To keep the newest post out of a WordPress loop, exclude its ID with the post__not_in query argument. Use pre_get_posts to change the main blog query, pass the argument to WP_Query or get_posts() for a secondary loop, or use the Query Loop block’s exclusion controls. Excluding by ID also avoids the pagination problems that can come from using offset.
Exclude the latest post from the main blog index
For the main posts query, use the pre_get_posts hook and limit the change to the front-end home query. This example retrieves the most recently published post ID, then excludes it from the main query:

Use the passed $query object’s conditional methods to target the intended query; broad changes can alter unrelated custom loops in places such as sidebars or footers. WordPress documents the hook and an example excluding IDs from the home query: pre_get_posts.
Define what “latest” means for your site
The sample selects the newest published item of the default post type across the site. If you mean the newest post in a particular category, custom post type, or other scope, adjust the ID lookup and query conditions to match. The example uses get_posts() to make a separate retrieval query; if your application already knows the ID to omit, you can use that directly.

Preserve existing exclusions
$query->set() in the sample replaces the query’s current post__not_in value. If another part of your site has already set exclusions, merge the latest ID with that existing array rather than overwriting it.
Exclude a post from a secondary PHP loop
When a template creates its own loop, pass the excluded ID in the query arguments instead of changing the main query:

);Replace 123 with the ID your site has determined. WordPress documents post__not_in for WP_Query. If you use get_posts() instead, pass the ID through its exclude argument, which maps to post__not_in: get_posts().
Keep pagination working
Do not use offset as a shortcut for skipping the first result on a paginated query. WordPress warns that offset overrides or ignores paged, which can cause posts to be skipped or repeated across pages. Exclude the chosen ID with post__not_in and retain the appropriate page parameter for the custom query. See WordPress’s WP_Query documentation.

A static front page has a separate pagination detail: WordPress documents that it uses page, rather than paged. Its theme handbook also notes that static front pages are not intended to use the usual previous/next pagination functions: The Loop.
Use the right approach for blocks and special cases
Query Loop block
If the loop is a Query Loop block in the editor, use the block’s exclusion controls rather than adding PHP just to remove a post. Its documented query configuration supports excluding specific post IDs and excluding the current post: Query Loop block.

Sticky posts
ignore_sticky_posts controls whether sticky posts are moved to the top of results; it does not remove the newest post. To omit a post entirely, exclude its ID with post__not_in. WordPress documents both query arguments in its WP_Query reference.
Avoid query_posts()
Do not use query_posts() to make this change. It replaces the main query; WordPress recommends pre_get_posts for modifying that query, or WP_Query and get_posts() for general post retrieval: query_posts().
