Start with your city or county police department’s website. Search the agency name with “Flock transparency portal,” “ALPR,” or “license plate reader.” If you find a portal, check what it says about cameras, policies, access, data sharing, and usage. A portal may not show exact camera locations, and some agencies do not publish one.
If the agency’s website does not answer your question, contact its public information office or records custodian. For cameras at neighborhood entrances, ask the HOA or property manager too: neighborhood systems may be installed on private or semi-private property.
Check your local police or county website first
Search for your city, county, or police department alongside one or more of these terms: “Flock transparency portal,” “ALPR,” “automated license plate reader,” or “license plate reader.” You can also search the direct question with your location, such as “Are there Flock cameras in [town]?” or “Does [city] police use Flock Safety cameras?”

An official page or response is the best starting point for what a named agency says it operates and chooses to disclose. It does not necessarily establish that every camera in the area is operated by that agency.
Ask the agency when the website is inconclusive
Contact the police department’s public information office or records custodian. Ask direct questions and, if you want documents, ask how to submit a public-records request. What is releasable and how requests work vary by jurisdiction.

- Does this agency operate Flock Safety ALPR cameras, or can its authorized users search another agency’s Flock system?
- Does the agency publish exact locations, an approximate deployment map, or only policies and usage statistics?
- Who owns or operates the camera near the location I am asking about?
- Can I request contracts, camera inventories, sharing agreements, retention policies, audit logs, or meeting approvals? What is the submission process?
- Which agencies or authorized users can access searches, and how long does local policy allow data to be retained?
A question about a specific intersection or neighborhood can help staff identify the relevant deployment, but do not assume an agency will provide precise locations. Some transparency pages omit them.
Check with the HOA or property manager for neighborhood entrances
If you are asking about a camera at a gated entrance, subdivision entrance, or other community property, contact the HOA board, neighborhood association, or property manager. Flock says neighborhood cameras are often installed on private or semi-private property, while a camera on a public street may require permission from the transportation department. Ask whether the community has a deployment, who operates it, who can access searches or footage, and what policy governs retention and sharing. Flock says customers determine who has access to neighborhood footage, so the answer depends on the local arrangement.
Treat camera maps and sightings as leads, not confirmation
Crowdsourced maps
Community-submitted maps may help identify places to ask about, but they are not authoritative inventories. Fairfax County Police warns that entries on the DeFlock map it reviewed were not independently verified and could be duplicated or misidentified. Its conclusion is specific to the map entries it sees for Fairfax County, not a universal audit of every submission everywhere. The department says: “As a result, DeFlock should not be relied upon as an authoritative source for the location or number of Flock Safety cameras operating in Fairfax County.” Read its official ALPR transparency page for that local assessment.

Audit-log lookup sites
Some sites publish records of searches by agency users when those records have been released. Have I Been Flocked says its database is incomplete, may contain redactions, and can show records months or years after the search. A plate appearing in a lookup does not prove that the vehicle passed a camera or that the system recorded it. See Have I Been Flocked.

A camera sighting can give you a specific location to ask an agency or property manager about. Appearance alone cannot establish that it is a Flock device, who operates it, or whether it is active. Do not treat a visual match as confirmation.

What Flock says its system collects—and what to verify locally
Flock’s Trust Center says its ALPR system collects images of license plates, vehicle characteristics, date and time stamps, and camera location identifiers. It says images and footage are generally deleted automatically after seven days unless local law sets a different period. These are vendor-wide descriptions, not a guarantee of the policy in a particular community; check the local agency’s policy or portal for its access and retention rules. See Flock’s Trust Center.
Flock also describes access as limited to approved users, with role-based permissions and recorded searches available for agency review. Those are the company’s statements about its controls. For a specific deployment, ask the operating agency or property owner which users can search, what the local rules require, and how oversight works.
