Start with your cloud provider’s customer-specific sustainability report, if one is available. If you must calculate an estimate, keep electricity in kWh separate from emissions in kg CO2e, and use provider and facility factors only when their location, time period, scope, and allocation method match your workload. A provider-wide efficiency average is context—not a measurement of your account.

What to measure—and what the numbers mean

Define the workload and the reporting boundary before calculating anything. Record the cloud account, services or SKUs, region, and start and end dates. Separate compute, storage, networking, managed services, and Marketplace usage wherever the provider reports them separately; those categories may have different coverage or allocation methods.

Keep these quantities distinct:

  • Electricity: energy, usually reported in kilowatt-hours (kWh). Establish whether the value covers IT equipment alone or includes facility overhead such as cooling.
  • Water: use the provider’s stated measure and units, such as liters or cubic meters. Check whether it means water withdrawn or consumed, and whether it covers direct data-center operations or also water associated with electricity generation.
  • Carbon emissions: greenhouse-gas impact, usually expressed in kilograms of carbon-dioxide equivalent (kg CO2e). Emissions are not electricity use. Converting kWh to emissions requires an electricity emissions factor and an accounting basis, such as grid-based or market-based; report those separately.

Cloud providers allocate shared infrastructure differently. A customer allocation is therefore a provider-method estimate, not necessarily a meter reading for that customer’s servers.

How to estimate electricity use

1. Look for customer-specific provider data

Gather billed usage for the accounts, services, regions, and dates you intend to report. Then check the provider’s sustainability report or export for customer-specific energy or environmental-impact figures and read the accompanying methodology. Prefer a report that identifies the covered services and facilities, reporting period, allocation unit, and treatment of idle and facility energy.

AWS says its Sustainability service estimates environmental impact, including carbon and water, for AWS cloud-service use, and that its calculation methods are based on industry standards and independently verified. Its current estimates cover workloads on AWS-operated infrastructure. AWS also warns that Marketplace software development and maintenance carried out on third-party infrastructure is not included. AWS may recalculate historical data when methodology versions change, so note the methodology and report version used.

2. Interpret provider allocations on their own terms

For Google Cloud, SKU usage is the primary means of allocating each product’s total electricity carbon footprint among customers. Google describes using hourly machine workload and power information, allocating dynamic energy to the internal services supported, and assigning idle energy to Google internal services in its described scheme. This is an allocation method for product carbon footprints; it does not make carbon figures equivalent to customer electricity readings.

Keep the provider’s actual reported quantity and unit. If a report provides kg CO2e but not kWh, do not present its carbon result as electricity consumption. A conversion is only possible with an appropriate emissions factor and a clearly stated accounting basis.

3. Estimate facility electricity from IT electricity only with a matching PUE

If you have IT-equipment electricity but not total facility electricity, a Power Usage Effectiveness (PUE) factor can provide a rough estimate:

Estimated facility electricity ≈ IT-equipment electricity × PUE

Use this calculation only when the PUE covers the same facilities and period as the IT energy input. PUE represents facility energy relative to IT-equipment energy; applying an unrelated global average does not turn it into a measured workload result. If the provider does not publish a matching factor, state that facility electricity cannot be reliably estimated from the available data.

What is the water footprint of cloud computing?

First establish whether the figure you need is water withdrawn, water consumed, or another defined measure. Also establish whether it represents direct operational water at data centers or includes indirect water associated with generating electricity. These boundaries are not interchangeable, and a direct operational metric is not a complete lifecycle water footprint.

Prefer customer-specific water allocation

Use a provider’s customer-specific water figure when it is available, and state the allocation rule and covered services. AWS describes allocating attributable data-center water withdrawals to customer accounts in proportion to cloud service use. Its documented boundary covers water withdrawn to support cloud services in owned, leased, or controlled data-center facilities, including cooling and some domestic uses and fire-flow tanks. It excludes offices, warehouses, manufacturing facilities, and customer-hosted sites. This is an estimate within AWS’s stated boundary, not a complete lifecycle water total.

Use WUE only as a compatible operational proxy

When customer-allocation data are unavailable, Water Usage Effectiveness (WUE) may support a rough facility operational-water estimate if its facilities, period, denominator, and water numerator match the energy data and the question being answered:

Estimated operational data-center water ≈ IT-equipment electricity × WUE

Microsoft defines WUE as annual liters used for humidification and cooling divided by total annual kWh used to power IT equipment. Multiplying IT kWh by a matching WUE can estimate that defined operational water measure; it does not by itself yield a customer-specific allocation or include water used to generate electricity. Do not substitute provider-wide WUE for a customer allocation without labeling it a proxy.

What provider-wide efficiency figures can—and cannot—tell you

Microsoft reports global data-center PUE of 1.17 and WUE of 0.27 L/kWh for FY2025, which ran from July 1, 2024, through June 30, 2025. Microsoft says these figures cover facilities it fully owns and controls that were operational for 12 months at calculation time. They are facility efficiency averages for that defined subset, not customer- or workload-specific allocations and not a guaranteed factor for every customer region. Microsoft also notes that location and climate affect WUE.

These figures can provide context for Microsoft’s reported operations, but they should not be applied to a customer’s workload unless the relevant facilities, period, and scope match. See Microsoft’s data-center efficiency metrics and definitions.
