To find MCP servers your platform team does not know about, compare the approved inventory with evidence from the places servers may be configured, deployed, or invoked. A public directory shows servers listed publicly; an enterprise catalog shows what an organization registered or synchronized. Neither proves that every server configured in developer environments or running in infrastructure has been found.

What kind of MCP server discovery do you need?

Start by separating three questions that are easy to conflate:

  • What is publicly listed? The official MCP Registry is a metadata repository for publicly accessible servers, with a REST API and standardized server metadata. Its listing is not proof that a server is deployed or used inside your organization.
  • What has the organization cataloged? An internal registry or API catalog can expose servers that have been registered or ingested into it. Its coverage depends on the sources connected and the registration process.
  • What is configured or actually being used? This requires checking organization-specific evidence, such as repositories, client configuration, deployment environments, and available invocation telemetry. Those checks are a practical discovery method, not a function established for every registry product.

The MCP project says organizations can build subregistries, including private ones, on its open specification. Its registry focuses on namespace authentication and metadata hosting; the project describes security scanning of server code as something the broader ecosystem handles. How to find servers outside the known inventory

Build an evidence trail for each server you find. Record where it appeared, whether the evidence indicates a configuration or a running deployment, and whether it matches an approved entry. The exact sources available vary by organization, so define the scope of the search rather than claiming it is exhaustive.

  1. Set the boundaries. List the repositories, developer environments, client settings, deployment environments, and telemetry systems the review will cover. Identify their owners and how far back the review should look.
  2. Search repositories and approved configuration locations. Inspect relevant code repositories and the locations where MCP-capable clients are configured. Treat a configuration reference as evidence that a server was configured or proposed, not by itself as proof of current use.
  3. Check deployment environments. Review the infrastructure and runtime environments in scope for deployed MCP servers. Capture the environment and the evidence that supports the finding.
  4. Review available invocation telemetry. Where telemetry can identify server calls, examine it for evidence of actual invocation. Do not infer that a server is unused merely because the systems available to the review show no calls.
  5. Compare findings with the approved inventory. Match entries using identifiers such as server name and URL, and investigate mismatches. A server may appear under different names in configuration and catalog metadata, so retain the source evidence rather than relying on name alone.
  6. Assign ownership and review status. Give each finding an owner and record whether it is approved, awaiting review, or routed for remediation under the organization’s normal process.
  7. Register approved servers. Add approved entries to the chosen catalog and connect supported synchronization sources where available. Make the catalog discoverable to compatible clients if that capability is part of the implementation.

Use careful status language in findings: “not observed in the repositories, configuration locations, environments, and telemetry inspected” is supportable; “does not exist” is not, unless the search scope truly establishes that conclusion.

What the documented registry approaches cover

Azure API Center and Google Cloud Agent Registry are examples of catalog capabilities, not an exhaustive survey. Their documented functions help make registered or ingested servers discoverable; they do not establish that either product independently detects every unrecorded configuration or deployment.

Official MCP Registry Metadata for publicly accessible servers; the MCP project describes an open specification that organizations can use to build subregistries, including private ones. Azure API Center Documents registration of local and remote servers, plus synchronization from Azure API Management and Git repositories. Can expose an MCP registry endpoint for compatible tools, including VS Code and GitHub Copilot. Documents portal browsing and filtering and optional access management. Coverage depends on registration, configured synchronization, and the sources included.
Google Cloud Agent Registry Documents discovery and management of MCP servers and tools. Supported official Google and Google Cloud remote servers can be ingested when the relevant supported API is enabled; other external servers can be registered manually. Provides a registry for discovering and managing servers and tools. Requires project setup and appropriate permissions. Automatic ingestion applies to specified supported services, not arbitrary external servers.

How to make the inventory useful after discovery

A catalog becomes operationally useful when entries can be tied to evidence and a decision. For each server, capture enough information to distinguish a catalog record from an observed configuration or deployment.

  • Identity: server name and URL or other identifier used in the source evidence.
  • Provenance: repository, configuration location, deployment environment, telemetry system, or catalog synchronization source where it was found.
  • Status: whether it is publicly listed, registered in the organization’s catalog, configured in a client, observed in a deployment, or seen in invocation telemetry.
  • Accountability: an owner and a review status, plus the organization’s normal approval or remediation path.
  • Coverage: the repositories, clients, environments, and telemetry systems included in the last review, with the review date.

Keep these states distinct. “Registered” means the catalog contains an entry; “configured” means a setting or repository references a server; “deployed” means evidence places it in an environment; “invoked” means telemetry records use. A single server may have evidence in several categories—or only one.

Include security review in enrollment

Discovery is an inventory task; deciding whether to approve a server is a separate security and governance decision. The NSA has published Model Context Protocol (MCP): Security Design Considerations, which provides relevant security context. Use applicable organizational review processes rather than treating presence in a registry as approval or as evidence that detailed controls have been met.

Measure coverage without claiming completeness

Report what the process actually examined: for example, the repositories searched, client-configuration locations included, deployment environments reviewed, and telemetry systems queried. Track the sources synchronized into the catalog separately from sources inspected for unrecorded evidence. This lets teams identify blind spots and repeat the review without implying that a catalog or one search has found every MCP server in the organization.
