There is no reliable universal price for moving Jira and Confluence to the cloud. Build your estimate from four separate pieces: Cloud subscriptions, retained Marketplace apps, one-time migration work, and any period when Data Center and Cloud costs overlap. Use your actual seat counts and invoices, check current prices and app migration paths, and include only discounts or trial benefits Atlassian confirms you qualify for.
Build the estimate from separate cost categories
Keep the first-year transition budget distinct from the ongoing annual Cloud run rate. That makes it clear which costs recur and which result from the move. Use a spreadsheet with one row per product, app, or workstream, and record the assumptions that drive each figure.
| Cost category | Inputs to record | How to estimate it |
|---|---|---|
| Jira Cloud subscription | Seat count, Cloud plan, monthly or annual billing | Calculate separately using Atlassian’s current Cloud Pricing Calculator; record the selected plan and billing cadence. |
| Confluence Cloud subscription | Seat count, Cloud plan, monthly or annual billing | Calculate separately from Jira because product pricing and seat requirements may differ. |
| Retained Marketplace apps | Current app, Cloud equivalent, price basis or tier, needed features, migration route | Check the Cloud listing and confirm feature fit, migration approach, and price with the vendor. Record any discount only after the vendor confirms it. |
| Other Cloud products | Product and plan, if needed for the migration scope | Include only products the organization actually needs. The calculator covers Jira, Confluence, Jira Service Management, and Marketplace apps. |
| One-time migration work | Internal staff time, app remediation, testing, partner or vendor scope | Estimate from your migration plan or obtain a scoped quote; there is no universal services price in the cited guidance. |
| Transition overlap and confirmed incentives | Expected cutover dates, Data Center end date, eligible trials or credits | Map the months in which both environments may be paid. Subtract only incentives confirmed for your products, tier, and schedule. |
| Current-state comparison | Data Center and app invoices, relevant hosting and operating costs | Use actual costs, and mark which end at cutover and which will continue. |
A practical first-year calculation is: Cloud product subscriptions + retained Cloud apps + migration labor and services + temporary overlap − confirmed credits or discounts. Calculate the ongoing annual run rate separately, excluding one-time migration work and temporary overlap. Atlassian’s Cloud transformation costs guidance also describes requesting a Cloud quote from Atlassian or a partner when the calculator and your inputs do not give you enough detail.

For each product, enter the expected billable seats, plan, and billing cadence in Atlassian’s Cloud Pricing Calculator. Do not estimate the subscription by multiplying all users by one assumed per-seat price: the billing model and final amount depend on the product, seat count, plan, and cadence.
#1 Best Overall
Monthly billing
Atlassian says monthly Cloud subscriptions for Confluence, Jira, Jira Service Management, and Marketplace apps use progressive per-user pricing and Maximum Quantity Billing. The month’s bill reflects the highest seat count assigned during that billing cycle. Adding seats mid-cycle is prorated; removing seats does not reduce that month’s bill. If staffing or access is likely to change during a month, account for the possible peak seat count rather than just the number of seats on the day you prepare the estimate.
Annual billing
Annual subscriptions use fixed user tiers, and Atlassian says those tiers cannot be changed during the term. Estimate each product against the appropriate tier and allow for expected seat needs over the annual term, not only the initial migration-day count. Compare annual and monthly calculator results using the same seat assumptions.
Plan selection should follow actual requirements. Compare Standard, Premium, or Enterprise only where the organization’s needed capabilities justify them; a calculator total is a subscription estimate, not a migration project quote.

Use actual Data Center costs as the baseline
Compare the proposed Cloud costs with what the organization pays today, not with an old list price or a generic online estimate. Atlassian directs Data Center customers to review paid invoices through the Orders area of my.atlassian.com. Its personalized Data Center-to-Cloud comparison can help compare current Data Center pricing with potential Cloud costs.
Add relevant self-managed hosting and operating costs to the baseline if they are part of the organization’s actual spend. Mark each item as ending at cutover, continuing after cutover, or changing gradually. This prevents costs that persist—such as remaining hosting obligations—from being treated as immediate savings, and prevents current expenses that will end from being counted as ongoing Cloud costs.
Assess Marketplace apps before pricing them
Build an app inventory early; app choices affect both recurring subscriptions and migration effort. Start with Atlassian’s Cloud migration app assessment and the app assessment in the Jira and Confluence Cloud Migration Assistants. For each app, record whether a Cloud version exists, whether it has the features and security characteristics you need, how its data can move, and what the Cloud listing currently charges.

Decide what to keep, replace, or remove
- Keep: Confirm the Cloud app covers required features and data, then record its Cloud price basis and vendor-confirmed migration route.
- Replace: Identify a suitable Cloud alternative and include any implementation, data transfer, or retraining work it creates.
- Remove: Check whether native Cloud functionality already meets the use case instead of automatically buying a replacement.
Do not assume a Server or Data Center app’s price carries over to Cloud. Atlassian says migration assistants show Cloud availability and feature differences; many popular apps have an automated migration path, while others use a vendor-provided route or require direct vendor contact. Some Data Center apps have no Cloud equivalent or data migration path. Its support page on assessing Marketplace apps with the Jira Cloud Migration Assistant describes statuses including automated path, partner-provided path, upgrade requirement, contact-vendor route, and no Cloud equivalent.

Ask the vendor what features and data are supported, whether migration tooling or assistance costs extra, and whether a migration discount is available. Atlassian says eligible Marketplace discounts are at each Marketplace Partner’s discretion, so do not subtract one from the estimate until it is confirmed.
Estimate the one-time migration work
The Jira Cloud Migration Assistant is free for supported Jira Server or Data Center instances. Atlassian says it supports selective and phased migration of projects, users, attachments, and supported Marketplace app data, and provides migration checks and reports. Check product-version support and validate each app’s route before treating a planned migration as supported. The assistant reduces some mechanical work; its availability does not mean the overall migration requires no labor. See Atlassian’s Cloud migration methods for Jira for the tool’s scope and migration options.
Estimate the people and service effort required for your own deployment. Break the work into tasks so internal owners or vendors can provide realistic time estimates:
- Inventory projects, users, permissions, integrations, data, and installed apps; clean up what will not be migrated.
- Prepare identity, access, and any required app alternatives or remediation.
- Run test migrations, validate migrated data and app behavior, and address issues before cutover.
- Plan user acceptance, communications or training, the cutover window, and post-cutover support.
Price internal staff time using your organization’s own method, and request scoped quotes from app vendors or a Solution Partner where appropriate. Atlassian advises considering partner support for complex plans and migrations involving 6–10 apps; it does not establish a standard partner rate or service scope. Treat any quote as specific to the work it includes. Atlassian also describes CSV import as limited and not the recommended method when the Jira Cloud Migration Assistant is suitable.
Model overlap, trials, and cutover timing
Build a timeline showing when Cloud subscriptions begin, when Data Center subscriptions end, and whether any app licenses or hosting costs continue beyond cutover. The overlap cost is determined by that schedule and by the customer’s eligibility for any transition offer; do not assume every organization will pay both full subscriptions for the same period, or assume overlap relief applies automatically.

Atlassian’s licensing guidance describes free Cloud migration trials for eligible existing Data Center customers, matching the remaining self-managed subscription duration up to 12 months, and dual licensing for qualifying customers. Confirm eligibility, applicable products and tiers, and timing with Atlassian before including savings in a committed budget. Marketplace apps may be trialed for 30 days; the terms after a trial differ between monthly and annual subscriptions, so treat that as an evaluation period rather than a long-term migration discount. See Atlassian’s purchasing and licensing FAQ.
What to verify before treating the estimate as final
- Jira and Confluence seat counts, Cloud plans, and billing cadence are confirmed separately.
- Every retained app has a checked Cloud price, feature fit, security review, and confirmed migration route.
- Migration tasks, internal owners, testing, remediation, cutover, and any vendor or partner scope are priced from the organization’s plan or quotes.
- Data Center and app invoices, plus relevant self-managed costs, are compared with Cloud costs and classified by whether they stop or continue.
- Overlap relief, trials, and app discounts are included only after eligibility and terms are confirmed.
Cloud prices, Marketplace availability, migration paths, and incentive eligibility can change. Recheck the calculator, listings, and applicable terms when preparing the estimate; ask Atlassian or a partner for a quote if the live calculator and confirmed inputs still do not cover the costs your organization needs to budget.
