If a 911 fee on your phone bill looks wrong, first check the charge against the rule for your location and type of service. Then ask your phone company to explain the legal basis and calculation, and request a correction and refund or credit if it made an error. If the provider does not resolve the issue, you can contact your state consumer protection office or file an FCC complaint.
Check whether the 911 fee is actually incorrect
A bill label alone cannot show whether a 911 fee is wrong. The rules and amounts vary by jurisdiction and service type, so there is no single nationwide rate to compare against. Before disputing the charge, gather the details that determine which rule applies:
- Your state or locality and the service address shown on the account.
- Whether the affected service is wireline, wireless, VoIP, or prepaid mobile service.
- The billing period, exact amount, and number of lines or prepaid transactions involved.
- The provider’s description of the charge and how it calculated it.
Official state guidance illustrates why these details matter. California’s rules cover specified wireline, postpaid wireless, and VoIP access lines, as well as prepaid mobile telephony purchases (California CDTFA: Emergency Telephone Users Surcharge Return). Connecticut lists separate treatment for wireless, wireline/VoIP, and prepaid wireless service (Connecticut DESPP: 9-1-1 Telecommunications Fund).
For example, Connecticut’s FY 2026/27 schedule lists $0.74 for a single wireline/VoIP line and a sliding per-line scale for multiple such lines; the progressive schedule does not apply to wireless lines. Check the live state page for updates and do not apply Connecticut’s amounts to another jurisdiction or service type.

Ask the phone company to explain and correct the charge
Start with the carrier. USAGov recommends contacting the phone company first and suggests sending a written complaint if a call does not resolve the issue (USAGov: Where to file phone company complaints). Have a copy of the bill available and identify the charge precisely.
- Contact the carrier’s billing support. Give the exact wording of the fee, its amount, the bill dates, and the phone line or transaction it appears on.
- Ask for the basis and calculation. You can say: “What state or local rule authorizes this 911 fee? Which service address and line or transaction did you use? How did you calculate this amount?”
- Request a remedy if the amount is wrong. Ask the carrier to remove the charge and refund or credit the affected bills.
- Keep a record. Save the bill, the date and outcome of calls, and any written explanation. If a call does not settle the issue, send your complaint in writing and keep a copy.
Escalate an unresolved dispute
If the provider’s response is unsatisfactory, USAGov points consumers to their state government or the FCC. You can find state complaint options through USAGov’s phone company complaint guide. Which state office handles a particular 911 charge can depend on the service and jurisdiction.

Choose the right FCC complaint category
For a provider fee, tax, or surcharge that you believe was calculated or applied incorrectly, choose Billing on the FCC phone complaint form. If the charge was unauthorized, choose Cramming instead. The FCC explains these categories on its Phone Form complaint issue descriptions.

The FCC encourages consumers to contact their provider before filing. After gathering the information it needs, the FCC may send a billing complaint to the provider. A provider must send a written response to the consumer and FCC within 30 days of receiving a complaint served on it. Not every complaint is actionable or served, and the FCC says it cannot resolve every individual complaint; filing does not guarantee a refund or a decision in your favor. An FCC informal complaint has no filing fee. The FCC’s complaint FAQ describes a formal complaint as a possible next step after an unsatisfactory informal response, with a six-month deadline from that response. The FAQ lists the formal filing fee as $605, subject to change. Formal proceedings have procedural rules and resemble court proceedings, so check the current FCC instructions before deciding whether to file one. See Filing a Complaint: Questions and Answers.

- The bill period, affected line or transaction, exact fee label, and amount.
- The service and billing address relevant to the account.
- Why the charge appears inconsistent with the applicable rule, if you have identified one.
- What the provider said and when you contacted it.
- Your requested outcome: removal of the incorrect charge and a refund or account credit for the affected bill or bills.
Attach a copy of the bill and any relevant correspondence. Avoid sending unnecessary sensitive information; follow the complaint form’s instructions for supporting documents.
