In Google Docs, use Insert > Link; in Word, use the Acrobat add-in when you need linked tables of contents or cross-references; if the PDF already exists, add clickable rectangles in Acrobat.
Choose the workflow that fits your file
There are two valid approaches. Create links in the source document before exporting when you still have the editable file and want ordinary text links, a linked contents list, or bookmark navigation. Edit the finished PDF when the source is unavailable, the export lost a link, or a link must cover a precise area of an image or graphic.

Create a linked PDF in Google Docs
Add an external web or email link
- Open the document in Google Docs.
- Select the words that should be clickable.
- Choose Insert > Link.
- Enter a web URL or an email address, then apply the link.
- Repeat for every destination, using descriptive text rather than displaying a long, unexplained URL when possible.
The link is stored in the document as part of the selected text. Keep the source document until you have checked the exported PDF; it is the easiest place to correct a typo or change a destination.
Create internal jump links with bookmarks
- Place the cursor at the section or heading readers should reach.
- Use Google Docs’ bookmark command to create a bookmark at that point.
- Select the text for your contents entry or “jump to section” link.
- Choose Insert > Link, then select the bookmark as the destination.
- Continue for each internal section.
This produces navigation inside the document before conversion. It is useful for a linked contents list, an index, or “back to contents” text.

Export and inspect the PDF
- Use the document’s file-download workflow to download a PDF.
- For a very large Google Docs file in Chrome, Google documents an alternative: choose File > Print, select Save as PDF as the destination, and save the file.
- Open the saved PDF in a viewer, not just the original Doc.
- Click every external link and every internal bookmark link.
Google’s general help instructions describe these export routes but do not guarantee that every type of link survives every route. Treat the saved PDF as the final product and verify it.
Create a linked PDF from Microsoft Word
Use the Acrobat add-in for linked contents and cross-references
Adobe’s Word learning material describes creating a PDF with hyperlinked tables of contents and cross-references through the Acrobat add-in for Microsoft Word. The exact controls depend on the Acrobat version and the add-in installed in Word.

- Use the add-in’s current options for preserving links, bookmarks, contents entries, and cross-references.
- Save the PDF to a new file so the editable Word source remains available.
- Open the PDF and test the contents entries, cross-references, and ordinary web links.
If the resulting file lacks a link or places a hotspot incorrectly, return to Word and export again, or repair the finished PDF directly in Acrobat.

Draw a link rectangle
- Open the PDF in Acrobat.
- Open the editing controls and choose Link > Add or edit a link.
- Drag a rectangle over the text, button, image, or other area that should respond to a click.
- Choose the link’s visual appearance.
- Select the action and specify its destination.
- Save the PDF, preferably as a new copy until you finish checking it.
Choose the destination or action
Acrobat’s documented actions include opening a web page, navigating to a page view, opening a file, or running a custom action. For a web link, enter the complete destination and save. For an internal link, choose the page-view action and set the target page and view. For a file action, remember that recipients may not have the referenced file or may have security policies that block it.

When a visible button or image is the call to action, draw the rectangle over the whole visual target while keeping it aligned with the label. A rectangle that extends beyond the intended target can make nearby text unexpectedly clickable; one that is too small creates missed clicks.
Make internal navigation understandable
External links take readers to a web page or email address. Internal links take them to a bookmark or a specified page view. Use descriptive anchor text so a reader can tell where a link leads, and make the contents list match the section names readers see on the destination page.
In a source document, bookmarks provide named points for internal navigation. In an existing PDF, Acrobat’s page-view action provides direct control over the destination page and view. After conversion, test both the forward link and any return link you add to the document.
Verify every link before distributing the PDF
- External destinations: click each web and email link and confirm that it opens the intended destination.
- Internal destinations: click contents entries, cross-references, bookmarks, and page-view links; confirm that the view lands on the correct section.
- Graphic hotspots: click the entire visible button or image and check that the active area matches its visual label.
- Different viewers: open the saved file in the PDF viewer your audience is likely to use, because export and action support can vary.
- Final file: test the exact PDF you will send or publish, not an earlier draft or the editable source.
If a link is missing, first check the source and export again. If the source is unavailable or the export still fails, use Acrobat to add or edit the link rectangle in the PDF.
