Start with the viewer’s own Download or Save control. If the document is shown inside a normal HTML page and no download control is available, use the site’s permitted export or print option. Print-to-PDF can create a usable copy of what is displayed, but it may not be the original file and may lose searchable text, links, forms, bookmarks, page structure, or image quality.
Before trying anything else, identify whether you are looking at a browser’s native PDF viewer or an HTML document viewer supplied by a website. The correct download path, your account permission, and whether the result is the original PDF or a rendered copy all depend on that distinction.
Identify the viewer you have open
Native browser PDF viewer
A native viewer usually fills the browser tab with PDF pages and has a toolbar containing controls such as Download, Save, Print, zoom, or page navigation. The browser is displaying a PDF file directly. Use its controls rather than trying to extract page images from the surrounding web page.
PDF rendered inside an HTML page
Some sites build a document viewer from HTML, JavaScript, canvas, or an embedded PDF.js interface. The page may have its own toolbar, or it may show only a reading area. Seeing the document does not prove that the original PDF URL is exposed or that your account is allowed to download it.

Download from the viewer first
- Look for Download, Save, or a three-dot menu. The control may be above the page, at the bottom of the viewer, or in a menu labelled More.
- Choose the viewer’s save command. Select a destination and confirm the downloaded file ends in
.pdf. Open the file locally to check that all pages are present. - Use the documented PDF.js shortcuts when applicable. Mozilla’s PDF.js FAQ lists Ctrl+S for downloading and Ctrl+P for printing; on some configurations, Meta replaces Ctrl. These shortcuts apply to the PDF.js interface, not every custom HTML viewer.
- On Android 12 or later, check Chrome’s More menu. Chrome’s Android PDF viewer provides Download when a website PDF is open. Tap More, then Download, and select where to save the file.
Use the website’s permitted download or export path
If the viewer has no save button, inspect the surrounding page for Download, Export, Open original, or Print. A document owner may require you to sign in, belong to a workspace, or request access. Follow those controls instead of guessing a file address.
Google Drive previews
A Drive preview alone does not establish download permission. In Drive, use the file’s available Download or export command. For developers working with the Drive API, Google distinguishes downloading binary files such as PDFs from exporting Google Workspace documents and says to verify the file capability canDownload before downloading or exporting. If the command is absent, ask the owner to enable access or provide an accessible copy.
When controls are deliberately disabled
Do not treat a missing button as an invitation to bypass access controls. The owner’s permissions and supported export options determine what you may save. If you need the document for accessibility, records, or offline work, request the original PDF or an approved alternative from the owner.
Print the displayed document to a PDF
Printing is a fallback when the site permits printing and you only need a copy of what appears on screen.

- Open the viewer’s Print command, or use the PDF.js shortcut Ctrl+P (or Meta+P where applicable).
- In the system print dialog, select Save as PDF or the equivalent PDF destination.
- Check page range, orientation, paper size, margins, scale, headers, and footers. Use a page range if the viewer contains unrelated navigation or blank pages.
- Save the result, then open it and test text search, links, forms, and page order.
Print-to-PDF creates a newly rendered copy. It may omit the source file’s searchable text, links, interactive forms, bookmarks, metadata, structure, or original image quality. It can also fail when the site disables printing, the viewer has not finished rendering, or a browser extension interferes.
What to do when an HTML viewer has no obvious PDF URL
An HTML viewer can display pages without exposing a simple downloadable address. In PDF.js, browser cross-origin rules prevent JavaScript from fetching a PDF from another server by default; Mozilla documents CORS or a server-side proxy as developer-side solutions. Those are implementation choices for the site owner, not a reliable reader shortcut.
Do not assume that a URL visible in page source, network activity, or an iframe is the original file, is stable, or is authorized for your account. Use the owner’s download/export feature or request a copy. If you are building the viewer, configure an authorized server-side fetch or appropriate CORS policy rather than weakening access controls.
Viewer-specific troubleshooting
There is no Download button
- Open the viewer’s More or three-dot menu.
- Check the surrounding document page for Download, Export, Open original, or Print.
- Confirm that you are signed in to the account that has download permission.
- If controls remain absent, ask the owner for an approved copy.
Print produces a blank page
Wait until all pages finish rendering, then try the viewer’s own Print command rather than the browser’s page menu. Disable extensions that alter printing, reload the document, and verify the browser’s PDF handling settings. Adobe’s Chrome and Edge troubleshooting guidance notes that PDF settings can affect whether documents open in the browser or download; menu names vary by browser version.

The file downloads but will not open
- Check that the file is actually a PDF, not an HTML error page saved with a
.pdfname. - Download again after signing in and confirm the page reported a successful save.
- Try the site’s export command or request a fresh copy from the owner.
Only some pages appear
The viewer may be lazy-loading pages or the print dialog may be set to a limited range. Wait for the document to finish loading, choose all pages, and compare the page count with the viewer.
Text, links, or forms are missing from the printed copy
That is a limitation of rendering, not necessarily a failed download. Obtain the original through the viewer’s Download or the owner’s export path when those PDF features matter.
The viewer will not load
Refresh after checking your connection, sign-in state, and browser PDF settings. Try a current browser without conflicting extensions. If the site uses a PDF.js worker, a developer may also need to address its documented file:// worker limitation; readers should report the failed viewer to the site owner.

Reliability and privacy checks
- Prefer the original Download or Export route when the file’s structure, text layer, links, or forms matter.
- For print copies, record the source page, date, and page range so the rendered version can be identified later.
- Do not upload confidential documents to a capture service unless your organization permits it and the service’s handling meets your requirements.
- For automated captures, use explicit waits, a suitable timeout, and a cache policy that matches how often the page changes.

Can I download a PDF if the viewer hides the button?
Only if the site provides another permitted download, export, or print route and your account has access. Otherwise request a copy from the document owner.

Is printing to PDF the same as downloading the original?
No. Printing creates a rendered copy and can lose searchable text, links, forms, bookmarks, page structure, or image quality.
Why does a PDF viewer show pages but not let me save them?
The owner or platform may have disabled downloading and printing, or your account may lack permission. Seeing the pages does not grant a download right.
Does a Drive preview guarantee that I can download the file?
No. Drive’s available controls and permissions determine whether downloading or exporting is allowed.
