If someone in Pakistan is in immediate danger, call an ambulance at 1122 or 112 from a mobile phone; call police at 15 if needed. For non-emergency support, try the government-reported 1166 route and ask whether mental health assistance is currently available, or contact a local clinician or hospital for an assessment and referral. Directory numbers and hours can change, so confirm them before relying on them.

If someone is in immediate danger

Do not wait for a routine appointment or depend on a counseling directory number when a person’s life appears to be in imminent danger. The World Health Organization’s Eastern Mediterranean Regional Office (WHO EMRO) lists ambulance contacts in Pakistan as 1122 or 112 from mobile phones, and police at 15. WHO guidance says emergency services may need to be called even if the person refuses help when their life is at imminent risk. Read WHO EMRO’s suicide-prevention guidance.

If the person is with you, stay nearby if it is safe to do so, involve a trusted person, and make the emergency call. If an emergency number does not connect, go to an emergency department or seek help from a trusted local person who can assist with transport and contacting services.

Try the national 1166 route, but confirm what it offers

The President’s Office said in October 2024 that the National Mental Health Helpline, 1166, had launched and connected callers with local treatment facilities and support networks. However, the Federal Directorate of Immunization (FDI) currently describes 1166 as Sehat Tahaffuz for general health and immunization queries, while an FDI brief describes Humraaz, its mental-health initiative, as having launched in April 2023 and connected callers to counselors and hospitals. These sources establish that the mental-health route was reported, but do not establish its current staffing or the support a caller will receive.

Call 1166 and ask whether Humraaz mental-health assistance is currently available, what it provides, and whether there is a cost. If it cannot help, ask for a local referral and try another route below.

Use WHO-listed contacts as leads, not guaranteed live services

WHO EMRO maintains a Pakistan directory of mental-health and psychosocial-support contacts. The entries below are useful starting points, not confirmation that a number is currently staffed or that its listed hours remain correct. Before sharing sensitive information, confirm the service’s location, hours, cost, age eligibility, language options, privacy practices, and whether it offers listening support, counseling, referral, or clinical care.

WHO’s listing also includes the Balochistan Institute of Psychiatry and Behavioural Sciences in Quetta at 081-9213093/3042, with limited weekday and weekend hours, as well as contacts for Mayo Hospital Lahore and hospitals in Peshawar. Check the WHO EMRO Pakistan mental-health support directory for the relevant entry and reconfirm details directly. If a listed contact fails, move on to another service, a local clinician, a trusted person, or an emergency department according to the urgency.

Find an assessment or referral near you

For a non-emergency concern, a psychologist, counselor, social worker, or psychiatrist may be able to assess your needs or discuss next steps. A public hospital or a general doctor can also be a practical starting point: explain what is happening, how long it has been going on, and how it is affecting daily life, then ask about assessment and referral to a mental-health professional.

Access, eligibility, cost, and referral procedures vary by location and provider. UK government guidance for British people in Pakistan says government hospitals provide free emergency care and medical attention and describes assessment by a general doctor before possible referral; that guidance is specifically for British nationals and should not be treated as a guarantee of eligibility or free care for every person. Choose a route based on urgency and access

  • Immediate risk to life: use emergency services rather than waiting for a helpline or appointment.
  • Need to talk or find a referral: try 1166 and ask whether mental-health support is active, or contact a WHO-listed service after checking its current availability.
  • Need assessment or ongoing treatment: contact a local mental-health professional, public hospital, or general doctor and ask how to arrange an assessment and referral.
  • Unsure which number or service fits: ask about location, hours, cost, age eligibility, privacy, language, and whether the provider offers emotional support, referral, or clinical treatment.

What the 2026 policy announcement does—and does not—mean

On October 1, 2026, the Government of Pakistan announced the National Mental Health Policy 2026–2035 at the Pakistan Global Mental Health Summit, in partnership with WHO, UNICEF, and GIHD–STMU. The government’s release reports WHO estimates that 32.4 million people in Pakistan need mental-health care, around 5% access services, and the treatment gap is approximately 95%. These are national estimates reported by the government, not a measure of local service availability or a guarantee that care has expanded in a particular city. The policy announcement signals a national commitment; it does not establish that every locality already has new services, shorter waits, or a working helpline. For help now, check directly with the service or provider you plan to use.
