To cross-review one code change with Claude Code and Codex, give both tools the same commit, context, and review criteria, then verify every reported issue against the code and tests. Treat the two reviews as independent leads—not proof that a bug exists or that the change is safe.

What a fair cross-review requires

The comparison is meaningful only when both tools review the same revision. A new push between reviews can change the code, so differences may reflect the revision rather than the reviewers.

Before starting, choose one pull request revision and record its head commit SHA. For a local review, record the exact base commit and working-tree state. Use that same snapshot for both reviewers.

Also align the brief: provide the same change summary, expected behavior, relevant repository conventions, and review criteria. Ask for actionable issues introduced by the change, with the affected file and line, a concise explanation, and evidence that would confirm the issue. Useful shared criteria include correctness and edge cases, security, performance, maintainability, repository-specific rules, and test implications.

Choose a review surface each tool supports

Area Claude Code Codex
Available review surfaces Organization-level GitHub pull-request Code Review; Anthropic also lists a standalone /code-review plugin. Code Review on desktop and web, local-change reviews, and a GitLab merge-request preview.
Automation Organization Code Review can trigger after PR creation, after every push, or manually. The reviewed OpenAI guide describes the review interface and local reviews; it does not document the same organization-level trigger choices.
Findings and context Anthropic describes specialized agents running in parallel, a verification step, and inline findings. The reviewer can inspect the diff, findings, comments, tests, checks, and conflicts, and ask follow-up questions.
Access and setup Organization owner setup and GitHub App access are required; organizations with zero data retention enabled are excluded. The user needs access to the target repository. Managed workspaces may require the Code Review plugin and an app connection.
Cost information Anthropic describes Code Review as a separately billed research preview; its September 2, 2026 help page reports an average of $15–25 per review, varying with PR size, codebase complexity, and verification. The reviewed OpenAI guide does not state a comparable per-review price.

Check the actual account, workspace, repository permissions, and applicable organization policies before planning a review. Codex’s GitLab merge-request view is a preview; it does not enable automatic GitLab cloud reviews. Installing a workspace plugin by itself does not grant repository access. OpenAI’s Codex review guide describes current review surfaces and access considerations.

Claude Code organization setup

Anthropic’s organization-level GitHub Code Review is documented as a research preview for Team and Enterprise plans. An organization owner who can install GitHub Apps must select repositories and choose a trigger. The app requests read/write permissions for repository contents, issues, and pull requests. Organizations with zero data retention enabled cannot use this service. Anthropic’s setup guide lists the current requirements and billing details.

The organization service can run once after PR creation, after every push, or on manual request. The standalone Anthropic plugin listing describes a /code-review command for a PR branch; it is a separate documented surface, not a reason to assume every Claude Code setup has identical organization automation. Anthropic’s Code Review plugin listing describes that plugin.

Run the reviews independently

  1. Freeze the revision. Record the PR head SHA, or the base commit and exact local working-tree state.
  2. Prepare one shared brief. Include the same summary, expected behavior, repository rules, and review criteria for both tools. Ask each to focus on issues introduced by this change and to cite affected locations and confirming evidence.
  3. Start each review against that snapshot. Use the GitHub PR review surface for Claude Code where available. Use a supported Codex PR review surface, or review local changes when that is the team’s chosen path. Do not let the first reviewer’s conclusions steer the second tool’s initial pass.
  4. Save the raw findings. Keep each tool’s comments and the revision SHA together so you can trace a report back to the code it reviewed.

OpenAI’s companion plugin repository documents a /codex:review command for local Git state when the plugin is used from Claude Code. That is a repository plugin implementation, not a claim that all Codex clients expose the command. The companion plugin’s review command documentation describes its use.

A shared prompt can be as direct as: “Review this change for correctness and edge cases, security, performance, maintainability, repository conventions, and test gaps. Report only actionable issues introduced by this change. For each, identify the file and line, explain the failure scenario, and state what code or test evidence would confirm it.” Add the same change summary and expected behavior for both tools rather than relying on the prompt alone.

Combine findings in an evidence ledger

Do not count comments as bugs. Create one row per underlying issue, merging reports that describe the same root cause even if the tools phrase them differently. Keep distinct issues from either reviewer. Agreement is a reason to prioritize verification, not a correctness guarantee; an issue found by only one tool can still be real.

Field What to record
Reviewer Claude Code, Codex, or both.
Location File and line or relevant code range in the reviewed revision.
Alleged behavior The failure scenario the reviewer claims the change introduces.
Reported severity The severity label used by the reviewer, without treating it as verified impact.
Evidence Relevant code path, reproduction, focused test, or other check that confirms or refutes the claim.
Disposition Confirmed, rejected as unsupported or pre-existing, duplicate, or still unresolved, with a brief reason.

Verify each issue before changing or merging code

  1. Inspect the surrounding code. Trace the relevant control flow and consult repository history where it clarifies whether the behavior predates this change.
  2. Test the claim. Reproduce the scenario when possible, run focused tests, and check relevant build, lint, security, or other project checks. For example, if a finding says an error path leaks a database connection, trace that path and check whether the connection is released on both success and failure.
  3. Assess the proposed fix. Confirm it addresses the stated failure without changing behavior outside the intended scope. Reject unsupported or pre-existing findings and record why.
  4. Review the current change as a human. Inspect the diff, comments, test results, checks, and conflicts; ask for clarification where behavior is unclear. If the team wants another AI pass after edits, run both tools on the same updated revision.

OpenAI’s guidance is explicit: “Review generated findings against the relevant code before relying on them.” Its review guide also directs reviewers to inspect the PR and diff, comments, test results, checks, and conflicts. What two reviews can—and cannot—establish

Using both tools creates another structured review pass and an evidence trail for decisions. The official product documentation describes each tool’s features and workflow, but does not establish a controlled accuracy comparison or a quantified improvement from pairing them. There is no supported basis here for claiming that two reviewers catch a particular percentage more defects, or that agreement proves a finding.

For Claude Code, Anthropic’s September 2, 2026 help page reports an average review time of 20 minutes and an average cost of $15–25 per review. Both figures are averages stated by Anthropic, not guarantees; the page says cost varies with PR size, codebase complexity, and issues requiring verification. Trigger choice also affects how often reviews run: every-push review runs more often and costs more, while a manual trigger avoids a review charge until requested, though later pushes trigger reviews. Codex’s reviewed help page gives no equivalent per-review price, so these sources do not support a direct cost comparison. Anthropic’s page provides the dated timing and billing statements.

Keep normal human approvals and merge controls in force. Neither a clean AI review nor agreement between tools establishes that a change is free of defects.
