real-time data.
  • Check scope. A page can prove a program exists while leaving out exact locations or access logs. A vendor portal may cover only that vendor and only that agency, not a neighboring department.
  • Cross-check. Compare any map or dashboard with the policy, contracts, periodic reports and the records response. If they disagree, ask the agency which is current.

What you can realistically get

Policy and administrative records are the easiest place to start, because they show whether a program exists and how it is governed. Plate-level data and active investigative records are a different matter and can run into statutory restrictions or law-enforcement exemptions. Florida law, for instance, protects specified identifying information obtained through ALPR systems. Those are state-specific examples, not nationwide rules, so check the current statute where you live.

Don’t assume you are entitled to an exact camera map, a live feed, a search log or a plate history. Whether you can get each depends on local law and the type of record. Agencies may also decline to create new records: Monterey Park notes that the California Public Records Act does not require the city to create records in response to a request or to explain them. Ask for documents that exist, not answers to questions.

Don’t confuse ALPRs with other traffic cameras

ALPRs read and log vehicle and plate information. They may be fixed roadside units, mobile units mounted on vehicles, or one part of a larger police system. A red-light or speed camera isn’t automatically an ALPR. Alexandria describes its Flock ALPRs as investigative law-enforcement tools and separates them from its automated red-light and school-zone speed cameras, which are civil traffic-enforcement tools. When you search, look for ALPR-specific policies and records, and don’t count every camera on a pole as a plate reader.

Comparing two neighboring agencies

Disclosure varies a lot from one place to the next, and none of these items is legally required everywhere. To compare agencies, ask whether each one:
