Evaluate SD-WAN products against your own sites, applications, transports, security requirements, and operating model—not a vendor feature list. Start with measurable requirements, compare how each product steers and recovers traffic, then run the same proof of concept (PoC) scenarios on every finalist. The result should be a shortlist supported by evidence, not a universal winner.

What should you compare in SD-WAN products?

SD-WAN connects distributed users and resources across WAN transports, which may include MPLS, broadband, and LTE or 5G. The relevant design depends on where your users and applications are, how sites connect, and what happens when a path degrades or fails. NIST SP 800-215, published in November 2022, discusses SD-WAN within the broader enterprise network and security landscape; it is architecture guidance, not a vendor endorsement or product certification.

Before comparing products, write down your network profile and define how you will judge success. Separate mandatory requirements from desirable features. A capability matters only if it supports a real requirement and can be demonstrated or verified.

Build a network and application profile

  • Sites and users: Record site types and locations, user locations, expected site growth, and any geographic or regulatory constraints.
  • Applications and destinations: List the important business applications, cloud and SaaS services, data-center destinations, and the traffic patterns they generate.
  • Transports and topology: Record the WAN links available at each site, the paths to cloud and data-center resources, and the topology patterns you expect to use.
  • Availability: State which outages or degradations are tolerable, which applications need to keep working, and what recovery behavior users and operators require.
  • Procurement and operations: Decide whether you are evaluating customer-operated edge software or appliances, a managed service, or a combined offer. Identify who will configure, monitor, secure, and support it.

Turn each goal into an observable measure. Examples include application response or transaction outcome, packet loss, latency and jitter under load, time to detect and recover from a failure, policy accuracy, site onboarding time, change effort, and the visibility available to operators. Set target values that reflect your own service needs; there is no single scorecard established by NIST or MEF for every buyer.

How should you compare application-aware steering?

Ask each vendor to show the full chain from traffic identification to route choice. Application-aware routing generally involves identifying traffic, measuring path behavior, matching traffic to policy, and selecting a tunnel based on measured performance and that policy. Cisco’s IOS XE Catalyst SD-WAN documentation describes this approach for its platform; it is an implementation example, not a guarantee that every product behaves the same way.

Trace a flow from classification to path

  • Identification: How does the product recognize each application in your test set, and what happens when it cannot identify a flow?
  • Measurement: Which path characteristics does it measure—such as loss, latency, and jitter—and how are measurements collected?
  • Policy: What match criteria and policy order select the action for a flow? Can the vendor show the actual policy and explain exceptions?
  • Thresholds and action: What happens when a path crosses an SLA threshold? Ask which alternative path is selected, whether the application is prioritized, and what happens if no path meets the threshold.
  • Fallback and unmatched traffic: Ask for the default action when traffic matches no rule, the preferred path is unavailable, or all paths fail a configured SLA.

Defaults deserve particular scrutiny. In Cisco’s Catalyst SD-WAN implementation, a packet that matches no policy sequence is forwarded by normal routing without SLA consideration if no SLA class is configured for the default action. Ask every bidder to demonstrate its corresponding behavior rather than assuming that unmatched traffic receives application-aware treatment.

Verify supported transports, cloud on-ramps, IPv4 and IPv6 modes, topology patterns, and edge form factors against the exact software release and hardware model in the proposal. For example, Cisco’s Catalyst SD-WAN Policies Configuration Guide for Releases 26.x and Later documents support for up to eight TLOCs on its IOS XE Catalyst SD-WAN devices. That is a Cisco-specific, version-scoped limit, not a general SD-WAN product limit.

How do you test SD-WAN performance and failover?

Run a repeatable PoC using the same topology, traffic mix, link conditions, and scenarios for each finalist. A product demo or configured SLA threshold does not show how your applications will behave on your links, under your load, or with your policies.

Design a representative test

  1. Choose representative traffic: Include the applications and workflows that matter to your network. MEF’s SD-WAN certification use cases include voice, video, file access, data transfer, email, business or retail transactions, and cloud application access.
  2. Record a baseline: Measure application outcomes and network behavior before introducing congestion or failures, using the same observation method for each candidate.
  3. Apply realistic load and impairment: Test normal load, congestion, packet loss, latency and jitter, and a transport outage. Use conditions that reflect the links and failure cases in your network.
  4. Test recovery and restoration: Observe detection, traffic movement, session survival or recovery, and what happens when a failed or degraded link returns. Check for route instability or unnecessary traffic movement.
  5. Test management interruptions where relevant: If your availability requirements warrant it, interrupt the controller or management plane and check which forwarding and operational functions remain available.
  6. Save evidence: Keep the traffic classification results, chosen routes, timestamps, measurements, alerts, logs, and any operator actions needed to complete the scenarios.

Measure both the network and the user’s experience. A path can meet a configured threshold while a transaction still fails, and an application may recover in a way that is unacceptable to users. Compare the route actually selected with the policy, record how quickly degradation is detected, and note whether recovery was automatic or required intervention.

Use the exact proposed software release and configuration during testing. In Cisco’s enhanced application-aware routing documentation, polling and convergence choices affect detection and recovery. The guide describes a default detection range of 10 minutes to 1 hour for slowly degrading WAN circuits and a range of 2 to 12 minutes under its lowest recommended settings. Those are Cisco documentation figures, not independently reproduced benchmarks or predictions for other products. Cisco also cautions that very low polling intervals can cause false positives and traffic instability.

For another Cisco-specific example, its Catalyst SD-WAN guide describes a default polling interval of 10 minutes for an SLA page and approximately 600 BFD Hello packets during that interval, based on a one-second default BFD Hello interval. Treat such settings as configuration details to verify for the proposed release—not as a market-wide measure of failover speed. The PoC should establish actual behavior under your chosen configuration and conditions.

What does SD-WAN certification prove?

Independent testing and standards can provide useful evidence, but only within their stated scope. MEF describes its SD-WAN certification environment as a simulated multi-node enterprise network with differing traffic and performance characteristics. Its named traffic use cases can help you build a test plan, but certification does not establish that a product will meet every application’s needs in your deployment.

MEF’s SD-WAN certification program began in 2019 and transitioned to its SASE certification program in 2023. If certification is part of a bid, verify the exact program, product or service covered, test scope, and current status rather than treating a general certification claim as proof of current suitability. MEF 70.2, published in October 2023 and superseding MEF 70.1, is a framework for defining service attributes; it is not a product-performance certification.

How should you evaluate security and operations?

Evaluate SD-WAN as one part of the enterprise security architecture. NIST SP 800-215 discusses SD-WAN alongside point security solutions, cloud access, endpoint and device security, ZTNA, and SASE. Use that broader context to find gaps and responsibility boundaries; the publication does not certify a product or establish that an SD-WAN offering includes a complete security architecture.

Map controls and responsibilities

  • Identify which security controls are built into the proposed product, which need separate licenses or services, and which are supplied elsewhere in your architecture.
  • Ask how identities and policies are managed, how administrative access is protected, and how logs are secured and made available for investigation.
  • Establish who owns each control in daily operation, including policy changes, monitoring, incident response, and escalation.
  • Review role separation, audit records, software and vulnerability handling, certificate lifecycle, backup and restore, monitoring integrations, and APIs against your own standards.
  • Request a demonstration of the operational workflows your team will actually use, such as reviewing an alert, tracing a policy decision, or restoring a configuration.

Documentation can help formulate questions without proving another vendor’s capabilities. For example, Cisco’s terminology guide describes audit logs and certificate management for its platform; it does not establish that a competing product provides equivalent features.

How do you compare managed SD-WAN with buying the platform?

Decide whether the purchase is for a platform your team operates, a service operated by a provider, or a combination. The comparison is not just about who supplies the edge. It includes who designs, configures, measures, supports, and changes the service, and how those duties are reflected in the agreement.

For a managed service, ask the provider to state the service attributes and measurement points in the offer. MEF 70.2 provides a framework for describing externally visible service behavior, with attribute values agreed between subscriber and provider. It can structure the discussion, but the signed contract—not the framework alone—governs the purchase.

  • Which sites and transports are covered, and where is the service measured?
  • What application performance commitments apply, over what measurement windows, and with which exclusions?
  • How are incidents escalated, maintenance scheduled, outages handled, and changes approved?
  • Where is the demarcation between the provider’s underlay and the customer’s overlay?
  • Which party owns configuration, monitoring, security controls, upgrades, and incident response?
  • What support levels, implementation duties, migration assistance, training, renewal conditions, and exit or data-portability terms apply?

Ask each bidder for a complete, comparable cost schedule that separates recurring and one-time charges and states its assumptions. Compare the expected skills, operating effort, licensing structure, support, refresh cadence, and exit costs alongside the quoted amounts; a low initial quote may not describe the full lifecycle commitment.

How should you build a fair shortlist?

Use the same questions and evidence requests for each candidate. The framework below is a buyer’s checklist, not a published product ranking or statistical scorecard.

First apply pass/fail gates to mandatory requirements, such as supported transports, required security controls, or a contractual service boundary. Then compare qualifying candidates using the PoC and requested evidence. If you use weighted scores, set the weights before vendor demonstrations and record the evidence behind each score so that marketing claims do not outweigh observed results.
