To show a notice before anyone signs in to Windows 11, set two built-in Security Options policies: Interactive logon: Message title for users attempting to log on and Interactive logon: Message text for users attempting to log on. Once both are configured, the device displays a dialog with your title and text before the sign-in prompt is available. The settings are device-scoped, so they apply to the computer rather than to individual user accounts.
What the two settings control
The notice is built from two separate policies. The title setting supplies the caption of the dialog window, and the text setting supplies the message body. Configure both together; a title with an empty body, or a body with a generic caption, makes the notice hard to read as a single statement.

Microsoft’s policy documentation describes these notices as suitable for statements about authorized use, warnings about misuse of company information, or notice that user activity may be audited.

Microsoft’s Security Policy documentation states: “Any warning that you display in the title or text should be approved by representatives from your organization’s legal and human resources departments.” Treat any example text as a starting structure only. The wording that goes into the policy should be the text your legal and HR teams have approved for your organization, not a sample copied from a website.

Configure the notice with Group Policy
Use Group Policy when the devices are domain-joined or when you manage a standalone PC with the Local Group Policy Editor. The policy path is the same in both tools.
- Open the Group Policy Management Editor for the GPO linked to the target devices, or run
gpedit.mscon a standalone machine. - Navigate to Computer Configuration > Windows Settings > Security Settings > Local Policies > Security Options.
- Double-click Interactive logon: Message title for users attempting to log on, enter the approved caption, and select OK.
- Double-click Interactive logon: Message text for users attempting to log on, enter the approved body text, and select OK.
- Apply the policy. On a device, run
gpupdate /forcefrom an elevated Command Prompt, or wait for the normal policy refresh. - Lock or restart the device and confirm that the dialog appears before the sign-in prompt. If it does not appear, check that the GPO applies to the device’s organizational unit and that the device has refreshed policy.
Configure the notice through MDM
If devices are enrolled in an MDM solution, the same two settings are exposed through the Policy CSP as InteractiveLogon_MessageTitleForUsersAttemptingToLogOn and InteractiveLogon_MessageTextForUsersAttemptingToLogOn. Microsoft’s LocalPoliciesSecurityOptions Policy CSP documentation maps both to the Security Options path above. These are device-scope settings.

The CSP documentation confirms support on Windows 11 Pro, Enterprise, Education, and IoT Enterprise / IoT Enterprise LTSC, and lists applicability from Windows 10 version 1709 onward. This guide does not cover the click-by-click steps of any specific MDM console, so check your management product’s own documentation for how to assign a device configuration that sets these CSP values.
How the settings are stored
Microsoft’s Azure Policy guest configuration baseline for Windows maps the title to the registry value LegalNoticeCaption and the body to LegalNoticeText, both under SOFTWAREMicrosoftWindowsCurrentVersionPoliciesSystem. This is useful context when you audit a device or write a compliance check. For deployment, use Group Policy or MDM rather than editing these values by hand, so the settings remain managed and reported as policy.

Operational caveats before you enable the notice
- Autopilot pre-provisioning is affected. The LocalPoliciesSecurityOptions Policy CSP states: “Windows Autopilot pre-provisioning doesn’t work when this policy setting is enabled.” If your fleet uses pre-provisioning, test that workflow with the notice enabled before a broad rollout.
- The notice appears before every interactive sign-in. Users must acknowledge it each time, so keep the text short enough to read at the sign-in screen.
- Verify the policy source. Microsoft’s policy setting pages are legacy URLs under a Windows 10 path, but they list Windows 11 among applicable systems. The Policy CSP page is the more current reference for device scope and edition support.
Checklist before rollout
- Legal and HR have approved both the title and the body.
- The devices run a supported edition: Pro, Enterprise, Education, or IoT Enterprise / IoT Enterprise LTSC.
- You know whether the notice is applied through Group Policy or MDM, and you configure only one source to avoid conflicting values.
- Pre-provisioning with Windows Autopilot has been tested with the policy enabled, or is not used on those devices.
- A test device shows the title and text at sign-in before the change goes to production.
