Evaluate a climate tech startup on two separate cases: whether it can deliver a material climate benefit, and whether it can become a durable business. Start with the problem and a credible counterfactual, test the impact evidence, then assess technical performance, customer adoption, the route to scale, financing needs, and investment risks. A climate label—or a strong prototype—does not establish either case on its own.

1. Define the climate problem and the counterfactual

First identify what the company is trying to change. Is it reducing or removing greenhouse-gas emissions, helping customers adapt to a climate hazard, improving resilience, or doing more than one of these? Name the emissions source or hazard, who experiences it, and why the proposed solution could make a material difference.

Then establish the counterfactual: what would the customer, market, or system likely do without this product? The relevant climate benefit is the difference between that outcome and what happens with the startup’s solution—not simply the solution’s total activity or the size of the market it serves. Ask whether the benefit is additional, where it occurs, and whether it is direct or depends on other actors’ decisions.

  • For mitigation: identify which emissions are avoided, reduced, or removed, and whether the claim concerns the product itself, its use, or a wider system effect.
  • For adaptation or resilience: identify the relevant hazard and the capability or resilience outcome the product is meant to improve.
  • For a broad climate claim: ask how the product directly contributes to the outcome rather than relying on a climate-market label or an indirect association.

PwC’s climate-tech approach distinguishes climate focus, relevant challenge areas, direct impact, and the use of technology. It also notes that cumulative emissions-reduction projections over 2020–2050 are inherently uncertain, so a long-range estimate should be treated as a scenario, not a promised result.

2. Test the impact evidence—and look for harm

Ask the company to show the model behind its impact claim, not just the headline number. The evidence should make clear what is being measured, against which baseline, across what system boundary, and on what assumptions. Separate results already measured from forecasts that depend on future sales or deployment.

What to examine in an impact model

  • Baseline and attribution: what would have happened without the product, and what portion of the difference can reasonably be attributed to it?
  • Measurement boundary: which stages, users, emissions, locations, and time periods are included or excluded?
  • Assumptions and sensitivity: how do adoption rates, product lifetime, energy mix, leakage, rebound effects, and competing solutions affect the result where relevant?
  • Verification: which results have been independently validated, and what remains modeled or unverified?
  • Potential harm: could the product create significant environmental or social side effects, or shift impacts elsewhere?

Columbia Center on Sustainable Investment’s 2024 resource highlights attribution, baselining, indirect effects, tailored key performance indicators, and adaptation scorecards as challenging areas in climate venture measurement. For an early-stage company, uncertainty is not by itself proof that the impact thesis is weak; the important question is whether the assumptions are visible and testable. World Fund’s methodology also recommends assessing potential harm alongside greenhouse-gas-reduction potential.

3. Match impact analysis to the company’s stage

A pre-commercial startup cannot provide the same company-level evidence as one with years of sales. Make the evidence standard fit the stage instead of treating a forecast as if it were an operating result.

Already selling commercially Examine company-level impact forecasts and the assumptions connecting actual or projected deployments to climate outcomes. Assess whether the company can commercialize and scale, including repeatability of sales or projects and the resources that growth requires.

This stage distinction follows World Fund’s guidance. The firm reports that it applied its methodology to almost 150 climate-tech unicorn companies identified over 2020–2024 and found that more than 60% of European and U.S. climate unicorns passed its climate-performance investment criteria. That is the firm’s analysis of a selected group, not independent evidence that climate performance causes financial returns or predicts an individual startup’s outcome.

4. Assess technical readiness separately from adoption readiness

Technical feasibility asks whether the product works. Adoption readiness asks whether the surrounding market and operating system can use it. A startup may demonstrate promising performance and still face barriers that prevent customers from buying or deploying it.

Technical questions

  • What has been demonstrated, at what scale, and under what operating conditions?
  • How reliable is performance, and how does it compare with the relevant alternative?
  • What technical bottlenecks remain in cost, production, performance, or reliability?

Adoption questions

  • Who is the buyer, who uses the product, and who must approve its purchase?
  • What infrastructure, supply chain, regulation, permitting, or workflow changes are needed?
  • Can customers adopt it without unacceptable operational disruption, and what evidence supports that view?

The U.S. Department of Energy’s Adoption Readiness Levels (ARL) framework complements Technology Readiness Levels by assessing commercialization barriers. DOE describes 17 dimensions across four risk buckets; the framework is designed to reveal specific adoption risks, not to generate a single startup success score. Use it to structure the discussion, then investigate the barriers that matter for the company’s market and jurisdiction.

5. Validate customers, economics, and deployment

Move from the market story to evidence about a repeatable transaction. Identify the economic buyer and end user, the pain point the product solves, the alternatives customers use now, and the procurement process. Ask how willingness to pay has been tested and what supports the company’s expected path to gross margin.

Treat a pilot as evidence only to the extent that it answers a defined question. Find out whether it was paid, what success criteria were agreed in advance, whether the results met them, and whether the customer converted—or has a credible next step toward a commercial contract. A technically successful pilot may still leave pricing, procurement, deployment, or repeat-purchase questions unresolved.

For project-based or hardware businesses, examine the economics and dependencies of each deployment. These can include permitting, grid interconnection, construction, warranties, and long-term service. The reviewed frameworks do not establish universal customer-count, revenue, or margin thresholds; the appropriate evidence depends on stage, sector, customer, and business model.

6. Map the capital required to reach scale

Build a milestone-linked view of funding from the current position through demonstration and commercial deployment. For each milestone, identify what must be proven, how much time and capital it may require, and which financing sources could support it. Consider what happens if costs rise, a permit is delayed, a demonstration underperforms, or a customer decision takes longer than expected.

The route from prototype to deployment can require different amounts and forms of capital than the route to a prototype. Yale Center for Business and the Environment’s work on nascent climate investing describes funding gaps in demonstration and pre-commercialization, associated with perceived risk, capital requirements, long timelines, and other barriers. Depending on the technology and stage, relevant sources might include grants, strategic investors, corporate partners, project finance, or patient capital; do not assume venture equity alone will fund every transition.

Ask whether the next financing round is likely to fund a meaningful proof point or merely extend the timeline to one. If critical partners, infrastructure, or follow-on capital are missing, include that dependency in the investment case rather than treating it as a later operational detail.

7. Review company, governance, and climate-related financial risks

A positive climate thesis does not remove ordinary company risks or risks to the investment itself. Review intellectual-property ownership and freedom to operate; founder and team capability; hiring needs; customer concentration; supply-chain and commodity exposure; execution history; regulatory dependencies; and financing terms. For asset-heavy businesses, examine exposure to physical hazards and the implications of transition-related changes for the company and its assets.

Also assess whether the business could create climate or other material harms, and how management would identify and respond to them. OECD due-diligence guidance frames investor work as embedding climate considerations in policies and management systems, identifying and assessing risks, impacts, and opportunities, responding to findings, and communicating how matters are addressed.

ISO 14097 provides a framework for considering alignment with transition and adaptation pathways, climate impact through investment decisions, and climate-related risks to financial assets. It is an organizing reference, not a substitute for company-specific technical, market, legal, and financial diligence.

8. Compare startups on the same decision axes

When comparing candidates, use consistent categories but adjust the evidence expected for each company’s stage. A prototype-stage company and a commercial-stage company should not be judged as though they can provide identical operating data.

Decision axis Questions for comparison
Climate outcome Is the intended outcome mitigation, adaptation or resilience, or both? Is it material and additional to the counterfactual?
Evidence quality Are the baseline, attribution, measurement boundary, uncertainty, and independent validation clear?
Technology readiness What performance, cost, and reliability have been demonstrated, and what technical bottlenecks remain?
Adoption readiness Are customer need, procurement, infrastructure, regulation, supply chain, and deployment pathway understood?
Business quality Is the buyer identified? Is willingness to pay supported? Are competition, unit economics, and repeatability credible?
Capital and execution risk What time and funding are needed to reach milestones, and are the required team, partners, and follow-on financing plausible?
Downside and harm What climate-related financial risks, environmental or social side effects, and unintended consequences could undermine the case?

There is no universal pass score, valuation range, return hurdle, or single impact KPI established by these frameworks. The relevant diligence depends on stage, sector, geography, customer type, policy environment, capital intensity, and deal terms. Verify current regulation and company claims in the jurisdiction where the business will operate.

What the broader climate-tech context does—and does not—tell you

Columbia CCSI reported in 2024 that, in the International Energy Agency Net Zero Scenario, about one-third of the emissions reductions needed by 2050 depend on technologies then in development. This is context for why technology development matters; it is not an estimate of any one startup’s impact, probability of success, or investment return.

Likewise, a climate-performance framework can help organize an investment thesis, but it cannot settle the commercial and financial case. World Fund states its thesis that climate performance predicts financial performance; that is the firm’s view, not a general law or a guarantee. The investor still has to test the specific company’s impact evidence, path to adoption, capital requirements, and downside.
