Follow the project from approvals and committed funding through physical construction, commissioning, operating authorization, and recovered uranium. A construction licence, final investment decision, or production target is evidence of progress, but none alone proves that a mine is ready or authorized to produce.
What counts as verifiable progress?
Assess each project milestone against dated evidence from the responsible regulator, company filings, and project updates. Keep three categories separate:
- Completed: a regulator issued a decision, financing closed, equipment arrived, construction work occurred, or a process system passed commissioning—supported by a dated document or report.
- In progress: work has begun but the milestone is not complete, such as site preparation or construction under an issued licence.
- Planned: a target, forecast, application, or announced intention. Report it as the issuer’s guidance, not as an achieved result.
For each claim, record the project, date, source, status, conditions, and what must happen next. A company-wide description such as “permitted” or “under construction” can conceal important differences between projects and approval phases.
How do you evaluate permits and licensing?
Start with the project’s jurisdiction and identify its regulator. Then map the approvals that apply to that project: environmental assessment, exploration permissions, site preparation, construction, and operation. The names and sequence of permits differ by country, so Canadian examples should not be treated as a template for the United States, Australia, Namibia, Kazakhstan, or other jurisdictions.

The Canadian Nuclear Safety Commission describes its approach this way: “The CNSC uses a lifecycle approach to licensing, issuing licences for all phases of a uranium mine and mill.” A licence for one phase does not automatically authorize the next. In particular, construction authorization is distinct from authorization to operate.
Record the scope and remaining conditions
For each approval, note the issuing authority, type of licence, authorized activities, conditions, expiry date, and next regulatory decision. Check whether a company has received a decision or merely submitted an application. Also distinguish a permit that allows early site work from one that authorizes construction of the mine or processing facilities.
Conditions can remain material after a licence is issued. They may require additional approvals, inspections, monitoring, or evidence before the project can advance. Identify those obligations rather than treating the licence label as a complete status report.

Canadian examples: construction is not operation
In 2026, the CNSC announced a site preparation and construction licence for NexGen Energy’s Rook I Project. The licence runs until March 31, 2036; the regulator said that operating the facility would require a future application and a Commission decision. Denison Mines’ Wheeler River/Phoenix project also received construction-phase authorization in 2026, not operating authorization. The CNSC describes Phoenix as the first uranium mine in Canada to use the in-situ recovery mining method. These are project-specific Canadian examples, not proof of the approval status of other developers’ projects.

How do you test whether the project is funded?
Build a funding bridge from the current estimate of remaining development and construction costs to the money the project can actually draw on. Separate cash already available and committed financing from proposed, conditional, or uncommitted capital.
- Estimate what remains. Use the latest project estimate and state its date, scope, and assumptions. Check whether it covers the full build, early works only, owner’s costs, contingencies, and commissioning.
- List available sources. Identify cash allocated to the project, closed debt and equity, and any strategic or offtake-related funding. Distinguish a completed financing from an announced intention or proposed transaction.
- Test conditions and timing. Note whether funds depend on permits, construction milestones, additional approvals, uranium prices, or other conditions—and when they become available.
- Compare sources with uses. Identify the remaining gap and when it must be filled. A financing plan that depends on future capital raises is not the same as fully committed funding.
Compare project economics only on a like-for-like basis. Record the uranium-price assumption, exchange rates, inflation basis, operating costs, recovery assumptions, production ramp-up, taxes, and schedule used in each study. A forecast built on different inputs can look stronger without representing a more financeable project.

A final investment decision is a significant company decision, but it does not by itself establish that every remaining cost is covered by committed funds. Uranium Energy Corp.’s company risk disclosure describes project advancement as contingent on satisfactory exploration, permitting or licensing, and financing, and warns of significant financial risks. That is an issuer disclosure, not an industry-wide probability-of-success estimate.
How do you measure construction and schedule risk?
Compare dated physical progress and revised cost or schedule estimates with the baseline in the project’s feasibility study. Look for evidence of work completed, not just announcements about intent.
- Construction authorization and the date it became effective.
- Site mobilization and work completed on the ground.
- Executed engineering, procurement, or construction-management contracts and their scope.
- Procurement or delivery of long-lead equipment.
- Engineering completion, workforce mobilization, and construction progress updates.
- Updated capital estimates, schedule changes, and commissioning plans.
For every schedule date, label whether it is a regulator’s deadline, a contractor milestone, or company guidance. Compare revisions with the original baseline; avoid presenting a target as a guaranteed date. A schedule can move even after construction begins, while a planned construction period says nothing by itself about whether work is on schedule.

Phoenix: distinguish the announced plan from achieved milestones
Denison announced a February 2026 final investment decision to proceed with Phoenix construction. The company said site preparation and construction were planned to begin in March 2026, described an approximately two-year construction period, and set a mid-2028 first-production objective. Those dates are the company’s plan and target as announced in 2026; they are not evidence that the planned work occurred on schedule or that production began. Assess any later progress from subsequent dated regulator decisions, company filings, and project updates.
Denison characterized Phoenix as the first uranium mine in Canada to receive federal approval for construction in over 20 years. Attribute that description to Denison rather than treating it as an independent measure of construction progress.

Production readiness is a sequence of separate tests, not a synonym for a resource estimate, feasibility study, licence to construct, installed capacity, or nameplate production target. Check for the operating authorization required in the project’s jurisdiction, completion of regulatory inspections and verification, approval of required baseline conditions, and evidence that the plant or wellfields have been commissioned.

Then look for operational evidence: trained staff, functioning process systems, recovered material, and—later—sales or shipments. First production, commercial production, and first sale are different milestones; identify which one a company is reporting and how it defines it. A project can have recovered material before it has demonstrated sustained output or completed a sale.
Ur-Energy’s 2025 annual report illustrates the gap between pre-operational permits and recovery authorization. The company said Shirley Basin had its major pre-operational permits and licences, while regulatory verification of construction and approval of baseline water quality were still outstanding before authorization to commence recovery. The relevant conclusion is about that reported project status at that time, not a general rule that all projects follow identical steps.
How should you compare two uranium developers?
Compare projects on the same evidence dimensions rather than assigning a score from headline announcements. A single numerical ranking is not meaningful unless the underlying evidence and weighting are transparent.

Keep market risk distinct from execution risk. Ur-Energy’s 2026 second-quarter filing discusses exposure to uranium market prices and production plans. A technically completed facility can still face sales, price, ramp-up, cost, and operating risks; production capacity is not the same as profitable output.

The cited project disclosures do not establish an industry-wide success rate for uranium developers, a typical amount of schedule slippage, or a comparable cross-company financing dataset. They support a project-by-project assessment of approvals, funding dependencies, construction evidence, and production conditions—not a universal probability or numerical ranking. Verify current licence status, construction progress, cost estimates, funding, and production guidance against the latest regulator decisions and issuer filings because each can change.
